On Tuesday, Congressman Tim Huelskamp
accepted the “Award for Manufacturing Legislative Excellence” from the National Association of Manufacturers (NAM) at an event hosted by Cargill AgHorizons in Hutchinson, Kansas. NAM is the largest manufacturing association in the United States, representing manufacturers in every industrial sector and in all 50 states. This award is given to members of Congress who maintained a voting record of 70 percent or higher on key votes. Congressman Huelskamp received a voting record of 86 percent during the 112th Congress.

(AP) – Kansas lawmakers are close to finishing work on gun-rights measures representing the Republican-dominated Legislature’s response to the fatal school shooting in December in Newtown, Conn.
House and Senate negotiators agreed Wednesday on the final version of a bill declaring that the federal government can’t regulate guns, ammunition and accessories manufactured, sold and kept only in Kansas. The bill makes it a felony for a federal employee or agent to attempt to enforce a law, regulation, order or treaty affecting such guns.
Lawmakers are still working on the final language for another concealed carry bill but expect to finish this week.
The bill would allow public schools and colleges to arm individual employees with concealed guns and would permit concealed weapons in more public buildings.

(AP) – Kansas senators have voted to expand a rural growth program aimed at helping counties with declining populations attract new residents.
The 28-12 vote Wednesday would expand the Rural Opportunity Zone program from its current 50 counties to 73 counties. The measure now goes to the House for consideration.
Republican Gov. Sam Brownback initiated the program in 2011 to help counties that experienced population declines of 10 percent or more between 2000 and 2010. The program exempts new residents from income taxes for five years and helps with the repayment of student loans.
Supporters say the program gives rural counties a tool for stabilizing their populations. Critics argue they need more information on whether the program is working.
Last week, Hays Police officers arrested 19 year old Gustavo Reyes for sex crimes that allegedly involved two teenage girls.
According to Police, a parent of a 13 year old juvenile reported what she believed to be suspicious contact between her daughter and Reyes.
During the course of the investigation, officers determined the presence of a second juvenile victim. The second victim is a 15 year old female from a town near Hays. Reyes was arrested and placed in the Ellis County Jail for Electronic Solicitation of a Juvenile; Aggravated Indecent Liberties with a Child; Intercourse with a Child between 14 years of age and 16 years of age; and Sexual Exploitation of a Child.

Hays Police were dispatched to a report of battery at the Ramada Inn, 3603 Vine Street, this morning. Lt. Brandon Wright told Hays Post, “This was a disturbance between acquaintances in the hotel room. One man was arrested. The other was transported to the hospital by EMS with non-life threatening injuries.” An investigation to determine charges is underway.

The Fort Hays State softball team drops one spot to No. 18 in the latest NFCA Division II Top 25 Poll, released on Wednesday, April 3. The Tigers drop a spot despite going 4-0 in MIAA play last week. The Tigers had a record of 27-5 when the poll was conducted, but now sit at 29-5 after a doubleheader sweep of Panhandle State on Tuesday.
Fort Hays State, Central Oklahoma, and Missouri Western all remain in the poll this week as representatives from the MIAA. Central Oklahoma also dropped one spot in the rankings to No. 10 with a record of 25-7 and Missouri Western held steady in the No. 24 spot with a record of 24-8.
Fort Hays State and Missouri Western will have a Top 25 showdown in Hays on Friday, which begins a key weekend for the Tigers at home. FHSU also faces Northwest Missouri State on Saturday. Both Missouri Western and Northwest Missouri State are in the upper half of the MIAA standings. Fort Hays State and Central Oklahoma lead the MIAA, each at 9-1, while Missouri Western is just a game back at 8-2 and Northwest Missouri is 6-4.

Although there is a slight chance of snow today, the official “Weather Guy” for Hays, Joe Becker at the K-State Ag Research Center south of town, has declared the winter season over.
“Let’s say there will be no additional snow today, ” he says.
Therefore, “the official snowfall amount for the 2012-13 winter season is 33.90 inches.”
