As the Ellis County Commission prepares to develop the 2013 budget, the message to the departments is to base their budgets on needs and not wants. Commissioner Swede Holmgren says the budget won’t support wish list items.

Department heads and elected officials discussed some of their needs during a budget work session Monday afternoon. They said meeting public expectations for service and some of the state and federal mandates costs money.
