11:40 a.m.  The 700 block of Allen Street is now open. Mike Morley, Midwest Energy manager of corporate communications told Hays Post  that their crews had been doing routine rebuild work in that area this morning. “It was nothing unusual but required temporarily closing the street while the crews were stringing wire,” said Morley.  The road has been reopened.

7: 50 a.m. The 700 block of Allen in Hays is closed temporarily today for electrical work. Please avoid this area.
