The 2012 budget for the City of Hays passed unanimously Thursday night. In this budget the mill levy will not increase and neither will the fees for water, wastewater or solid waste. Assistant CityManager Paul Briseno says there are three measures the city has taken to stabilize the mill levy.

The budget includes salary increases for the employees of two percent for cost of living and a two percent merit increase.
