Alcohol-Related Traffic Deaths, Accidents Drop in Kansas

Drinking-and-driving-199x300For the second straight year, the number of alcohol-related traffic fatalities in Kansas has dropped, according to preliminary data from the Kansas Department of Transportation.

Such deaths were nearly cut in half between 2011, when the state recorded 102 deaths, and 2012, which recorded just 57.

Alcohol-related traffic accidents also declined in 2012 to 2,184, the lowest number in more than a decade.

The decreasing trend comes after years of increases in alcohol-related traffic fatalities and accidents in the state, while the rest of the nation has seen a steady decline.

Pete Bodyk, traffic safety manager for KDOT, said it’s encouraging news in an area lawmakers and public safety officials have emphasized in recent years.

Though it’s difficult to pinpoint an exact cause and effect, Bodyk points to the DUI ignition interlock law, effective July 2011, that requires even first-time DUI offenders to use an ignition interlock device.

Bodyk also said increasing efforts by police have most likely helped curb the numbers.

 

Kansas Ag Producers Eligible for Disaster Assistance

The U.S. Department of Agriculture (USDA) designated 88 Kansas counties as primary disaster areas and 16 Kansas counties and contiguous disaster areas, making qualified farmers and ranchers in designated counties eligible for low-interest emergency loans through the USDA Farm Service Agency.

Doniphan County in far Northeast Kansas is the only Kansas county that did not receive a federal disaster declaration.

“We are entering the third consecutive year of a severe drought,” Governor Sam Brownback said.

In order to receive a federal disaster declaration, a county must show a drought intensity value of at least D2 (Drought Severe) for eight consecutive weeks based on measurements by the U.S. Drought Monitor. Nationwide, USDA declared 597 counties in 14 states as primary disaster areas.

Brownback will meet with the Kansas Drought Response Team Friday to receive updates from key state and federal leaders on the increasing toll the drought is taking on Kansas.

Bringing Housing to Western Kansas Farm Workers

USDA Rural Development and Kansas Housing Resources Corporation (KHRC) are joining forces to bring much-needed housing to farm workers in western Kansas. The two entities today announced nearly $2 million in funding to build ten quality, affordable rental units in Rexford.

The five duplex homes will help provide housing for new employees at McCarty Farms, a local dairy company, as well as other farm workers.

To help with construction costs, USDA Rural Development will provide a $500,000 loan and a $965,223 grant to Northwest Kansas Housing, Inc. (NWKHI), a non-profit community housing development organization serving 24 counties in Northwest Kansas.  KHRC awarded the City of Rexford a $400,000 grant from the Corporation’s Moderate Income Housing Program (MIH), a new initiative designed to help cities and counties develop moderate income housing and infrastructure in rural areas.

Located in a Rural Opportunity Zone, Rexford is home to McCarty Family Farms, a large dairy planning to double in size over the next two years to fulfill a new contract with Dannon Company, Inc. Dannon, which produces approximately 100 different types of flavors, styles and sizes of cultured fresh dairy products, is the top-selling brand of yogurt products worldwide.

NWKHI will serve as developer for the new housing in Rexford.  The City of Rexford will donate in-kind labor to build the necessary sewer and water infrastructure to the housing development. The Thomas County Economic Development Alliance will administer KHRC’s MIH grant.

Construction is anticipated to begin within two months.

Incorrect Food Order Sparks Shooting At McDonald’s In Kansas

Three people were in custody after a shooting at a Wichita McDonald’s restaurant drive-thru prompted by an incorrect fast-food order.

Police say the incident began at 7:30 a.m. Wednesday when a man became upset that his order was wrong. He drove around the restaurant and tried to cut in front of another car in the drive-thru, but the car already in line didn’t budge.

Police say a woman in the man’s car threw a crowbar at the other vehicle, and the driver of her car fired a shotgun at the other vehicle before leaving the scene.

Police found the car at a Wichita residence and detained three people after a several-hour standoff.

Wichita police spokesman Lt. Doug Nolte says it’s unclear what charges would be filed, and nobody was injured.

Police Standoff Continues In Hutchinson

Hutchinson Police and the Reno County Sheriff’s Office continue to work a situation in the 800 block of North Monroe.

According to law enforcement officials, the man is an absconder from parole and was spotted by an officer with the local parole office. The officer attempted to stop the man which led to a brief chase, followed by the suspect jumping out of the vehicle and running into a home in the 800 block of North Monroe.

The man is believed to be acquainted with the residents of the home.

Law Enforcement have Monroe closed from 7th to 9th, and 8th street is closed from Jackson to Madison. They also have Madison closed from 7th to 8th.

Allen Magnet School was in lockdown briefly, but they eventually let the students go home as normal.

McConnell AFB and Forbes Field Finalists for KC-46A Tankers

U.S. Senators Jerry Moran (R-Kan.) and Pat Roberts (R-Kan.) announced Wednesday the United States Air Force has selected both McConnell Air Force Base (AFB) in Wichita and Forbes Airfield in Topeka as finalists for the basing of the KC-46A tanker program.

“Strategically positioned in the heart of the United States, the location, capacity and mission of McConnell and Forbes make both bases exceptionally equipped to provide air mobility globally at a moment’s notice, ” Sen. Moran said.

With rising maintenance and support costs, the transition from the 50-year-old KC-135 tankers to KC-46A tankers is the U.S. Air Force’s top acquisition and recapitalization priority.

McConnell AFB is a finalist for the Main Operating Base (MOB#1) and the Formal Training Unit (FTU).  Forbes Airfield is a finalist for the Main Operating Base (MOB#2).

Man Tries to Stop Freight Train

Authorities in southeastern Kansas are investigating a case of a man allegedly trying to stop a freight train as it rolled through Pittsburg.

The Morning Sun reports the 27-year-old suspect was booked into the Cherokee County Jail after Friday afternoon’s incident.

Pittsburg police say callers reported a motorist with a bandanna obscuring his face driving erratically and trying to stop a northbound freight train at a city crossing.

The train kept going, but halted at another crossing a few blocks away after the man parked his van on the tracks. Witnesses reported the man pointed some type of weapon at the train.

Officers then chased the van through rural Crawford and Cherokee counties, where the man was finally stopped.

Con Artists: The Joan Jerkovich Show

ConArtist2The most successful ones are highly intelligent, multi-talented and ooze charm.  They have an uncanny way of making success look easy.  They are also liars, thieves and cheats.  They are con artists.

One con man, whose name we all recognize, is Charles Ponzi (1882-1949).  Historically considered to be one of the most adept swindlers, his scheme paid early investors returns from the money collected from later investors.  The Ponzi scheme is named after him.  It can be a profitable scheme for a crook, until the rollercoaster crashes to the end of its run…just as it did with Bernie Madoff.

Madoff ‘s Ponzi scheme eventually defrauded investors of an estimated 18 billion dollars.   In June, 2009, he was sentenced to 150 years in prison for his brand of white dollar crime.  His sons testified against him telling authorities that their father confessed to running his asset management firm as a massive Ponzi scheme, and quoted him as describing it as “one big lie”.

Another notable current day con artist is Frank Abagnale.  The movie “Catch Me if You Can” portrayed his life of stolen identities wherein he portrayed himself as eight separate scam identities including a pilot, attorney, and pediatrician where his self-serving ruse almost cost the life of a sick child.  He was prosecuted and incarcerated in multiple countries before serving just five years in the US prison system.   Since his release, he works as a consultant to the FBI and has made a living lecturing on identity theft.

When large-scale tragedies occur, the con artists are quickly on the trail.  Posing as a relative of one of the young victims in the Sandy Hook School shooting, a 37-year-old woman solicited money for the child’s funeral fund.  She was arrested by the FBI for profiting from this con.

Con Artists often get what they want, be it money, prestige or power.  If you are their target, they have no conscience about taking whatever they can from you.   Yet, while many of them are quite successful, we must not forget the innocent victims they leave in their wake.

Officials to ride Western Kansas Amtrak route

Government and railroad officials will take a special train ride this week along the deteriorating track that Amtrak’s Southwest Chief uses in western Kansas.

An Amtrak engine will pull BNSF Railway cars from Topeka to La Junta, Colo., on Thursday to highlight the condition of the tracks.

Vice presidents for Amtrak and BNSF, Kansas transportation leaders and officials from cities along the route will be on board. Representatives from Colorado and New Mexico also have been invited.

Amtrak has to slow its trains in western Kansas because of conditions on the tracks, which are owned by BNSF.

Amtrak and the railroad have asked the three states to pay a total of $100 million in the next decade to improve the tracks.

Tuesday’s Police Activity Log

The Hays Police Department conducted 28 traffic stops and received four animal calls on Tuesday, according to the Police Activity Log.

Theft: The Hays Police Department investigated one theft reported on Tuesday evening. The alleged theft was reported in the 4300 block of Vine Street and it occurred between 9:02 and 9:09 p.m.

Drug Offenses: Officers investigated one drug offense on Tuesday morning and 11:48. Officers responded to the 700 block of East 6th Street for the report of found/lost property and investigated drug offenses in connection with the property complaint.

Child in Need of Care: The Hays PD received on report of a Child in Need of Care in the 1200 block of Fort Street on Tuesday afternoon at 2:06 p.m.

Violation of Restraining Order: The Hays Police Department investigated two reports of violation of restraining order. The first, in connection with a report of harassment in the 2700 block Plaza Avenue at 1:30 Tuesday afternoon. The second violation of restraining order was reported in the 400 block of West 37th Tuesday evening between 7:05 and 7:08.

Driving Under the Influence: The Hays PD conducted on driving under the influence traffic stop on Tuesday. The DUI stop was conducted in the 2900 block of Vine Street at 2:40 a.m.

Motor Vehicle Accidents: The Hays Police Department received three reports of motor vehicle accidents on Tuesday. The first accident was a hit and run accident reported in the 1700 block of East 26th Street at 1:59 Tuesday afternoon. The second accident was reported in the 2700 block of Vine Street at 3:00 p.m. The final accident was reported as an accident with private property in the 500 block of Main Street at 3:25 p.m.

Water Advisory for Hays Mobile Home Park

KDHE has issued a boil water advisory for the Country View Mobile Home Park public water system. This public water supply serves the Country View Mobile Home Park, 2280 East 7th Street, Hays.

The microbiological quality of the water produced by this system is currently unknown and residents are advised to boil their water until further notice from KDHE.

Miss Rodeo KS 2013 is FHSU Senior, Ellis Native

She got her own horse at the tender age of 4.  And now 21-year-old Kara Hackney is Miss Rodeo Kansas 2013.

Her official coronation was Saturday at the Ellis County Fairgrounds.  The Ellis native is a Fort Hays State University senior majoring in communication with a minor in agriculture.

Hackney won her title at the Miss Rodeo Kansas Pageant at the Dodge City Roundup PRCA Rodeo in August.

Her duties will be mainly as an ambassador in travels across the state and nation.

When she’s not busy signing autographs, Hackney will help with the production of many rodeos by carrying sponsorship flags and pushing cattle out of the arena on horseback. She will also be called on to speak in schools and at other venues to promote rodeo, agriculture, animal welfare, Kansas and agriculture.

Hackney will compete in the Miss Rodeo America Pageant in December in Las Vegas.
