Mid-Morning Electrical Meter Box Fire on 8th Street

Hays firefighters were called to the scene of a fire at 9:16 Wednesday morning at 629 East 8th Street.  According to Chief Gary Brown, crews found a fire burning in the electric meter box attached to the rear of the building.

The building occupants had used a fire extinguisher to control the fire before the arrival of firefighters.

Firefighters checked that the fire had not spread into the building and stood by until a Midwest Energy service technician cut the power to the building.

DHS Signs Land Transfer for NBAF Site at KSU

Governor Sam Brownback and the Kansas Congressional Delegation announced today the U.S. Department of Homeland Security (DHS) has signed a land transfer agreement with the State of Kansas for the site where the National Bio- and Agro-defense Facility (NBAF) will be built in Manhattan.

DHS announced its selection of the Manhattan site in 2009.

“Last week, I spoke with Secretary Napolitano and she made clear construction of the Central Utilities Plant should be underway without further delay. I look forward to planning a ground breaking in 2013,” U.S. Senator Pat Roberts said.

The approximately 46 acre site is located on the north side of the Kansas State University campus.

The state of Kansas has committed $105 million dollars of matching state funds to the NBAF project and $35 million dollars of research funding for transitioning the NBAF mission to Manhattan.

The $650 million laboratory will research and develop countermeasures to animal, human, and zoonotic diseases.  So far the U.S. Department of Homeland Security has invested more than $125 million into site preparation, engineering, design, and site specific risk-assessments.

A January 2012 economic impact report found the NBAF will employ approximately 326 permanent workers and support about 757 construction jobs.  It is expected to have a $3.5 billion economic impact on the state in the facility’s first 20 years of use.

State’s First LEMA Proposal Approved in NW Kansas

The Kansas Department of Agriculture Division of Water Resources (DWR) has approved the first Local Enhanced Management Area (LEMA) in Kansas.  Proposed by Groundwater Management District (GMD) 4 in Northwest Kansas, Sheridan 6 LEMA will be located in Sheridan and Thomas counties.

The LEMA process is a central component of legislation supported by Governor Sam Brownback in 2012 to reform multiple Kansas water statutes.  It allows GMDs to initiate a public hearing process to consider locally-developed LEMA proposals aimed at conserving water resources while also meeting local needs.

According to the order approving the proposal, the GMD’s plan to reduce water use within the Sheridan 6 LEMA by approximately 20 percent during the next five years will serve the public interest by conserving water and, thus, extending the useful life of the Ogallala Aquifer.

Beginning Jan. 1, 2013, all water use within the LEMA boundaries will be included in the five-year allocations established by the Sheridan 6 LEMA.

The Sheridan 6 LEMA proposal also provides significant flexibility to allow water users to maximize the economic benefits of the reduced supply. The LEMA is expected to reduce water use by approximately 28,000 acre-feet during the next five years.

Monday and Tuesday’s Police Activity Log


The Hays Police Department conducted 11 traffic stops on Monday and received four animal calls on Monday. On Tuesday the Hays PD conducted 11 traffic stops, according to the Police Activity Log.

Burglary: The Hays Police Department investigated one burglary reported on Tuesday. The alleged burglary of a vehicle was reported in the 300 block of Ash Street on Tuesday and occurred between 11:30 Monday night and 12:00 Tuesday afternoon.

Battery: Officers investigated two reports of simple battery on Tuesday. The battery case was investigated in the 3600 block of Vine Street at 2:01 a.m. The second battery was reported between 1:00 and 1:20 a.m. in the 200 block of West 10th Street.

Disturbance: The Hays PD received four disturbance reports on Tuesday. Three of the four reports were for domestic disturbances. The first domestic disturbance was reported in the 2500 block of Haney Drive Tuesday Morning between 3:15 and 3:38. The second domestic disturbance was reported in the 1300 block of East 17th Street between 2:00 and 3:00 a.m. The third domestic disturbance was reported in the 2300 block of Timber Drive at 10:26 Tuesday evening.

Civil Dispute: Officers also investigated one civil dispute on Monday and one on Tuesday. Officers responded to the 1000 block of East 15th Street on Monday to investigate a civil dispute at 2:47 pm. Tuesday, officers investigated a civil dispute reported in the 300 block of West 7th Street at 2:55 p.m.

Suspicious Person: The Hays Police Department received a report of a suspicious person and a child in need of care Tuesday morning in the 1900 block of Vine Street. The alleged incident occurred at 4:03 Tuesday morning.

Driving Under the Influence: Officers conducted three driving under the influence stops in the early morning hours Tuesday. The first stop was conducted in the 200 block of West 7th Street at 12:31 a.m. The second stop was conducted in the 100 block of West 7th Street at 1:02 a.m. and the third DUI stop was conducted in the 300 block of West 13th Street at 1:39 a.m.

Motor Vehicle Accidents: The Hays Police Department responded to five motor vehicle accidents reported on Monday.

Three Injured in New Year’s Day Accident

Three Colorado residents were injured in an accident on Interstate 70 Tuesday morning.

The Highway Patrol says the driver , 36-year-old Stephanie Nelson from Evergreen, lost control on a patch of ice, and the eastbound pickup went into the south ditch, rolling multiple times.

The driver and two passengers, including a two-year-old, were taken to Trego Lemke Memorial Hospital.

The accident occurred around 2:30 Tuesday morning about three miles west of Collyer.

KHAZ Country Music News: Jason Aldean Looks Forward to Playing Stadiums and Madison Square Garden This Year

Jason Aldean is poised to break new ground on the touring front this year with some very big shows on the books with his Night Train tour.

He tells ABC News Radio, “We’ve got some things coming up in 2013 that are gonna be firsts for us. You know, headlining stadiums for the first time and getting to play venues that have always been really big and high on our list.”

Those venues include Chicago’s Wrigley Field and Boston’s Fenway Park.  Jason’s also planning his first headlining show at New York City’s Madison Square Garden in 2013. That New York concert date hasn’t been announced yet.

He says of the new year, “For me, it’s about doing those kinds of things, I think.”

Pay increase recommended for city employees

hays logoHays city commissioners will consider approving a proposed pay increase for city employees during their Thursday night meeting.

The meeting was rescheduled from December 26 to January 2 at 6:30p.m.

The regularly scheduled January 2 work session will follow the meeting at 6:40p.m, both in the City Commission Chambers of City Hall, 1507 Main.

KHAZ Country Music News: Report: Emmylou Harris Under Investigation for Hit-and-Run

The Los Angeles County District Attorney’s office is taking a close look at an alleged hit-and-run incident involving Emmylou Harris on October 1.  According to TMZ.com, the 12-time Grammy winner allegedly hit a car with her rental car on the 405 Freeway in Los Angeles and then fled the scene.

The other driver filed a police report, and that launched a California Highway Patrol investigation.  The CHP sent their findings to the district attorney’s office, who will ultimately decide if the country singer should be prosecuted.

Emmylou’s spokesperson tells TMZ that it was a “minor traffic accident,” adding that Harris “unintentionally rubbed bumpers with another vehicle.” The rep says Emmylou didn’t even realize the cars made contact.

The rep adds that the incident was a “garden-variety accident that happens every day on the 405,” and Harris has reported the collision to her insurance company.
