Following the recommendation from the Ellis County Planning Commission, the county commission denied a conditional use permit to locate the Western Plains Animal Refuge in Munjor.

Along with concerns of the residents in Munjor, the denial was based on the lack of a business plan, insurance and other specifics on how the animal refuge would be run.
