2 arrested in Sunday Kansas Murder

(AP) — A man and woman are jailed as suspects in the killing earlier this week of a 68-year-old Manhattan man.arrest

Riley County police announced Thursday that the 49-year-old woman and 33-year-old man, both of Manhattan, were arrested at the county police department on possible first-degree murder charges. They are each being held on $1 million bond.

Police discovered the body of John Burroughs Sunday at a rural Manhattan home. Investigators have not released further details about the death.

 

Moran concerned with negative Critical Access Hospital Report

U.S. Senator Jerry Moran (R-Kan.), who serves as Ranking Member of the Senate Appropriations Health Subcommittee, said in a statement that he is opposed to Moranrecommendations regarding Critical Access Hospitals (CAHs) suggested in the recent U.S. Department of Health and Human Services (HHS) Office of Inspector General (OIG) Report.  The report proposes eliminating the CAH designation for any hospital participating in the CAH program in accordance with state “necessary provider” designations.  Seventy-two of Kansas’ 83 CAHs could be impacted if Congress passes legislation implementing the report’s recommendations.

“I believe this report fails to comprehend the reality of health care delivery in Kansas and across rural America.  If implemented, these proposals would immediately jeopardize the survival of CAHs and other rural hospitals in our state and endanger Kansans’ access to health care in their own communities,” Sen. Moran said.“Eliminating CAHs under the report’s proposals would trigger a chain reaction that would result in multiple hospitals suddenly facing substantial Medicare cuts and severe financial challenges.  These hospitals comprise a significant component of Kansas’ health care safety net, and are essential to the survival and success of many Kansas communities.”

“The CAH program was created to address and strengthen the unique challenges rural health care providers face,” Sen. Moran continued. “It is vital that Kansans, health care providers and community leaders make this case to their elected officials in Washington to oppose any effort to enact these flawed proposals into law.”
The Senate Appropriations Health Subcommittee has jurisdiction over funding for most agencies within HHS that impacts hospitals and other health care providers, including the Centers for Medicare and Medicaid Services (CMS). CMS is the division of HHS responsible for administering Medicare and Medicaid.

During subcommittee budget hearings the past two years, Sen. Moran has discussed with HHS Secretary Sebelius his concerns with policies the Administration has proposed that would disproportionately affect Kansas and other rural states by threatening the survival of many rural hospitals. In addition, Sen. Moran included language in the Senate FY2014 Labor-HHS-Education Appropriations bill to encourage CMS to work with the HHS’ Office of Rural Health Policy on this issue to make certain rural patients maintain access to necessary health services.
The Administration’s FY2014 budget proposal seeks to cut Medicare reimbursements for all CAHs and completely eliminate the enhanced reimbursement many of these facilities receive for caring for an increasingly aging patient population across a wide area. Unfortunately, this OIG report follows the same faulty analysis based on technical mileage requirements, rather than focusing on the needs of individual rural communities.
Sen. Moran, along with 19 of his Senate colleagues, also recently contacted the Senate Finance Committee to express support for the CAH program, as well as concerns with the effects of the Administration’s budget proposals and the OIG report.
During Sen. Moran’s time in Congress, he has visited every community hospital in Kansas. The visits are extremely useful because they give him the opportunity to talk with Kansas health care providers and learn more about how they care for the residents of their communities.

Kansas High School cracks down on underage drinking

(AP) — Derby High School students who are suspected of being intoxicated at school-sponsored events will now be tested on site.School - Classroom 001

The school bought two AlcoBlow devices to test the students. The device measures the amount of alcohol in the air around a person, rather than requiring someone to blow into it.

The district started using the devices at last week’s high school football game. No student was punished.

Principal Tim Hamblin says students suspected of being intoxicated will be taken to a private area for testing. At least two school officials administer the test.

Students who are intoxicated at school functions could be suspended and will be turned over to police for potential charges.

 

More Kansas layoffs announced

 (AP) — Spirit AeroSystems has announced it will issue layoff notices to about 150 salaried and management workers in Wichita even as it continues to hire more jobsfactory workers.

The company said Thursday the layoffs are in addition to an unspecified but significant number of salaried employees who have expressed interest in voluntary retirement and voluntary layoff programs.

At the same time it is reducing its salaried and management employees, the company says it is also hiring “hundreds” more factory workers. Those jobs are for assembly, composite, metals and process mechanics as well as quality inspectors.

Spirit says it is trying to balance its workforce to meet record demand from its customers and become more competitive.

The company says it ramping up production for later this year and early 2014.

Miss Kansas Bares Tattoos in Pageant

miss ks cuMiss Kansas Theresa Vail says she wants to break the stereotype that women with visible tattoos don’t compete in pageants.

So during the swimsuit portion of the Miss America competition on Tuesday, Vail revealed two tattoos — the Serenity Prayer on her right side and the insignia of the U.S. Army Dental Corps on her left shoulder.

Vail is a 22-year-old senior at Kansas State University. She also is a member of the Army National Guard who wants to become a military dentist.

Her platform is helping women overcome stereotypes and break barriers.

Given her platform, she wrote on her blog last month: “What a hypocrite I would be if I covered the ink.”

The Miss America pageant is back in Atlantic City, N.J., after a six-year absence. The finale will be Sunday night.

Vail began the talent portion of the competition Wednesday by singing an operatic piece from Puccini.

Mutual Aid Drill Tonight

At 6p.m. this evening, Thursday, September 12, the City of Hays Fire Department will be hosting county and regional fire departments for a mutual aid drill.

Fire crews from the Ellis County Rural Fire Department and the fire departments of the cities of Ellis, Victoria, Russell, Great Bend and Ellsworth will be participating.

The drill will focus on the communications, command and control necessary for large numbers of firefighters to work together at a major emergency.

The drill will be conducted at the Washington Elementary School to simulate the location of a large fire involving several buildings.

Main Street and the immediate side streets around the school will be closed during this training. We appreciate the cooperation of the community in detouring around these streets during this training. Interested citizens are welcome to come and watch this training exercise.

After a short briefing at the Main Street fire station, fire crews will begin arriving at the school around 6:30 PM.

Captain Aaron Ditter is the drill master responsible for coordinating this training.

The Downtown Hays Development Corporation will play host to the 4th Annual Wines & Steins on Saturday, September 14, 2013.

Participating downtown businesses will provide a sample of select wines and microbrews, as well as hors d’oeuvres for reservation holders to enjoy during the evening.  Participants will then stroll to the post-stroll celebration and auction held in the parking lot of the Emprise Bank.

The post stroll gathering will feature live music, complimentary beverages and desserts, as well as a silent and live auction!  Proceeds from the event will go towards Downtown Hays Development Corporation operations, aesthetic improvements and long-term projects.  Continued growth of our Historic Downtown will be featured during the event.

  • Sec. 200 – Motor Vehicle Liability Insurance includes an amendment to the law that will help law enforcement keep pace with modern technology by allowing drivers to show proof of insurance using their cell phones, tablets, or even laptops instead of traditional paper. This will be a more convenient way for our citizens to maintain their insurance information.

Kansas man arrested for Monday Murder

Hutchinson Police have made an arrest in the city’s latest homicide.Screen Shot 2013-09-12 at 5.55.05 AM

Police Captain Troy Hoover in a news release says Michael Briscoe of 426 East 8th was arrested charged with the killing of 26-year-old Sem Adrien. This occurring around 7:30 p-m, Wednesday evening.

He was found with a gunshot wound late Monday evening in a small parking lot at 8th & Plum. Adrien was taken to Hutchinson Regional Medical Center where he was pronounced dead.

Briscoe has been booked into the Reno County Jail charged with 1st degree murder. He’s also charged with criminal possession of a firearm. Bond in the case is set at 501-thousand, 500-dollars.

The investigation is still ongoing according to Hoover and anyone with information regarding this case is asked to contact the Hutchinson Police Department at 620-694-2816.

Its doubtful that Briscoe will make bond and should make a first appearance on the charges on Thursday morning.
