In the first three weeks of each semester, Fort Hays State University sells about 3,600 parking permits. Police Chief Ed Howell says an online program is being developed to alleviate the congestion created with all of those permits being purchased in office.

Howell says the system will also allow citations to be appealed online. It’s expected to be ready in August.
