Hays Swimmer Qualifies for Central Zone

Hays 10-year old swimmer Isaac Smith will be competing in the Central Zone 14 & Under Age Group Championship Meet to be held August 3-5 in Columbus, Indiana after a good showing at the Missouri Valley Division I Championship Swim Meet in Lawrence in late July.

Smith finished 2nd in the 50 breaststroke (43.58) and was 3rd in the 100 breaststroke (1:39.82). He had an 8th place finish in the 50 freestyle (35.37) and a 9th place finish in the 100 butterfly (1:39.0).

Smith, who is a member of the Hays Hurricanes swim team, will compete against swimmers from Arkansas, Indiana, Lake Erie, Midwestern and Oklahoma at this weekend’s Central Zone. He’s one of only two swimmers from Western Kansas to qualify and compete at the meet.

Kansas Revenue Tops Expectations In July

Kansas revenue officials say payments of corporate income taxes helped push state revenue above expectations for the first month of the new fiscal year.

The Revenue Department reported Tuesday that overall receipts in July totaled $457.8 million — about $2.7 million better than the official forecast.

Corporations paid nearly $14 million in state income taxes last month, compared with an expected $10 million. Payments of individual income taxes were on the mark at $205 million.

The department says use tax receipts were about $1 million more than expected, suggesting businesses are buying more equipment.

The overall July receipts came in at $20 million more than total revenue in the same month last year.

KDOT Worker Killed In Rollover Crash

A southwest Kansas man killed in a rollover accident has been identified as a longtime employee of the state transportation department.

43-year-old Jeffery Harris, of Hugoton, suffered fatal injuries in the crash Monday about 11 miles south of Ulysses.

The Highway Patrol says Harris was driving a Kansas Department of Transportation tractor-trailer when it veered off Kansas 25, overcorrected and rolled over in a ditch. He later died at a Wichita hospital.

KDOT says Harris was a 14-year agency employee. He worked as a senior equipment operator out of the Hugoton office.

Ellis County Firefighters Receive Relief Benefits

Hays and Ellis County are among the beneficiaries of the  annual funds distribution to state and local firefighter relief organizations by the Kansas Insurance Department.

More than $10.4 million will be distributed among 578 local Firefighters Relief Associations (FRAs) across the state. That is nearly $550,000 more than the 2011 total.

“This fund assists firefighters and their families when an accident or death occurs in the line of duty,” says Insurance  Commissioner Sandy Praeger.

The local association funds are used for purchasing accident and health, disability, and life insurance premiums to assist firefighters and their families.

The money is generated by a 2 percent tax paid by insurance companies on fire and lightning insurance premiums written in Kansas for the previous calendar year. It is collected by the department, on behalf of the Kansas Firefighter Relief Act, and passed on to the FRAs, as set in Kansas law.

Also, the Kansas State Firefighters Association will receive $431,244 for education and research purposes and to help fund the state association’s death benefit fund. These funds also come from the insurance company premium assessment.

Of the state association total, $331,244 is earmarked for educational purposes and research into fire prevention and firefighting, and $100,000 is used to replenish the death benefit fund.

Nearly $1.3 million in benefits was paid in 2011 to firefighters as a result of firefighting-related injuries or disability, and nearly $837,000 went to dependents of firefighters.

Kansas Participating in National Immunization Awareness Month

TOPEKA, Kan. Immunizations can prevent infectious diseases like chickenpox, whooping cough, measles and meningitis. Though vaccine preventable diseases may seem uncommon, the Kansas Department of Health and Environment continues to investigate cases and outbreaks of these diseases on a regular basis in the state as do many other states across the United States.

“Immunizing is the main reason certain diseases do not run rampant,” says KDHE Immunization Program Director Ryan Burns. “However, the extraordinary success of vaccinations also creates vulnerability: the better vaccines work, the less people think about getting them. ”

According to the CDC, more than 17,000 cases of pertussis (whooping cough) and nine pertussis-related deaths have been reported in the U.S. so far this year. The majority of these deaths occurred among infants younger than 3 months of age who were either unvaccinated or not fully vaccinated yet. The incidence rate of pertussis among infants exceeds that of all other age groups.

The second highest rates of pertussis disease are observed among children 7 through 10 years old. Rates are also increased in adolescents 13 and 14 years of age.

In Kansas, 121 confirmed cases of pertussis have been reported this year.

Vaccinations work best when they are given at certain ages. Here are some general guidelines:

  • Everyone over age 6 months needs to be vaccinated against seasonal flu every year.
  • Children need a series of vaccinations from birth to age 6.
  • Pre-teens need recommended vaccinations at age 11 or 12, as well as teenagers as they enter into high school and college, vaccinate before you graduate.
  • All adults need a variety of vaccinations to prevent diseases such as whooping cough, pneumonia, flu, shingles and more.

Hays Comprehensive Plan in Final Draft

The first update since 1994 of the city of Hays Comprehensive Plan is in its final draft.  City Commissioners will review it during their Thursday night work session.

Consultants RDg Planning and Design were hired in May 2011 to facilitate the project along with a 12-member volunteer steering committee.  More than 30 public meetings have been held for input from various community groups.

Assistant Hays City Manager Paul Briseno says the comprehensive plan will be used by the City and Hays Area Planning Commissions as a guide for future land use, housing, infrastructure and transportation in an integrated development concept.

HPD Officer “Acted Appropriately” in Deadly Motorcycle Pursuit

A review of a deadly motorcycle pursuit Friday evening by a Hays Police Department officer shows the  “Lieutenant acted appropriately and within the guidelines and policies of the Hays Police Department.”

A news release Tuesday from Hays Police Chief Don Scheibler also says the Kansas Highway Patrol Critical Highway Accident Response Team (CHART), the Ellis County Sheriff’s office and the Ellis County Coroner’s office assisted with the accident investigation.

The report information says Ryan McGinness, 32, Great Bend, was observed by an HPD Patrol Lieutenant at 6:43 p.m. Friday driving a 2012 Suzuki GSX 1300 sport motorcycle “in reckless manner.”

” The Patrol Lieutenant observed the motorcyclist run through a red light at the intersection of Eighth and Vine Street.  The back end of the motorcycle swerved as the driver turned right from Eighth Street south bound onto Vine Street.  The motorcycle then accelerated and the front wheel rose up off the roadway.  The driver failed to stop at the stop sign at Vine and 183 Alternate as he turned going west on the Alternate.

“The Patrol Lieutenant activated his emergency lights and siren in an effort to stop the motorcyclist.  As the Lieutenant attempted to catch up to the motorcyclist, the motorcycle was observed passing several vehicles while accelerating to speeds estimated over 100 mph.  The pursuit lasted less than a minute with the motorcyclist being out of the Lieutenant’s sight when the crash took place.

“The motorcyclist failed to negotiate the curve on the Alternate and drove off the roadway.  The motorcyclist crashed near 183 Alternate and Golf Course Road.  The motorcyclist was not wearing a helmet and was pronounced dead at the scene.”

Kansas Man Injured In Unusual Accident

A Kansas man was injured in an unusual accident in North Central Kansas Monday afternoon.

The Kansas Highway Patrol report indicates that 55-year-old Clinton Parks was driving his pickup truck on 50th Road south of Glasco, Kansas when a fire broke out in the bed of the truck.

Investigators say the Simpson, Kansas man then jumped out of the truck, but was dragged and then run over by the vehicle. The truck continued off the roadway and burned.

Parks was taken to Cloud County Hospital with what were described as disabling injuries.

Family Sues Over 2010 Death At Country Stampede

The parents of a Nebraska teen who died at the 2010 Country Stampede music festival in Manhattan have filed a lawsuit over his death.

The Manhattan Mercury reported that Kristina and Mark Kreutzer of Beaver Crossing, Neb., are seeking damages in excess of $75,000 on two counts.

The lawsuit was filed in late June against Country Stampede, the Kansas Department of Wildlife, Parks and Tourism; Robin Jennison, secretary of the state agency, and two employees of a company that provided security at the music festival.

The Kreutzers’ suit alleges the defendants did not provide timely aid to their son, 19-year-old Jacob D. Kreutzer, who died June 24, 2010, while camping at the event.

The Shawnee County coroner listed the cause of Kreutzer’s death as an unexplained internal injury.

Monday’s Hays Police Activity Log

The Hays Police Department conducted 23 traffic stops and responded to four animal calls on Monday, according to the Hays Police Activity Log.

Theft: The Hays Police Department investigated two reports of theft on Monday. The first incident was reported in the 600 block of East 13th Street, at Staab Repair. The alleged theft occurred between Monday, July 23rd and Monday, July 30th. Officers also investigated a theft/shoplifting case in the 4300 block ofVine Street, at Wal-Mart Superstore, Monday evening.

Drug Offenses: Officers investigated two drug related offenses on Monday. The first incident occurred, in connection with a warrant service, in the 3200 block of Willow Street early Monday morning. The other incident happened Monday afternoon in the 1100 block of 17th Street.

Credit Card Violation: The Hays PD began an investigation of an alleged credit card violation in the 1200 block of East 27th, at Dollar General just before 11:15  Monday morning.

Suspended License: Monday evening officers conducted a traffic stop in the 2200 block of Centennial Boulevard and investigated the driver for allegedly driving with a suspended/revoked license.

Water Violation: According to the Activity Log, the Hays PD responded to a water use violation in the 1200 block of Maple Street Monday morning.

Ellis County Extension Program on “Summer Salsas”

           Salsa surpassed ketchup as America’s favorite condiment of the 21st century. Whether deliciously mild or scorching hot, salsa can enhance summer meals and snacks with a variety of fresh fruits and vegetables.
           The Ellis County Extension Office will host a free program on “Summer Salsas” on Wednesday, August 22 at 12:00 noon at the Extension Office Meeting Room, 601 Main Street in Hays.  Enter the side door from the north parking lot. Bring a lunch to enjoy during the program, if desired; beverages will be provided.
           Linda Beech, Ellis County Extension Agent for Family and Consumer Sciences, will demonstrate fresh salsas made from a variety of fruits and vegetables and discuss food safety cautions for preserving home-canned salsa at home.
           Holly Dickman, Ellis County Extension Horticulture Agent, will share tips for growing tomatoes in the home garden and dealing with late-summer tomato problems.
           There is no cost for this program, however pre-registration is requested to ensure adequate tasting samples.  A minimum enrollment is required for this program to be held.  Call the Ellis County Extension Office, 785-628-9430, to register for the “Summer Salsas” program.
