The National Agricultural Statistics Service reported Monday that producers in many areas of central Kansas saw beneficial amounts of rain in the past week.

The agency said central Kansas had the biggest improvement in topsoil moisture, although eastern and western sections also showed some improvement. But topsoil moisture supplies are still short to very short across 56 percent of Kansas.

The weekly snapshot rated corn condition as 28 percent poor to very poor with 39 percent in fair, 29 percent in good and 4 percent in excellent condition.

The agency also said about 53 percent of the state’s range and pastures were still in poor to very poor shape.

Lawsuit over State’s abortion law may get narrower

(AP) — The state of Kansas and Planned Parenthood appear to be moving to narrow a federal lawsuit filed by the organization against parts of a new abortion lawplanned parenthood that took effect this month.

The movement is reported in a summary of a conference call held Monday by Chief Judge Kathryn Vratil with attorneys in the case in U.S. District Court in Kansas City, Kan.

The summary said the parties have an initial agreement to limit the lawsuit to a section requiring abortion providers to post links on their websites to a state health department site on abortion and fetal development.

That section requires the providers to declare that the information is objective and accurate, which they dispute. Planned Parenthood performs abortions at its clinic in Overland Park.

Storms that dropped several inches of rain throughout the day also prompted at least one water rescue in Greenwood County. Officials say a car stalled in a flooded intersection in the town of Eureka, about 60 miles east of Wichita.

McPherson County was especially drenched, with flash flooding reported in Lindsborg and more than 4 inches of rain in Galva by late afternoon.

The National Weather Service predicted more rain for much of central, eastern and southern Kansas into Tuesday.

Consumer Alert: Guard Your Insurance info

Potential insurance scam artists picked the wrong people to call.

Kansas Insurance Commissioner Sandy Praeger
Kansas Insurance Commissioner Sandy Praeger

The Kansas Insurance Department heard recently from a pair of Kansas insurance agents who each received telephone solicitations for auto insurance. The agents became suspicious when the caller said he worked for the insurance company that the licensed agents work for. The caller also wanted information from the agents’ driver’s licenses, which was another red flag for the pair of insurance professionals.

“We received follow-up complaints from other Kansans who received the same type of calls,” said Sandy Praeger, Commissioner of Insurance. “Fortunately, those who informed us of the potential scam were following the ‘Stop.Call.Confirm’ motto we always tell insurance consumers about. If you think something is fishy, Stop the conversation, Call our department, and Confirm that the person on the phone is a registered Kansas insurance agent.”

The insurance department’s toll-free Consumer Assistance Hotline is (800) 432-2484.

The department’s Anti-Fraud Division is investigating. The caller also told one licensed agent that he represented several named insurance companies; however, those companies employ their own agents and do not work through an independent agency.

“It’s really important to protect your personal information, whether it’s over the phone, in person or on the Internet,” said Commissioner Praeger. “The more times our consumers are cautious, the fewer times the scammers succeed.”

Gary Hayzlett, Lakin

A southwest Kansas man is among several appointments to state boards and commissions announced Friday by Governor Sam Brownback.

Kansas Wildlife, Parks and Tourism Commission

The Kansas Department of Wildlife, Parks and Tourism is administered by a Secretary of Wildlife, Parks and Tourism and is advised by a seven member Wildlife Parks and Tourism commission. All positions are appointed by the Governor with the Commissioners serving staggered four year terms. Serving as a regulatory body for the Department, the Commission is a non-partisan board, made up of no more than four members of any one political party, advising the Secretary on planning and policy issues regarding administration of the Department.

  •  Gary Hayzlett, Lakin, is appointed to a four-year term.  Hayzlett served in the Kansas House of Representatives from 1990 to 2012 and held numerous board and committee positions, including the executive council of the national Assembly of Sportsmen Caucus.  He is an avid sportsman and wildlife supporter.

The governor’s office is always looking for qualified, interested Kansans to serve the state on commissions and boards in their areas of expertise.  If you are interested in serving on a commission or board, visit https://governor.ks.gov/serving-kansans/office-of-appointments.

Water Tower Maintenance Scheduled

At last week’s City Commission Meeting, approval was given to allow a company to paint the inside of hays water tower norththe city’s north water tower. It’s estimated that the tower will be out of commission for about a week.

An inspection in 2008 showed that there was blistering on the inside and maintenance needed completed on the tower’s interior.

The city received 7 bids and moved forward with the lowest one. This bid came in under the amount budgeted for the repairs.

City manager Toby Dougherty and Commissioner Eber Phelps were on the Eagle Radio morning show last Friday and among other topics, helped shed some light on this project.

Commissioner Phelps mentioned that it’s important that maintenance is completed before it gets to the point of the tank getting rusted out on the inside.

Dougherty added there has been speculation that a noticeable drop in water pressure may be seen in hotels north of Interstate-70, specifically on 3rd floors and higher. The impact should be minimal as the city is able to run the entire distribution system with the infrastructure at the treatment plant. The towers help with pressure regulation, but the pressure will be re-regulated using underground storage and pumps to compensate while the water tower is being painted.

Utilities Director Bernie Kitten told Hays Post that work is slated to begin around September 1st, as the weather conditions are ideal.
