H&R Block: IRS Clears Returns Affected By Glitch

(AP) — H&R Block says the Internal Revenue Service has finished processing most returns affected by a software glitch.

The Kansas City-based tax preparer said Wednesday that more than 90 percent of affected clients have received their refunds or a notice of a possible refund date.

The update came after the IRS announced March 12 that software problems affecting about 660,000 tax returns would delay refunds by as long as six weeks. The IRS later announced that the processing delays would last closer to two to four weeks. The agency had nothing new to add Wednesday.

The glitch affected people claiming education tax credits who filed returns between Feb. 14 and Feb. 22. Besides H&R Block, a limited number of other software companies also had problems, but the IRS hasn’t named them.

Families Beg Kansas To Keep Double Killer Imprisoned

(AP) — Relatives of two women kill by the same man 12 years apart are asking Kansas parole officials to keep him behind bars.

Danny Williams was convicted in Idaho of second-degree murder in the 1970 beating death of Melba Gray, a mother of six. Idaho officials paroled him after eight years and he moved to Wichita, where he was convicted of stabbing Francis Ellifson to death at her home in April 1982.

About 40 friends and relatives of both victims attended a hearing of the Kansas Prisoner Review Board on Wednesday.

Many read emotional statements arguing for the 60-year-old inmate to remain locked up. They said they know Williams has been considered a model prisoner, but it doesn’t change their belief that he would kill again if released.

Tigers Move Back Up to No. 11 in NFCA Division II National Rankings

FH-SB-GroupFort Hays State jumped seven spots in the most recent NFCA Division II Top 25 Poll, released on Wednesday (Apr. 24). After spending last week at No. 18 in the nation, the Tigers return to No. 11 in the nation to match its highest ranking in the poll this year. The Tigers were also ranked No. 11 in the nation on March 20. Fort Hays State has now been in the rankings for seven consecutive weeks, seeing its first-ever season in the national rankings at the NCAA Division II level.

Fort Hays State and Central Oklahoma are the only schools from the MIAA referenced in the rankings this week. Central Oklahoma dropped from No. 7 in the nation to No. 21 after going 2-2 last week. However, the Bronchos still have a one-game lead on the Tigers in the MIAA standings in the chase for the conference regular season championship. Missouri Western, which sits in third place in the MIAA, received votes for the poll.

The Tigers are the second-highest nationally ranked team from the Central Region. Southeastern Oklahoma State is currently No. 3 in the nation and won the regular season crown in the Great American Conference. However, in the first set of region rankings released by the NCAA on Wednesday, April 17, Fort Hays State was ranked first in the region and Southeastern Oklahoma was second. The Savage Storm is now 40-7 overall on the season. Also in the rankings from the Central Region is Minnesota State-Mankato, referenced third in the first set of region rankings.

Kansas Doctor Remains Jailed Pending Another Hearing

(AP) — A Kansas doctor linked to drug overdoses by active-duty Fort Riley soldiers remains jailed for now as a possible flight risk.

Federal prosecutors told a magistrate judge Wednesday that Michael P. Schuster, of Manhattan, has more than $1 million outside the U.S., a home in Paraguay and two passports. A hearing to determine whether he should remain in custody pending trial has been set for Tuesday in Topeka.

Schuster is charged in a criminal complaint with conspiracy to distribute drugs. His first hearing left unanswered whether any soldiers or family members died from overdoses, as indicated in an affidavit.

Defense attorney Barry Clark declined comment, saying he has not yet seen the government’s evidence.

A federal grand jury is expected to consider the case next week for indictment.

Are Liquid Fertilizers Better Than Dry Fertilizers?

Questions about the agronomic differences among the various fertilizer products found in the agriculture marketplace are sometimes raised. One of the more common questions is: “Are liquid fertilizers better than dry fertilizers?”
Liquid UAN solution (28 or 32 percent N) is simply a mixture of urea, ammonium nitrate, and a little water – and not really much water. Each gallon of 32 percent UAN solution is only 20 percent water by weight. Or, viewed another way, each gallon of 32 percent UAN solution contains roughly one quart of water by volume. The remaining weight/volume consists of dissolved urea and ammonium nitrate. Since UAN solution is mainly urea and ammonium nitrate, it is agronomically equal to dry urea and ammonium nitrate, and has the characteristics of both.
Liquid 10-34-0 is composed of a mixture of ammonium polyphosphates and ammonium orthophosphates dissolved in water. The dissolved ammonium orthophosphates are identical to dry fertilizers MAP (e.g. 11-52-0) and/or DAP (e.g. 18-46-0). The dissolved ammonium polyphosphates are quickly converted by soil enzymes to orthophosphates identical to those provided by MAP and/or DAP.
Polyphosphates were not developed by the fluid fertilizer industry because of agronomic performance issues. Instead, polyphosphates were developed to improve the storage characteristics of fluid phosphate products (and other fertilizers made from them) and to increase the analysis of liquid phosphate fertilizers. Ammonium polyphosphate (10-34-0) is equal in agronomic performance to ammonium orthophosphates MAP or DAP when applied at the same P2O5 rates in a similar manner. And liquid phosphate products are equal in agronomic performance to dry phosphate products if applied at equal P2O5 rates in a similar manner.
There is really no agronomic difference between dry and liquid fertilizers (N, P and other nutrients) – other than their physical form, how they are handled or applied, and their adaptability to the overall crop production operation. The choice of which specific fertilizer product to use should be based on:
• Equipment needed to handle and apply the product
• Logistics of hauling/nursing/applying the needed crop nutrients
• Adaptability to the overall farm operation and other cultural practices
• Personal preference
• Product availability

• Cost

With corn planting in the area underway and grain sorghum soon to follow there are always questions about placing fertilizer with seed. Some agricultural producers may consider placing fertilizer with the seed during planting. That can be a good practice, but only if done with great care.

All fertilizers are salts which can cause germination problems if too much is placed with the seed. Too much fertilizer may inhibit germination completely, which results in a stand loss.
In other instances, too much fertilizer placed with the seed may simply delay germination, or it may result in weak seedlings with poorly developed root systems. Either way, the affected seedlings will be at a competitive disadvantage, and a loss of yield potential could result.
Keep several points in mind when evaluating seed-placed fertilizer:

* The potential for injury is greater in sandy and/or dry soils.

* Nitrogen (N) and potassium (K) are the fertilizer components
responsible for seedling injury. For corn, the maximum rate to place
with seed is 6 to 8 pounds of N + K per acre.

* For grain sorghum, reduce that rate 25 to 30 percent.

* Place no fertilizer with soybean or sunflower seeds.

* Some fertilizers should never be applied with seed. Do not apply
ammonium thiosulfate by itself in direct contact with the seed. Don´t
place urea-containing fertilizers with seed.

Suspected Thief Caught Returning to Scene of the Crime (Video)

A Wichita man found out that you don’t return to the scene of the crime Tuesday morning.

Lt. Scott Siemsen told Eagle News, Forty-five year old Manuel Maldonado of Wichita went into the Sams Club in Salina and was recognized by employees as the man who had gone into the store last Thursday evening and had broken into a kiosk where cell phones and tablets were sold and stole several cell phone and tablets and left the store carrying the merchandise out in a backpack taken from the store.

The value of the merchandise taken was $10,241.

Employees called police and Maldonado was stopped just a short distance away.

He was booked into the Saline County Jail on felony theft and damage to property charges. Maldonado is also wanted by authorities in McPherson and Hutchinson in connection with thefts in those communities.

U.S. Senator Jerry Moran visited with Neil Cavuto on Fox Business Tuesday night about the Obama Administration’s short-sighted decisions to furlough air traffic controllers and close 149 FAA Contract Control Towers across the country. They discussed the ongoing efforts in the Senate to end the furloughs and save the control towers, including Sen. Moran’s Protect Our Skies Act which has 33 bipartisan cosponsors.

A new record low temperature was set this morning in Hays. According to the K-State Ag Research Center the official morning low temperature was 22 degrees. That breaks the record of 23 degrees set in 1967.

With a trace of snow on Tuesday, the moisture total for April is 1.05 inches and 3.78 inches so far in 2013.  We received 3.6 inches of snow this month and 36.5 inches of snow for the season

More Kansans working for the Government

(AP) – The number of people working for the Kansas state government increased last year but most of the growth was in temporary jobs with no benefits.

The Kansas Department of Administration says the state employed 69,974 people in fiscal year 2013. That includes both regular and temporary employees. That’s an increase of 143 from the previous fiscal year.

The state cut 937 regular positions but added 1,080 temporary positions last fiscal year. Of the temporary jobs, 103 included benefits and 977 didn’t.

The report shows the state shifted toward unclassified employees, who are not protected by the civil service system from being fired or demoted. The state had 989 fewer classified employees in fiscal 2013, and 1,132 more unclassified employees. That includes temporary and full-time employees.

khaz everybody has a story 20130424Some of Nashville’s biggest stars are lending their voices to a new compilation CD featuring songs from some very special writers. Everybody Has a Story features stars like Kix Brooks, Faith Hill, Vince Gill, Alison Krauss and more performing songs penned by young patients at the Monroe Carell, Jr. Children’s Hospital at Vanderbilt in Music City.

The kids wrote the songs during their clinical music therapy sessions over the past six years, and the patients or the patient’s families were invited to the studio to watch the artists bring their songs to life.

Vanderbilt music therapist Jenny Plume says, “For those patient songwriters who have passed on, this will be a legacy to celebrate their lives.

Proceeds from the album will go to the Julian T. Founce Music Therapy Fund at Vanderbilt. The album will be released May 14 through all digital outlets and music retailers in the U.S. and Canada.
