Federal law enforcement agents have arrested a terror suspect near the U.S. Capitol, but they say he’s not believed to have connections to al-Qaida.

Officials describe the man as a 29-year-old Moroccan who was living in northern Virginia on an expired visitor visa. They say he was planning to detonate what he thought was a suicide vest that had been provided by an undercover FBI agent. It contained inert explosives.
