Kansas and Wyoming brace for more Colorado pot

(AP) — Wyoming Gov. Matt Mead’s says he’s concerned about increased marijuana trafficking in his state as Colorado prepares to allow the sale of recreational Marijuana 001marijuana to the public. Law enforcement officials in Kansas may also have more work to do.

Colorado released rules Monday covering licensing, tracking, packaging and advertising of recreational marijuana sales. Colorado officials have emphasized the marijuana should be consumed in-state.

But Mead, a former federal prosecutor, says Wednesday he remains concerned about drug smuggling into his state and increased impaired driving.

Whether photography is your passion, your hobby or just an occasional pastime, the Kansas Department of Health and Environment (KDHE) invites Kansans to participate in the third annual Kansas Green Teams photo contest, celebrating the beauty and unique character of our state.

Winning photos will be displayed on the home page of the Kansas Green Teams website on a rotating basis. Both amateur and professional photographers are welcome to participate.

All photos must be in color and taken in Kansas within the last three years. The photo subject must be relevant to Kansas in one of the following contest categories:

  • Landscape
  • Wildlife
  • Recreation
  • Historical Buildings and Monuments
  • Weather

Huelskamp: Kansans Disapprove of U.S. Military Action in Syria

Today, Congressman Tim Huelskamp released survey results demonstrating that Kansans overwhelmingly disapprove of U.S. military action

in Syria. Out of the nearly 3,400 respondents to an e-mail survey, 94% of Kansans opposed U.S. military intervention in Syria.

Congressman Tim Huelskamp released this statement following the release of the survey:

“The numbers speak for themselves. Like me, Kansans want no part of the Syrian civil war. They recognize, despite President Obama’s address, that America has no vital national security interest in Syria. I am, however, praying that there can be a peaceful end to the terrible fighting in Syria.”

Online Bill Pay “Gaining Popularity” (VIDEO)

City Bill OnlineAs of Wednesday, 62 customers have signed up for the new online utility bill pay offered by the city of Hays, according to Finance Director Kim Rupp.

“It’s gaining in popularity,” he says, ” and is perfect for people who want the flexibility of paying their bill any time of day.”

There’s no fee to utilize the program which started August 23rd.

Utility customers can enroll in the program by clicking a link on the front page of the city’s website www.haysusa.com.

You’ll need your account number and customer identification number, both found on the printed billing statement.

The new online system also allows viewing a customer’s bills the past 13 months as well as a look at their monthly water usage.

Someone is stealing electricity

AP) — Authorities are investigating a report that a Sedgwick County resident stole about $900 worth of electricity over a nearly one-year period by tampering with aScreen Shot 2013-09-11 at 6.57.03 AM meter.  Westar Energy alerted the sheriff’s office to the theft.

Deputies went to a residence and found that someone had drilled a hole in the meter and inserted a wire to keep it from running. No arrests have been made so far.

The sheriff’s office had said earlier Wednesday that the scheme began at least seven years ago and involved about $8,000 worth of electricity, but Westar later clarified the numbers.

Former Deputy Enters Plea in Jail Sex Case

It was scheduled as a preliminary hearing Wednesday morning for a former Reno County Sheriff Deputy arrested and charged with several counts associated with Diazunlawful sexual relations with inmates inside the Reno County Jail.

30-year-old Jonathon Diaz waived his right to a preliminary hearing and entered guilty pleas to three counts of unlawful sexual relations and two counts of bribery. He then entered pleas to two counts of aggravated intimidation of a witness. The pleas were entered in front of Magistrate Judge Randy McEwen. There is no agreement for any sentence with both sides able to argue for disposition. The sentencing will be handed down by Judge Tim Chambers on October 25.

The charges against Diaz were filed by the state after a nearly 2-week internal investigation ordered by Reno County Sheriff Randy Henderson. This after inmates complained of the allegations of Diaz touching them and also requesting that they expose themselves to him, and also engage in sexual activity while he watched.

Diaz remains in custody with a bond of 100-thousand dollars.

Students and Community Work Together

Tigers in Service and the Hays Rotary came together for the 3rd annual Paint-A-Thon on September 7th.  Over 100 students signed up to paint two houses in Hays from 8am – 3pm.  Tigers in Service Co-director Becca Kohl says that her group was happy to get involved again this year.

“Our purpose is to provide opportunities for students to volunteer in the community. It’s a really good way to completely intermix all different social groups and everybody throughout the college and build a community by helping out the Hays community.”

Kohl added that Tigers in Service doesn’t have membership.  Instead, the students in charge organize volunteer efforts, seek student volunteers for various efforts, and help student volunteers track service hours to earn credit for their work as part of other organizations.

Greg Sund, Hays Rotary President, told Hays Post that the annual Paint-A-Thon has been a success every year. Sund says that the project is aimed at helping low income, elderly, or disabled people that need their house painted but don’t have the means to do it, either financial or physical.  He adds that assistance comes from more than just the students that show up on the day of the event.

“Paint for one house was donated by Home Depot and the other house’s paint was donated by Heartland Building Center. And then, we also had a nice arrangement worked out with Dominos where for lunch, for every pizza we bought they donated one, so that was wonderful to have that arrangement.”

Sund added that the event has been successful each year, and has grown in popularity each time.  The only challenge the  Rotary ran into was getting houses to apply to receive the free house painting.  Sund said that they will use the next year to encourage people to apply for the service.  He says this event was a huge success and everyone should be proud of their work.

“I really appreciate all the people and businesses that were involved.   It’s a great community project.”

Kansas Man Charged with Distributing Synthetic Marijuana

The owner of a head shop in Wichita has been indicted on federal charges of distributing synthetic marijuana, U.S. Attorney Barry Grissom said today.

Brett Welch, 55, Hutchinson, Kan., owner of Mystic Planet at 2610 S. Seneca in Wichita, is charged with 13 counts of distributing a synthetic version of marijuana, which is a controlled substance.  In addition he is charged with two counts of unlawful possession of a firearm after a felony conviction.

The indictment alleges Welch sold synthetic marijuana to undercover buyers on April 17, April 19, April 24, April 26, May 1, May 10, May 29, June 14, July 2, July 17, July 18 and Aug. 7, 2013, in Wichita, Kan.

If convicted, he faces a maximum penalty of 20 years in federal prison and a fine up to $1 million on each drug count; and a maximum penalty of 10 years and a fine up to $250,000 on each of the other two counts.  The Drug Enforcement Administration investigated. Assistant U.S. Attorney Aaron Smith is prosecuting.

Governor moves to shrink waiting list for disabled

AP) — Kansas Gov. Sam Brownback says the state will move more quickly than expected to shrink waiting lists for disabled residents who are seeking in-home Sam_Brownback_official_portrait1services.

Brownback announced Wednesday that his administration is immediately releasing funds set aside by lawmakers earlier this year to address the waiting lists. Those funds will total $37 million over the next two years.

Advocates for the disabled had worried that the administration would wait until early next year. Brownback acknowledged that it initially was a possibility because of how the state budget had been written.

He said 650 of the 5,000 disabled Kansans on waiting lists will receive services.

The extra funds come from savings from an overhaul of the state’s Medicaid program, which covers health care for the needy and disabled.

Free Service Giving Prizes for Milestone

Hays Safe Ride is about to hit a large milestone, and the city is taking steps to thank those that will be on board when it happens.  Estimates indicate that Safe Ride will carry its 100,000th passenger soon.

Partnership for a Safer Community board member Mike Ashcraft told Hays Post that as of today, September 11th 2013, they were 1000 riders short of the 100,000 mark.  They expect to hit that milestone either on Friday September 20th or Saturday September 21st.  Whoever that lucky person is will be rewarded for using the free service.

Ashcraft said that Safe Ride is going to celebrate this mile stone with prizes for more than the just person who boards the vehicle at just the right moment.

The 100,00th passenger will win an Android Tablet and a $100 Wal-Mart gift card (both donated by Wal-Mart). Passengers that are riding at that time will also win certificates for free food, which are also being donated by various establishments in town.  Ashcraft said he didn’t have the final list of restaurants donating certificates for free food, but there will be something for each person on board at the time.

To claim the big prize, a certificate with instructions will be given to the winner.  Per those instructions, the winning passenger will need to call the number listed on the certificate, and arrange a time to pick up the prize as well as have their photo taken to commemorate the milestone.

Ashcraft said the purpose of this is to thank those that use the service.  Safe Ride has been operating since June 2005.  It’s a collaborative effort between FHSU, local businesses, and the City of Hays to He added that regardless of why people use it, this is a time to celebrate those that use the service as well as encourage more to use it.

“We really just want to thank the community at large for using Safe Ride and making it a safer community.”

Safe Ride picks up and drops off passengers anywhere within city limits for free with no questions asked.  The bus runs between 10 pm and 3 am, Wednesday through Saturday nights.  You can request a pick up during this time by calling 621-2580.

Latest Meth lab seizure stats

(AP) — Figures obtained by The Associated Press show that methamphetamine lab seizures and arrests declined nationwide in 2012, but the illicit and dangerous meth-bustdrug continues to hit hardest in the nation’s heartland.

The Drug Enforcement Administration provided statistics to AP showing 12,694 meth lab incidents in 2012, down 5.5 percent from 2011. Experts say it’s too early to know why the numbers dropped, and some say preliminary 2013 numbers are on the rise. Still, it was the second straight year of decline.

Missouri, the leader in meth lab incidents every year but one since 2003, again topped the list, followed by Tennessee, Indiana, Kentucky and Illinois. The top 16 states for meth lab incidents were all in Middle America or the South.
