Fan Fights Police at Chiefs Game (VIDEO)
A Kansas City Chiefs fan, Trenton Karlin, didn’t get to see much of Sunday’s game. Police say they received a call saying Karlin was drunk and had been
pouring beer on fans in the stands. Police asked Karlin to go to the concourse to talk and that is when the fight started.
The video begins after Karlin reportedly assaulted a police officer. Police say they used a stun gun in stun mode because Karlin was resisting arrest.

One officer received a cut to the head. At one point in the video, an officer appears to be punching Karlin.
The police department is reviewing the incident.
Karlin was charged with assault on a police officer and resisting arrest.
HHS Boys Soccer Comes Short in Great Bend

At the USD 489 BOE meeting Monday evening, Interim Superintendent Dean Katt discussed the proposal of hiring additional nursing staff by the school district. The district had posted for nurse and counseling positions after getting approval from the board at a previous meeting.
Katt was tasked with overseeing and reviewing the process, and came to the determination that the district didn’t currently have enough available funds to pursue this course of action. He explained his stance to the board, outlining how he came to the conclusion that adding those positions now would put the district “in the red.”
Katt did commit, however, to revisit the idea at a later time when the district has the funds available to add the positions.
The USB 489 Board of Education also voted to go forward with the replacement of the roof at the High School above the music room and locker rooms. The two areas of the roof consistently leak and is in need of replacement.
The board voted to approved the low bid turned in by Roofmasters for $140,300; $25,000 under what they had budgeted in the in the 2014 Capital Outlay budget.
The board also approved an agreement with NCK Technical College to provide teachers for Auto Mechanics and Allied Health. The tuition for the program is $34,000 for the fiscal year 2014.
Planning Commission Discusses Developments
The Hays Planning Commission met Monday evening. During the meeting, Planning Inspection Enforcement Division Superintendent Jesse Rohr spoke. Rohr discussed the recent approval by the City Commission to explore development of Danby Lane. As part of the discussion, Rohr was asked about the proposed Peterbilt dealership and how that development is different to the Danby Lane housing development.

Specifically, Rohr was asked what the developer had asked the city to do. Director of Public Works I.D. Creech stepped up to address the question. Creech said that there has only been behind-scenes discussion, no formal request.
“With the Doonan trucking property, there is a lot of infrastructure that would need to be constructed to get out there, and the discussion right now is not about special assessments, it’s more about who should pay to get that infrastructure out there.
“So in that regard, what Doonan is feeling around for are economic incentives to build there, much like you might say that the city will build the Ferris wheel is someone will bring a new circus to town and stay here forever. Or is someone wanted to sell widgets, we’d build the plant and give them the plant. He’s looking for economic incentives.”
The Planning Commission went on to point out that land near Commerce Parkway was set up with an infrastructure to support such a business back in 1994. Creech said that the developer was presented with the two properties, specifically the infrastructure differences between the two areas.
The preliminary site layout plan for the Doonan Truck Center, Dealership, & Truck Stop development includes one fast food restaurant, one truck stop, one convenience store, and one dealership, among other buildings. At this time, though, conversations are continuing between all involved parties and a formal presentation has yet to be made to the city commission.
Kansas Crop Update
(AP) — Kansas farmers have started planting their winter wheat crop at the same time the state’s corn harvest has barely begun.
The National Agricultural Statistics Service reported Monday that 5 percent of the state’s winter wheat has now been planted. That’s about the same as last year in mid-September and close to the 6 percent average.
But the Kansas corn harvest is getting an unusually late start because planting was delayed by wet spring weather.
The report says only 8 percent of the corn has been harvested, compared with about 50 percent at the same time last year.
In a normal year, at least 24 percent of the corn would have been cut by this late in the season.
Another Delay for Wind Turbines (VIDEO)

The wind keeps blowing, but the two new Fort Hays State University wind turbines still are not turning.
The manufacture of a piece of equipment required for the line between the turbines and Akers Energy Center on campus is delayed again. President Ed Hammond says the estimated start-up is now at the end of October:
Fort Hays State hired “Harvest The Wind Network” in Greensburg for the turnkey project, estimated to cost about $9 million dollars.
Not Everyone Happy with Kansas Driver’s License Policy
Drivers in Kansas renewing their licenses may not be required to show proof of citizenship. The Kansas Secretary of Revenue’s office says it is not asking drivers to

prove they are legal U.S. residents.
Revenue Secretary Nick Jordan says his office will develop an initiative where the public can voluntarily present a birth certificate, passport or other documents. However, when getting a brand new driver’s license proof of citizenship will be required.
The chairman of the Kansas House Elections Committee says he’s disappointed that the Department of Revenue no longer plans to require people to provide proof of legal U.S. residence to renew their driver’s licenses.
Olathe Republican Scott Schwab said Monday legislators assumed the driver’s license requirement was coming when they enacted a law requiring new voters to provide proof of their U.S. citizenship when registering. The law took effect this year.
Jordan said the shift in plans is a response to signals from federal officials about what states must do to make driver’s licenses secure.
But Schwab said legislators thought the proof-of-citizenship rule for new voters would be less onerous if people were already providing the same documents to renew driver’s licenses.
KSU president to receive Distinguished award
Kansas State University President Kirk Schulz is being honored with the Distinguished Eagle Scout Award from the National Eagle Scout Association. The award
recognizes people, who, after receiving their Eagle award at least 25-years ago, have distinguished themselves in their career and have shared their talents with their communities on a voluntary basis
Schulz will receive the honor at a noon luncheon Saturday at the Manhattan Country Club.
Along with serving as university president, Schulz is president of the Coronado Area Council of the Boy Scouts of America. He has long volunteered with Scouting, from serving as a scoutmaster in Mississippi to organizing Cub Scout camps in Michigan. Both of his sons have also earned the rank of Eagle Scout.
Kansas City signs free agent TE
The Kansas City Chiefs announced on Monday that the club has signed free agent tight end Kevin Brock.
Brock (6-5, 249) originally entered the NFL as an undrafted free agent with the Carolina Panthers in 2009. He first joined the Chiefs on Feb. 12, 2013 after stints in Buffalo (2011-12), Oakland (2010-11), Dallas (2010), Chicago (2009-10), Pittsburgh (2009) and with the New York Jets (2009). He has played in two games, both with the Bills in 2011, recording two receptions for 27 yards (13.5 avg.).
Since entering the NFL, Brock has primarily served as a practice squad member. The Hackensack, N.J., native, played tight end at Rutgers. He prepped at Hackensack High School in his hometown.

Huelskamp meeting with EPA will help farmers
Congressman Tim Huelskamp has met with Karl Brooks, Regional Administrator of the U.S. Environmental Protection Agency (EPA). During their meeting,
Congressman Huelskamp advocated for much-needed regulatory relief for farmers and ranchers. In particular, he raised the specter of proposed Spill Prevention Control and Countermeasure (SPCC) regulations and the detrimental effects they will have on farms and ranches.
After pressure from Congressman Huelskamp and other members of Congress, he was pleased to learn that the EPA will not retroactively enforce the new SPCC mandates.
Huelskamp released this statement following the meeting:
“I am pleased to announce that the EPA will not retroactively enforce the new SPCC regulatory mandates they have proposed for farmers and ranchers. This regulatory mandate would have hurt farms of all sizes.” Huelskamp continued: “The recognition by the EPA that enforcement would be untimely and ultimately unproductive is a step in the right direction. It also gives Congress additional time to do the right thing, and pass legislation like H.R. 311, of which I am a supporter, which will stop this over-regulation in its tracks.”
