Lt. Governor Testifies About Affordable Care Act

Lt. Governor Jeff Colyer, M.D., will testify Wednesday about  the challenges of implementing the Affordable Care Act at the state level.

Colyer, a practicing physician, will testify before the Joint Subcommittee on Economic Growth, Job Creation and Regulatory Affairs and Energy Policy, Health Care and Entitlements.  The hearing is scheduled to begin at 9 a.m. central (10 a.m. eastern) in the Rayburn House Office Building.

“There is no question that states will be affected by the implementation of the Affordable Care Act,” said Dr. Colyer.  “The issues are profound and detrimental to our citizens.  It is important that the concerns of state governments are heard and understood as we approach the federal implementation of the Affordable Care Act.”

FHSU Master Plan at KBOR (VIDEO)

FHSU logo 001Fort Hays State University will present its updated Master Plan to the Kansas Board of Regents Thursday in Topeka.

The revised master plan considers five distinct areas of campus: the Quad, the South Academic Precinct, the West Academic Precinct, the West Campus and the South Residential Precinct.  University president Ed Hammond was also part of the last master plan, presented in 1990:

The final piece of the 1990 master plan is underway now, construction of the Center for Networked Learning.  The new academic building slated to be complete June 1, 2014.

Monday night was the final USD 489 Board of Education meeting for Superintendent Will Roth.

Roth is retiring after 28 years with the Hays school district.

Board president Greg Schwartz presented a gift to Roth, who then shook hands with all the board members.

Roth started his district career as principal of Felten Middle School in 1985.  He became assistant superintendent for curriculum in 1992, and was named superintendent in 2010.

During Monday’s meeting, the board tabled the decision about choosing a firm to search for a permanent superintendent.  Dean Katt’s contract as interim superintendent runs through September 2014.

 

State Board Tweaks teacher license law UPDATE

6 p.m. Update (AP) — The State Board of Education has voted to require all Kansas teachers renewing their licenses to submit fingerprints for checks against a state criminal database.

Tuesday’s 9-1 vote came during a discussion of how to strengthen a law requiring prosecutors to notify the state about criminal convictions of people seeking or renewing teaching licenses.

Kansas has been fingerprinting applicants for new teaching licenses since 2002. The new policy would extend the requirement to teachers renewing licenses every five years.

State law bars the board from issuing licenses to anyone convicted of sex crimes, child abuse, murder or certain other offenses.

Prosecutors are required to regularly report all felony convictions to the Department of Education so it can check them against employment rosters. But there are no penalties for not complying.

Education officials want better reporting, including fingerprint checks to verify license applications and monthly reports to the state about any convictions involving license holders.

KBI investigating Western Kansas Sheriff UPDATE

The Kansas Bureau of Investigation is investigating an incident involving the Hamilton County Sheriff that occurred in the early morning hours on Sunday,

The Hamilton County Attorney, Rob Gale, requested a special prosecutor and Scott County Attorney John Shirley has been appointed.

Shirley told The Associated Press the incident involving Sheriff Richard Garza was a “family matter” and that there was no physical violence.

 

Garza was arrested at his home in Syracuse  on suspicion of aggravated assault. He has been released on bond.

Law enforcement agencies in the area declined to comment or did not return calls.

 

 

 

U.S. net beef exports grow

The U.S.’s net beef exports have grown appreciably in the last few months. Net exports (beef exports minus imports) grew to 72.3 million pounds in July 2013. Cattle cowFigure 1 illustrates this as the converse: net imports (beef imports minus beef exports). As shown, net beef imports have been lower than last year on a monthly basis from May through July 2013 (the most recent month for which data are available). From January through July 2013, the U.S. exported 42 million more pounds of beef than it imported. During the same seven months in 2012, the U.S. imported 30 million more pounds of beef than it exported.

Net beef exports can grow through increased exports, lower imports, or a combination of both. In the last few months, it has been both higher exports and lower imports contributing to the increase in net beef exports. In July, U.S. beef and veal exports totaled 264.6 million pounds, 14.7% more than in July 2012 and 32% than the previous 5-year average for July. Exports to Japan, which totaled 80.5 million pounds in July, have led the increase in U.S. beef exports since the BSE-related export restriction was changed from <20 months to <30 months. In fact, July’s exports to Japan were the highest since October 2003, two months prior to the original ban Japan placed on U.S. beef imports following the BSE case in December 2003. Beef exports to Japan have surged since February 2013, resulting in a 52% increase for the first seven months of the year.

Amongst the other large U.S. beef export customers, exports to Canada and Mexico both increased in July 2013 relative to a year ago. Canada imported 15% more beef from the U.S. while Mexico imported 32% more U.S. beef. For both countries, increased imports of U.S. beef have likely resulted from smaller domestic beef supplies following liquidation of their cattle herds in the last couple of years. Exports to South Korea (historically one of the top four buyers of U.S. beef) have not faired as well in 2013. In July 2013, the U.S. exported 27% less beef to South Korea than in July 2012 and exports to the country have averaged 26% lower for the first seven months of 2013. Exports to other Asian countries have improved, though, in 2013. In particular, beef exports to Taiwan and Hong Kong have increased by 166% and 70%, respectively, for the January-July period. Many of these exports are believed to reach China, a potentially large-growth market for beef.

As indicated above, the U.S. has imported less beef in 2013. Although July 2013 U.S. beef imports were on pace with July 2012, imports from January to July were down 2%. Of interest in the July trade data are changes in the countries supplying beef to the U.S. Beef imports from Canada and Mexico were down 4% and 1%, respectively, again reflecting smaller beef supplies in those countries after liquidation of their cattle herds. Imports were also 16% lower from New Zealand, which had emerged as a large supplier of beef to the U.S. earlier in 2013 following drought in that country that caused increase slaughter of its cattle herd. In July 2013, the U.S. imported more beef from South America. Imports from Argentina, Brazil, Uruguay increased 81%, 16%, and 18%, respectively, compared to July 2012.

In last Thursday’s World Agriculture Supply and Demand Estimates (WASDE) report, USDA forecasted 2013 annual U.S. beef imports and exports to be 2.298 million and 2.408 million pounds, respectively. If realized, that would make the U.S. a net exporter of beef for the fourth consecutive year. USDA forecasts beef imports in 2014 will be 2.64 million pounds and beef exports next year to be 2.30 million pounds, which would result in the U.S. being a net importer of beef on a volume basis, which is not uncommon by historical standards. The lower export forecasts are predicated on declining cattle numbers and beef supplies in the U.S. However, growing demand from other countries, particularly China, may divert beef exported from other countries away from the U.S. in coming years, which would effectively lower U.S. beef imports.

Police investigate baby’s death

(AP) — Police in Wichita are investigating the death of a baby at a south Wichita home.Emergency police accident

Officers were called to the home Monday afternoon. A 24-year-old man told police he had taken a nap while holding the 5-month-old baby. He said the baby was dead when he woke up. Police are investigating the nature of the death.

Officers also took a 3-year-old child at the home into protective custody.

Huelskamp: How ObamaCare affects Rural Healthcare (VIDEO)

Today, Congressman Tim Huelskamp released a moving video that highlights Patrick Hilger, Owner and Pharmacist of Gregwire Drug Store in Russell, Kansas, and his struggles to comply with onerous ObamaCare regulations.

Congressman Huelskamp released this statement regarding the video:
“The effects of ObamaCare are appalling and the burden is already being felt by many of our community pharmacies and health care providers. Washington’s one-size-fits-all bureaucratic approach through ObamaCare is smothering many small businesses like Mr. Hilger’s pharmacy in Russell, Kansas. If he were to close his doors, people will be left with fewer options for health care, further deteriorating quality care that Americans expect. Mr. Hilger’s testimony is a prime example of why I will continue to push to defund ObamaCare in the upcoming Continuing Resolution.”

Hospital Settles Federal False Claims Lawsuit

hutchinson regional medical center logo Hutchinson Regional Medical Center, Inc., (formerly known as Promise Regional Medical Center – Hutchinson, Inc.) has agreed to pay $853,651 to the United States to settle allegations that the hospital submitted false claims to the Medicare program, U.S. Attorney Barry Grissom announced today.

This payment is in addition to amounts the hospital previously refunded to the Medicare program for the claimed services. The payments to the United States total over $1.7 million.

The hospital also entered into a corporate integrity agreement with the United States Department of Health and Human Services, Office of Inspector General.

The settlement resolves allegations by the United States concerning the hospital’s claims to Medicare for hyperbaric oxygen wound therapy services. hyperbaric chamber

The United States contended that from March 23, 2007, through January 31, 2011, the hospital submitted claims to Medicare for hyperbaric oxygen wound therapy services that were not medically necessary or that lacked adequate documentation of medical necessity. The government also alleged that the claims resulted from kickback arrangements between the hospital, at least one of its physicians, and the company that supplied the chambers.

The hospital denied the allegations and, according to the terms of the agreement, the hospital does not admit any wrongdoing.

 

KHAZ Country Music News: Tim McGraw will be in Another Movie

khaz tim mcgraw 20130315LOS ANGELES (AP) – Tim McGraw will begin shooting a new movie next week with George Clooney. Billboard reports it’s a Disney movie called “Tomorrowland” about a smart teenager and a former boy-genius inventor who unearth secrets about time and space. It’s not clear what role McGraw will play but it’s not one of the leads. The movie is set to come out late next year.
