The need to pass a balanced budget was the theme of a speech on the U.S. Senate floor from Senator Jerry Moran.

Moran says Congress needs to address spending on entitlement programs, but that doesn’t necessarily mean eliminating them. He says something needs to be done to bolster the future of Social Security and Medicare.

The U.S. Senate has not passed a budget in over three years.
