City Discusses Bicycle Lanes

bike_laneA plan to add bicycle lanes to selected streets in Hays was presented to the commission last week. Phase 1A would cost nearly $273,000 and would use signage and pavement markings to create a route around the city. Phase 1B would cost over $500,000 and add some concrete paths, including a cap on the Big Creek levy. The city wants to apply for a state grant to offset some of the cost. Commissioner Henry Schwaller says he supports the first phase.

Hays is waiting on a report on the levy before making any improvements, but the deadline for the grant application is next month.

The city has budgeted enough to cover the first option, which could be done this summer. Applying for the state grant will be considered at the next meeting.

Senator Proposes Drug Tests for Welfare Recipients

Drug Test 001TOPEKA, Kan. (AP) – A Kansas Senate leader is preparing legislation to require drug testing for people who receive cash assistance from the state.

Senate Vice President Jeff King said Friday his proposal would also deny unemployment benefits to people who fail drug tests they take when seeking new jobs.

King, of Independence, said he expects to have a bill drafted within two weeks.

The drug-testing requirement would apply to adults who receive cash benefits under the Temporary Assistance for Needy Families program.

The proposal would also require prospective employers to tell the state Department of Labor when a job-seeker who’s receiving unemployment benefits fails a drug test.

King’s proposal already has been endorsed by House Speaker Ray Merrick, a conservative Stilwell Republican.

Governor Pushes Corrections Merger

jail5-150x150TOPEKA, Kan. (AP) – Gov. Sam Brownback has submitted an executive order to Kansas legislators merging the state’s troubled Juvenile Justice Authority with its adult Department of Corrections.

Brownback delivered the order to the House and Senate on Friday. It takes effect in July unless either chamber rejects it by March 19.

The Republican governor promised last month to submit such an order. So far, no significant opposition has emerged in the GOP-dominated Legislature.

Brownback has argued that two critical legislative audits in the past six months demonstrate the need for a new approach to juvenile justice.

The governor contends juvenile facilities and programs would be better managed under the Department of Corrections. He also says money going into the Juvenile Justice Authority’s administration could instead be spent on programs for offenders.
