Special prosecutor to review possible violations

The Governing Body of the City of WaKeeney, Kansas met in a regular session at City Hall 408 Russell Ave at 7:00 PM with the Council President presiding and the following members present:

Council President Troy Leiker and Council Members Irene Dirks, Lynelle Shubert, and Allen Weigel

BEING ABSENT: Mary Jo Clevenger and Mayor Kenneth Roy

The minutes of the previous meeting were approved as written, printed and distributed.

GUESTS: Cathy Albert, Brittany Brock, Addie Zeman, Jessica Werth, Diane Wagner, Dave Hendricks, Mary Ruth Hendricks, Lincoln Brungardt, Charlie Knoll, and Janelle Miller

Cathy Albert, Director of the WaKeeney Travel & Tourism, was present before the Governing Body to provide an update on Travel & Tourism activities and review the recently released Northwest Kansas Ultimate Guide.

CITY ADMINISTRATOR: Hardy Howard presented the bid results for the access road repaving for new Triplett 24/7 Truck Plaza. After reviewing the bids, Irene Dirks motioned to approve the low bid from APAC of Hays, KS for $143,941.00 for the new 9” concrete street with curb and gutter. Allen Weigel seconded. Motion carried.

The City Administrator discussed a request from two property owners in the 700 Block of N. 7th Street to have approximately 200’ of curb and gutter installed on the east side of the block. A motion was made by Lynelle Shubert and seconded by Irene Dirks to install the curb and gutter at an estimated price of $15.42 per linear foot paid for by the abutting property owners. Motion carried.

Resolution #09092013 requesting a waiver from general accepted accounting principles (GAAP) from the Kansas Department of Administration in preparing the city’s 2013 financial reports. A motion was made by Troy Leiker and seconded by Irene Dirks to approve resolution #09092013. Motion carried.

A motion was made by Allen Weigel and seconded by Irene Dirks to approve a contract with Mapes & Miller, CPA’s for the city’s 2013 audit. Motion carried.

At this time an ordinance making appropriation for the payment of claims for the month of August 2013 was read, whereupon, Troy Leiker motioned to approve claims in the amount of $237,456.76 Allen Weigel seconded. Motion carried. Warrants #9431 and #9445 were reviewed prior to approval.

Under old business Council Member Dirks presented a list of 14 city addresses that could have possible environmental code violations. The list will be forward to the city’s special prosecutor for review.

Also in old business, a motion was made by Lynelle Shubert to sell the city’s old black and white street name signs, once they are replaced with the new ones, for $15.00 per sign, advertised to the general public. Irene Dirks seconded. Motion carried.

No further business appearing, the meeting was adjourned.
