Kansas reports 12 drowning deaths since May

Each year, millions of people enjoy spending time at Kansas lakes and rivers and return home with happy memories to share with others. Sadly, outdoor fun turned

wildlife parks and tourismfatal for five people who drowned in Kansas waters the first week of July – including four who perished over the extended July 4th holiday. This brings the number of people who have been fatally injured or drowned in Kansas lakes, ponds and rivers so far this year to 12. The U.S. Centers for Disease Control and Prevention reports that nearly half of all drownings in the U.S. occur in natural water settings.

Nine of the 12 incidents occurred when the victims were swimming or wading and were not boating related. Kansas Department of Wildlife, Parks and Tourism (KDWPT) investigates boating accidents. Only one of the victims was wearing a life jacket. The following list of incidents was compiled from KDWPT and news reports:

July 6 – George Willenberg, 38, Hoisington, died at Wilson Reservoir while trying to swim across a cove in the Rock Town area after the boat he was on had mechanical problems.

July 5 – Oscar N. Rodriguez-Vargas, 29, Wichita, died at El Dorado Reservoir when he stepped from shallow water into deeper water while wading to a boat drifting offshore.

July 5 – Tommy Watt, 15, Clay Center, drowned while swimming in a private farm pond near Longford in Clay County.

July 4 – Khai Pu, 27, Thailand, drowned while swimming at the Hillsdale State Park swim beach in Miami County.

July 1 – Blake Chavez, 24, Oswego, died when he fell into the Neosho River below the Oswego dam.

June 29 – Marcus Marqaiz Hutton, 19, Wichita, died at Cheney Reservoir while swimming with friends after he helped another struggling swimmer to safety.

June 28 – James Struthers, 47, Junction City, died after falling from a boat near the city of Milford boat ramp.

June 11 – Derek Wheeler, 18, Salina, died at Kanopolis Reservoir after his kayak capsized.

June 10 – Nicolas Frazer, 14, Centralia, was fatally injured at Centralia City Lake when he was thrown from an inner tube being pulled behind a boat. He was wearing a life jacket, and was later pronounced dead at Nemaha Valley Community Hospital in Seneca.

May 27 – Travis Webb, 14, Haysville, drowned at Wellington City Lake while wading with friends.

May 26 – Vincent Rice, 37, Melvern, drowned at Melvern Reservoir while scuba diving in the area of the Coeur D’Alene swimming beach.

May 18 – Robert Duff, Jr., 2, City, fell from a boat and was airlifted to a Topeka hospital where he passed away.

According to Maj. Dan Hesket, KDWPT Boating Law Administrator, drowning incidents may be prevented with a few simple precautions:

Wear a life jacket at all times. Kansas law requires that all boats have one Type I, Type II, Type III, or Type V PFD of proper size, in serviceable condition, not in an enclosed compartment and readily accessible for each person on board. Anyone 12 years old and younger must wear a life jacket at all times when on board a boat. KDWPT strongly recommends that everyone wear a life jacket at all times when boating or swimming. It’s a great way for adults to set a good example.

Swim and wade with caution. Lakes and rivers aren’t swimming pools and shouldn’t be treated as such. Kansas lakes have wind, waves, underwater obstacles, sudden drop-offs and soft bottoms. Rivers can have deceptively strong currents. Many Kansas lakes also have currents because they were built by flooding a river channel. Also, most Kansas lakes are murky, making it nearly impossible to quickly locate someone who has slipped beneath the surface.

Don’t dive into a lake since you can’t see the water depth or underwater debris.

Know your limitations. Many people over estimate their ability to swim in open water. No one is drown-proof, no matter how much training or experience they have. Swimming in a lake is strenuous, and even strong swimmers can quickly become fatigued, disoriented, or overwhelmed by wind, waves and currents. Be particularly cautious if you have underlying medical issues or take medications that could impair your abilities.

Don’t swim at night and don’t swim alone. No one can see you if you get into trouble.

Avoid horseplay and risk-taking. Practical jokes or childish challenges like breath-holding contests have no place while swimming or boating. Most drownings in the U.S. happen to males – possibly because they may be more inclined to take risks than females.

Avoid alcohol and other drugs. In addition to impairing a person’s judgment about lake conditions, alcohol increases the likelihood a swimmer will tire or become disoriented, hyperventilate, or gasp involuntarily.

Designate a lookout – Unlike the local swimming pool, there are no lifeguards on duty on Kansas waters, so it’s a good idea to designate someone who can sound the alarm and respond appropriately if a swimmer gets into trouble. Rescuers should not attempt to approach a person struggling to stay afloat unless they are trained to do so. Even strong swimmers can drown trying to help others. Instead, stay on the boat or dock and extend a pole, oar, stick, rope, or clothing to reach the victim or throw something floatable to them.

Learn cardio-pulmonary resuscitation (CPR). You could save someone’s life in the time it takes for emergency responders to arrive at a rural location.

Following these precautions can help make your next outdoor adventure a fond – rather than a tragic – memory for you, your family and friends.

Deputy Superintendent joins Roth in Retirement from USD 489

USD 489 has confirmed in an email to Hays Post that Deputy Superintendent Richard Cain has announced he is also retiring from the school district. Mr. Cain submitted his

letter to notify the Board of his intent to retire, effective September 1. This is listed in the personnel transactions to be acted upon at the July 15th meeting.

Earlier Tuesday, Superintendent Will Roth sent an email to staff announcing his retirement date  had changed to Oct. 1. The School board requested Roth retire in October. He had recently announced a retirement date of July of 2014.


Roth has been employed by the Hays school district for 28 years, starting as the Felten Middle School principal and then as a deputy superintendent of instruction and curriculum.

He was appointed interim superintendent in September 2010 after Fred Kaufman retired, and then named superintendent two months later.

Hays Post had contacted School District Board President  Greg Schwartz when Roth made his original announcement and about today’s news. However, he has not returned a call and did not immediately responded to an email.

State school board wants 20% Ed Spending Increase

Screen Shot 2013-07-09 at 6.49.20 PM(AP) — Kansas State Board of Education members are asking state legislators and Gov. Sam Brownback to increase school funding in the next state budget by more than $670 million.

The request, approved by a 7-3 vote Tuesday afternoon, asks legislators to boost education spending starting next year by more than 20 percent. The request includes general state aid and money for professional development and school lunch programs during the fiscal year that starts in July 2014.

A similar request was made by the state board last year.

The board’s budget recommendations go the Republican governor and GOP-controlled Legislature. The board would begin lobbying legislators after they open their next annual session in January.

A lawsuit over education funding is pending before the Kansas Supreme Court, with arguments set for October.

 

Brownback considers releasing names of court hopefuls

(AP) — Kansas Gov. Sam Brownback is considering releasing the names of applicants for a new seat on the state Court of Appeals.brownback

Brownback spokeswoman Eileen Hawley said Tuesday the Republican governor had not made a final decision, however.

The governor’s office had said previously that it wouldn’t release the names. Then, Hawley said Tuesday that Brownback had changed his position because wants the focus to be on appointing a high-quality judge to the state’s second highest-court.

Later in the day, Hawley revised that statement, saying she had been premature in announcing that the governor had decided to release the names.

Brownback had faced criticism for not releasing them.

Under a selection process enacted this year, the governor will appoint judges to the court of appeals, subject to state Senate confirmation.

Judge sets resentencing in Kansas hunting camp case

.(AP) — A judge has set for resentencing the case of two Texas brothers who ran a Kansas hunting camp where hunters paid thousands ofScreen Shot 2013-06-20 at 7.49.18 AM dollars to illegally shoot deer.

U.S. District Judge Monti Belot on Tuesday set an Aug. 28 resentencing for James and Marlin Butler after an appeals court overturned their prison terms.

Belot told attorneys he would hear testimony at the resentencing about the fair market price of wild deer parts.

The 10th Circuit Court of Appeals said last year that the district court made a mistake in 2011 in calculating sentences based on the full price of a guided hunt, rather than the actual value of the animals.

The Butlers, of Martinsville, Texas, ran Camp Lone Star near Coldwater, Kan.

KHAZ Country Music News: Brantley Gilbert Recording a Song or Two for Fiancée Jana Kramer on Next Album

khaz brantley gilbert jana kramer 20130122Brantley Gilbert is headed for another #1 hit with the love song “More than Miles,” but the song has nothing to do with his famous fiancée, Jana Kramer.  Brantley recorded the songs on his current album, Halfway to Heaven, four years ago. That’s long before he met Jana in June 2012. The couple got engaged in January, and Brantley promises fans they’ll hear a lot of Jana’s influence on his next album.

“Yeah, she’s definitely changed my life,” Brantley says. “She’s priority one now.  So, she’s definitely got a song on there.”

Brantley’s new album will even include the first song her ever wrote about Jana.  Fans can expect to get their hands on that project later this year or early next year.

Kansans against Common Core standards focus on tests

(AP) — Opponents of multistate reading and math standards adopted for Kansas public schools are pushing the state school board not to join other states to developBooks 002 annual tests to measure how well students learn.

Critics of the Common Core standards urged the board Tuesday to rely on a center for educational testing at the University of Kansas to develop the annual tests.

Education Commissioner Diane DeBacker said having the Kansas center develop the tests remains an option, as is joining with one of two coalitions of states. DeBacker said the board isn’t likely to make a decision until at least November.

The board adopted the Common Core standards in 2010, concluding that they’d improve teaching. Critics worry that Kansas is giving up some control over its schools.

USD 489 Board Changes Date for Superintendent’s Retirement

In an email Tuesday to USD 489 school district employees, Superintendent Will Roth made a new announcement about his future.  Roth announced  on June 28 a plan to retire will roth 2on July  1, 2014.  According to the email, the school board has requested he retire 8 months earlier.

I am writing to let you know that I have resubmitted my retirement letter to the Board effective October 1, 2013. The Board requested an earlier retirement date and the Board and I are working together to develop a plan to make a transition to the new leadership team.

I feel like I have had a great family to go to work with the last 28 years and I know USD 489 will continue to prosper. There will be changes going forward and although change is hard, we all know that it is necessary if we want our students to have an opportunity to excel in the world.

We are getting ready to begin a new school year soon and I want you all to feel that excitement that only we in education experience, that once a year reset and recharge. Whatever changes happen this year, it should have no impact on the outstanding work you do every day whether driving, cleaning, cooking, giving medical attention, office assistance, or teaching. All of you impact students daily and the community is indebted to you.

KHAZ Country Music News: Luke Bryan Sings with Alabama on Stage and in the Studio

khaz alabama luke bryan 20130709Luke Bryan welcomed Alabama on stage Friday in Orange Beach, AL for a special performance of the band’s classic hit “Love in the First Degree.”  Luke also sings that song with the band on the upcoming album Alabama & Friends, due out in September.

Luke covered “Love in the First Degree” for years when he was trying to make it as a country star, and he’s always been a big Alabama fan.  That’s why it floored Luke when Alabama front man Randy Owen surprised him in the studio to sing with him on the song.

Luke says, “Moments like that are when it puts it all into perspective, what I’ve been able to achieve in this industry.  And having Alabama stop by the studio to watch me record ‘Love in the First Degree’ is a highlight of my career, definitely.”

Rascal Flatts, Kenny Chesney, Jason Aldean, Tim McGraw, Trisha Yearwood and Toby Keith are among the other stars expected to appear on Alabama & Friends.

Fatal Tuesday Morning Rollover Accident

Forty-nine year old Terrie Lynne Lasater of McCracken was killed in a rollover accident this morning in Rush County. According to the Kansas Highway Patrol, KHP“Lasater was driving a 2004 Dodge PC southbound on Rush County road # 110, a mile north of Alexander.

She lost control of the vehicle and went left of center twice. The vehicle then left the west edge of the roadway, rolled one time and came to rest on its wheels. The driver was ejected. She was not wearing a seat belt.

The negotiations meeting scheduled for July 10, 4 PM, between the USD 489 Board of Education/Administration and the Hays NEA has been cancelled.  When the meeting is rescheduled, we will notify you.

 

Contract negotiations between Hays NEA and USD 489 continue Wednesday, July 10.

One major issue– a Hays High School committee recommendation the school return to the block schedule.

USD489 logo whiteTeachers taught five classes and had one 90-minute planning period each day. The 2012-13 contract required HHS teachers to teach six classes. If the current schedule recommendation is approved by the negotiating groups, teachers would continue to teach six classes, but students would have seven classes in the former 90-minute class block schedule.  Teachers would lose one planning period every other day.

The meeting is scheduled for 4 to 6 p.m. in the Miller Room of the Rockwell Administrative Center.
