Governor Signs Eight More Bills Into Law Thursday, Vetoes One

Topeka – Kansas Governor Sam Brownback signed eight bills into law Thursday, bringing the total number of bills signed by the governor during the 2013 Legislative Session to 76. He also vetoed one bill, Senate Bill 37.

SB 37 would have repealed the sunset of the Kansas Home Inspectors Professional Competence and Financial Responsibility Act that is set to expire on July 1, 2013.

In his veto message to the Kansas Legislature, Governor Brownback shared his concerns about whether the potential harm inflicted upon the citizens of Kansas by unscrupulous home inspectors warrants the expansion of government and increased regulation that was applied in 2008 to this segment of the private sector.

“Upon review of the materials provided by the proponents of this legislation, both in 2008 and 2013, I see little evidence of large numbers of Kansas citizens being economically harmed by home inspectors. In fact, even the proponents believe the vast majority of Kansans who provide this service are honest people. Therefore, it appears the legislation passed in 2008 may simply add unnecessary fees and regulations to law abiding citizens,” Gov. Brownback wrote.

The Governor also noted that it appears the board lacks the resources and expertise to effectively regulate home inspectors in Kansas and that the Kansas Attorney General’s Consumer Protection Division is better equipped with its professional staff experienced in conducting investigations and assisting Kansans seeking reimbursement.

In his veto message, Governor Brownback acknowledged the Legislature’s support of the board and told lawmakers he would sign a similar bill that extended the sunset for two years so there would be time for further consideration and discussion whether to continue the board.

The bills signed into law today by the Governor are:

SB 1 reduces the frequency of financial management practice audits of the State Treasurer’s Office and the Pooled Money Investment Board (PMIB) from every year to every two years. In addition, the new law requires a transition audit within two weeks of a new State Treasurer taking office.

SB 27 makes more U.S. military veterans eligible for the state’s Military Service Scholarship Program by expanding the definition of “qualified student”.

SB 56 transfers the responsibility of recognizing official county fair associations from the Kansas Department of Agriculture to the board of county commissioners of the county where the association is located.

SB 81 makes several changes to the Kansas Open Records Act (KORA), including exempting home addresses or home ownership records from searchable websites of officers, judges, and prosecuting attorneys, at their request. The new law prohibits a public agency from disclosing the name, home address, e-mail address, phone numbers, or other contact information for any person licensed to carry concealed handguns, any person who has enrolled in or completed weapons training for concealed carry licensure, or any person who has applied for a concealed carry license.

SB 120 establishes a central registration of farmers’ markets through the Kansas Farmers’ Market Promotion Act. The voluntary registration will be used to encourage and promote farmers’ markets across Kansas and assist the Kansas Department of Agriculture in promoting Kansas agriculture by more efficiently connecting producers with consumers.

SB 128 extends the sunset of the Postsecondary Technical Education Authority by three years, to June 30, 2017 and clarifies students taking part in the Career Technical Education (CTE) Incentive Program must complete their certificates prior to high school graduation or by Dec. 31 immediately following graduation for a school district or community/technical college to receive an incentive award.

SB 136 allows a veteran to have “VETERAN” printed on the front of a state-issued driver’s license or non-driver identification card.

HB 2170 makes numerous changes to sentencing, post-release supervision, and probation statutes, including allowing low-risk defendants who’ve paid all restitution and met all terms of probation to be eligible for discharge from court supervision.

Meet the New County Treasurer

Ann PfeiferAnne Pfeifer has been appointed the Ellis County Treasurer a littler earlier than expected. Pfeifer took office April 1, 2013, replacing Mike Billinger who did not seek re-election.

Pfeifer ran unopposed for the office.

Pfeifer told Hays Post she looks forward to many years of serving the community and the county. Pfeifer had served as accounting manager for the Ellis County Treasurer’s office for two years. She also wanted to remind everyone second half taxes are due may 10th.

Pfeifer’s term was not officially set to begin until first Tuesday of October unlike other elected officials that begin their term in January

ks mapThere’s no place like Kansas as the new 2013-14 Official State Transportation Map illustrates by highlighting things to see and places of interest that are unique to the state.

From the Kansas Cosmosphere to the Flint Hills Discovery Center, the Eisenhower Presidential Library and Museum, and all the landscapes featured along the Kansas Byways, the map showcases many places of interest the state has for its citizens and visitors.

In addition to the basic state map on one side and city insets on the other are listings of recreation areas, museums, cities and counties. There is also information about accessing road conditions, visitor resources, a distance map and other helpful phone numbers and websites.

The Kansas Department of Transportation (KDOT) works with several state agencies to create the map. About 800,000 copies of the maps will be distributed in Kansas and across the United States in the next two years.

Maps are available free of charge at Kansas Travel Centers, at KDOT Headquarters and District offices and at various hotels, attractions and other locations across the state.

Family Fun Fest

The 11th Annual Family Fun Fest is Saturday from 1-4 p.m. at The Hays Mall.  The event will celebrate the Week of the Young Child. It is a yearly event created in 1971 by the National Association for the Education of Young Children, to help the public become aware of quality early childhood programs that are focused on meeting the needs of children from birth to 5 years  of age.family fun fest

Tigers Split at Washburn; Sanders Hits For the Cycle

FHSU-BSB-SandersThe Fort Hays State Tigers scored 18 runs on 19 hits to salvage the final game of their doubleheader with Washburn 18-14 Thursday in Topeka. The Ichabods took game one 7-4. The Tigers are now 20-15 overall and 16-14 in the MIAA.

Washburn took advantage of two Tiger errors by shortstop Sam Thornton, scoring five runs (two earned) with two outs to take a 5-0 lead. They would add two more an inning later and were up 7-0.

The Tigers got on the board in the fifth when Shane Wade scored on a wild pitch. They would add two more in the sixth on a Horace Johnson two-run homer.

Kelton Rule’s two-out RBI single in the ninth drove in the Tigers final run. The Tigers had the tying run at the plate but Shane  Wade lined to short to end the game.

Starter Jesse hart (3-2) takes the loss allowing seven runs (four earned) striking out three and walking one.

Game 2: Fort Hays State 18, Washburn 14
The Tigers and Ichabods combine for 32 runs and 36 hits in the second game. Washburn scored three in the second to take a 3-2 lead but the Tigers answered with five in the top of the third and never trailed again. Kelton Rules’s second homer of the game, a three-run shot with two outs was the big blow in the inning.

Rule finished 3-for-6 with 5 RBI and four runs scored. Jordan Miller also homored and went 3-for-4 and Ryan Busboom added three hits.

Jay Sanders led the Tigers 19 hit attack going 4-for-5 with six RBIs and two runs scored. He becomes the first Tiger to hit for the cycle since Nash Smith in 2011 when the tripled tripled to left center field with the bases loaded in Fort Hays State’s four-run eighth. Sanders singled in the second, hit a two-run homer in the fifth and a doubled in the sixth.

Creative Arts Industries Commission Coming to Hays

The Kansas Creative Arts Industries Commission (KCAIC) will host a series of strategic planning public input sessions in April. Input from the public will be used by the KCAIC to help draft strategic plans and to guide activities in Fiscal Year 2014 and beyond.

Sessions will be facilitated by Kansas State University’s Institute for Civic Discourse and Democracy (ICDD). The purpose of ICDD is to engage in research, education and facilitation of civic communication processes that promote an informed citizenry and community-based decision making.

Public input sessions will be held at the following locations and times:

• Dodge City – 10-12 p.m., April 13 at the Dodge City Public Library.
• Salina – 6-8 p.m., April 17 at the Salina Arts Center.
• Hays – 5:30-7:30 p.m., April 19 at the Hays Convention and Visitor’s Bureau
• Shawnee Mission – 6-8 p.m., April 24 at the Indian Creek Tech Center.

An additional session will be held in Wichita on April 20. The time and venue for this event will be announced at a later date.

Scabies Closes School until Tuesday UPDATE

The Sherman County Health Department, Goodland Family Health Center, Sherman County EMS, and Sherman County Emergency Management are collaborating with Northwest Tech to effectively address a public health concern today. The Northwest Tech campus is closed until Tuesday, April 16. Faculty and staff will return Monday, April 15.

On Tuesday afternoon, a student reported a case of scabies to Northwest Tech administration and additional cases were reported at 1 p.m. MT on Wednesday. Northwest Tech administration met immediately with the Sherman County Health Department to develop a plan of action for addressing the scabies concern and preventing further cases.

The Sherman County Health Department and Northwest Tech engaged additional resources from Goodland Family Health Center, Sherman County EMS, and regional Emergency Management. All students, faculty, and staff are being checked for scabies and educated on the condition this morning in a clinic set up in the Medical Assistant building on campus.

According to the Sherman County Health Department, scabies is a contagious skin rash caused by a parasite human itch mite.

“Scabies is not a result of being unclean, everyone is equally susceptible,” explained Donna Terry, Sherman County Health Department Administrator, “Center for Disease Control does not consider scabies as a reportable disease.”

The life span of scabies mites is 48 to 72 hours without a human host; therefore, by treating those with scabies as soon as possible and closing the college for four days should prevent the mites from spreading further.

Patients can obtain treatment at either the County Health Department or the Goodland Family Health Center; however fee and financial responsibility will differ at each facility.

Symptoms can include a rash area with dry or flaking edges, which might first appear as a small blister along with extreme itching. Typically symptoms will occur one week after exposure; however may not appear for up to 21 days. Symptoms may occur between fingers, at wrist, elbow, and shoulders, between shoulder blades, around breasts, at waistline and in genital areas, at knees, ankles and feet.

Treatment is a prescription cream that is applied from head to toe after showering, left on for eight to 14 hours and then rinsed off. All clothing, bedding and other cloth surfaces such as mattresses and seats should be washed and dried at hot temperatures or vacuumed. Hard surfaces can be wiped cleaned with disinfectant wipes

12: 45 p.m. Northwest Kansas Technical College in Goodland is closed to students until Tuesday, April 16th because of public health concern.

The college sent out an email and posted a public notice on the school’s website and their Facebook page due to public health concerns the campus is closed until Tuesday.

According to the school they are collaborating with the Sherman County Health Department, Goodland Family Health Center, Sherman County EMS, and Regional Emergency Management to address the issue.

A student told Hays Post that they were told to check in at the school today, get a health checkup and they were to leave until the campus opened to students again on Tuesday.

Faculty and Staff will return on Monday April 15th, according to the school’s website.

Kansas Woman To Stand Trial In Honor Flight Theft

(AP) – A Great Bend woman who ran a group that flew World War II veterans to Washington, D.C., has been bound over for trial on two felony counts of theft by deception.

LaVeta Miller pleaded not guilty Wednesday after a lengthy preliminary hearing that began in March but had to be continued because of scheduling conflicts.

Miller is former head of Great Bend-based Central Prairie Honor Flights, which raised nearly $1.2 million to take 1,100 veterans to Washington from 2008 through 2011. Miller canceled two Honor Flights last June because she said there was a shortage of funds, and the Central Prairie chapter was disbanded around the time she was fired July 1.

Theft: The Hays Police Department received one theft report on Wednesday night. Shoplifting was reported in the 4300 block of Vine Street and occurred Wednesday between 9:50 and 10:25 p.m.

Identity Theft: Officers investigated the report of an identity theft in the 3100 block of Hall Street Wednesday morning at 9:47 a.m.

Drug Offenses: The Hays PD investigated two drug offenses on Wednesday. The first drug offense was reported in the 1400 block of Hall Street at 2:53 p.m. The second drug offense was in connection with a criminal threat in the 100 block of East 14h Street at 9:17 p.m. Wednesday.

Lewd and Lascivious Behavior: Officers investigated a report of Lewd and Lascivious Behavior in the 4600 block of Roth Ave Tuesday evening that occurred between 9:30 and 10:30.

Civil Dispute: Police Officers were called to the 500 block of West 30th Street Wednesday afternoon for the report of an incident in connection with a civil dispute report. The incident occurred between 1:04 and 1:45 Wednesday afternoon.

Suspicious Activity: The Hays Police Department investigated two reports of suspicious activity on Wednesday. The first suspicious activity was reported in connection with a disturbance report at 2:00 Wednesday afternoon in the 2500 block of Centennial Towers. The second suspicious Activity was reported in the 3600 block of Vine Street in connection with a suspicious person report at 2:08 Wednesday afternoon.

Motor Vehicle Accident: Officers responded to one hit and run accident on Wednesday morning. The accident, involving private property, was reported in the 2500 block of Canterbury and occurred between 8:30 and 8:45 a.m.

KHAZ Country Music News: Kenny Rogers Glad to Share Country Music Hall of Fame Induction with His Sons

khaz kenny rogers 20130410Kenny Rogers will be formally inducted into the Country Music Hall of Fame in a ceremony later this year, and he plans to have all four of his sons to that event.  Kenny and his wife Wanda have eight-year-old twin boys, and he grew emotional at a press conference in Nashville Wednesday thinking about having them with him for that big night.

Kenny says, “I’m glad it happened in my lifetime, so I could share it with my boys.  Because I think it’s an important thing for them to know that I worked hard.”

Kenny’s two older sons were actually shocked to find out about his Country Music Hall of Fame induction.  They thought their dad had been inducted about 20 years ago.

“I didn’t have the heart to tell ’em ’cause they were very impressed with me,” Kenny explains with a laugh.  “Now, maybe they can truly be impressed.”

Each inductee into the Country Music Hall of Fame is honored at the annual Medallion Ceremony, and artists of the inductee’s choosing perform songs from that inductee’s catalog.  So, who is on Kenny’s wish list for that slot?  None other than his “Islands in the Stream” duet partner, Dolly Parton.

He says, “In my heart, if I had my way, I’d ask Dolly.  I think she would do it.  But I don’t know, the days are still uncertain.  But you know, I love her, and she knows.  And she loves me.  I think if she can, she would do it.”
