GAO Rejects Beechcraft’s Protest of Lost Contract

(AP) — A federal agency has rejected Wichita-based Beechcraft’s protest of the award of an Air Force contract for light air support planes to Sierra Nevada Corp. and its Brazil-based partner, Embraer.

Both companies issued statements Thursday announcing the decision by the Government Accountability Office. It’s the latest development in a high-stakes competition that has taken nearly three years with legal challenges from both sides.

The contract for 20 planes for use in Afghanistan is worth more than $427 million. It could be worth as much as $1 billion, depending on future orders.

Sierra Nevada and Embraer lauded the decision as a win for U.S. forces and allies in Afghanistan.

But Beechcraft is calling for Congress to step in and limit the purchase to only the portion covered by the first delivery order.

Kansas Winter Wheat Harvest Getting Slow Start

(AP) — The winter wheat harvest is off to a slow, tentative start in south-central Kansas.

Steve Inslee, general manager at the OK Co-op in Kiowa, said Thursday that local farmers have cut a few acres and the grain elevator has taken a couple of loads of wheat. He doesn’t look for the area’s harvest to begin in earnest until Sunday or Monday.

Inslee expects the elevator to take in just 1 million bushels this season because of the drought. That would be one-third of what it received last year.

The industry group Kansas Wheat says it knows of no other harvest activity besides Kiowa.

Group spokesman Bill Spiegel says the Kansas harvest was about 70 percent complete at this time last year.

4-year-old shot in drive-by shooting UPDATE

4 p.m. Update   (AP) — Wichita police believe the shooter who fired on a home and struck a sleeping 4-year-old boy targeted the wrong address.

The shooting happened around 3 a.m. Thursday. Police say the boy and his mother were asleep in a bedroom of a duplex at the time.

The 4-year-old was taken to St. Francis Hospital with a gunshot wound in his back. Police said he was in stable condition after surgery and is expected to recover.

Police said five shots were fired from outside the home. A search for suspects continued Thursday afternoon.

 

 

8:45 a.m. (AP) — Wichita police say a 4-year-old boy is in stable condition at St. Francis Hospital after he was shot while sleeping in his home.police-lights3

Police say the boy and his mother were sleeping early Thursday when someone fired at least five shots into their home. The boy was hit the back and is expected to recover from his injuries.

Police are still investigating and do not currently have any suspects.

 

Five injured in Thursday Interstate Crash

Five people were injured in a Thursday morning crash near Salina. According to the Kansas Highway Patrol, “Danielle M. Roth, age 32, of Salina was driving Kansas Highway Patrol2009 Ford Focus 75 miles per hour on I-135 at mile marker 80 north bound, 8 miles south of Salina when she rear ended a 2005 Saturn traveling at 60 miles per hour, driven by 55 year old Lori D. Lawrence of Wichita.

Roth and Lawrence were transported to Salina Regional Medical Center along with  passengers in the Focus, 62 year old Paul C. Oberg, 57 year old Stormy C. Johnston, 55 year old Catherine R. Rayes, and 54 year old Sherry L. Whitmore  They were all from Wichita and all of them had been wearing seat belts.”

Charges Against Kansas Killer’s Wife Dismissed

(AP) — A woman whose husband was convicted of killing a Kansas woman is no longer facing charges of helping him avoid arrest.

Charges were dismissed Wednesday against Rebecca Hollister, wife of Roger Hollister, who was convicted of killing 58-year-old Patricia Kimmi of Rural Horton in 2009.

Rebecca Hollister, of Topeka, was charged in March with aiding a felon. Prosecutors had alleged she tried to help her husband avoid arrest and conviction after Kimmi’s death.

Roger Hollister died in March while serving a life sentence in the El Dorado Correctional Facility.

Nemaha County Attorney Brad Lippert said in his motion to dismiss that an essential state witness had died, making it difficult to prosecute Rebecca Hollister.

Community Officials to Delay New State Concealed Carry Law

(AP) — Holcomb city officials have voted to delay implementing a new state law that allows concealed weapons in public buildings.

The law takes effect July 1 but local governments are allowed to seek a delay until Jan. 1, 2014. The law requires local governments to allow concealed weapons in public buildings unless they have an adequate plan for security at the buildings.

The Holcomb City Council voted Wednesday to seek the delay. City administrator Robin Pena said the six-month extension will give Holcomb time to create a plan to keep everyone safe.

The Garden City Telegram reports council members said the extension also would give them time to watch how other local governments address the issue, and to see if some questions about the law are clarified.

New Kansas tax legislation has been signed

Screen Shot 2013-06-13 at 11.56.02 AM(AP) — Gov. Sam Brownback has signed legislation making additional cuts to Kansas income taxes over the next five years.

The Republican governor made the measure official during a ceremony Thursday at a construction site in Overland Park. Another event was planned later in Wichita.

The changes in income tax rates include an adjustment in the standard deduction for personal income taxes.

The legislation also addresses the state sales tax, which had been scheduled to drop in July from 6.3 percent to 5.7 percent. Lawmakers voted instead to trim the rate slightly to 6.15 percent, which will raise an estimated $777 million over five years.

Legislators approved the measure this year after passing massive income tax cuts in 2012. Brownback has said he hopes eventually to eliminate the state income tax entirely.

 

Roberts Earns Congressional Leadership Award

Pat RobertsU.S. Senator Pat Roberts today was presented with the Association of Defense Communities’ (ADC) Congressional Leadership award for his efforts to create jobs and economic opportunity following the closure of the Kansas Army Ammunition Plant (KSAAP).

“I am honored to receive this award. I want to thank Ann Charles of the Great Plains Development Authority and the team she assembled to ensure the redevelopment of the KSAAP would benefit the region for generations to come,” Roberts said. “It was a seven year battle with two administrations, the Army and the EPA, but in the end, we have a new industrial park which will provide growth and opportunities for Parsons, Labette County and beyond.”

Roberts was joined at a special Capitol Hill ceremony by John Armbrust, Executive Director of the Kansas Governor’s Military Council and Immediate Past President of ADC; and Ann Charles, Deputy Director of the Great Plains Development Authority in Parsons, Kan., and a member of the ADC Board of Directors.

“Sen. Roberts has never stopped fighting for defense communities in Kansas, including taking on a seven-year battle to redevelop the former Kansas Army Ammunition Plant to bring jobs back to rural Labette County,” ADC President Bob Murdock said. “Roberts’ tireless and successful efforts in that fight have earned him ADC’s inaugural Congressional Leadership Award.”

The Kansas Army Ammunition Plant in Parsons, Kansas was slated for Base Realignment and Closure (BRAC) in 2005. It was expected to be one of the first properties to transfer over to the community. In the end, it took seven years.

The Environmental Protection Agency (EPA) tried to make Kansas a national example on its regulations for pesticides and lead-based paint. Senator Roberts’ letters, phone calls and meetings forced the EPA to back down.

The Army then stalled their transfer and contract negotiations with a portion of the property set for Day and Zimmermann, the on-site ammunition manufacturers. Roberts again ended this stalemate through numerous meetings with the Kansas congressional delegation, letters, and phone calls, including reaching out personally to then Secretary of the Army, John McHugh.

Following the transfer of the site, Senator Roberts attended the ribbon cutting ceremony for the Great Plains Industrial Park in October of 2012.

KHAZ Country Music News: Zac Brown Reveals the Origins of His Custom-Made Human Catapult

khaz zac brown band 20120626Zac Brown Band went back to the beach for their latest video, “Jump Right In,” and this time they came armed with a human catapult.  You can see people being thrown into the water by the contraption, which was built by the guys in front man Zac Brown‘s personal machine shop.

“We make knives and other stuff like human catapults,” Zac says. “I called them and told ’em that I needed a human catapult, and two weeks later, there it was.”

The idea for the catapult was born a few years ago when a then-unknown Zac performed on the weekends at his restaurant back in Georgia.  In order to entice customers to come back and see his set, Zac promised patrons they’d have a human catapult to launch people into the lake that weekend.

He says, “It was kind of a joke, and then it came true.”

Having the power to just order up a human catapult for the “Jump Right In” video is a big milestone for Zac.

“There was a moment when I was standing out there launching people into the water thinking, ‘I’ve made it,'” he says with a laugh.

“Jump Right In” is the latest single from Zac Brown Band’s album, Uncaged, now in stores.
