Record year for Endowment

(AP) — The University of Kansas Endowment had another record-setting year in fiscal year 2013.ku4-150x150

The endowment announced Tuesday it received $174.2 million for the year, an 11 percent increase over last fiscal year’s total of $156.5 million. It was the sixth fiscal year the endowment broke the record from the previous year’s fundraising

The funds pay for scholarships, professorships, facilities, research and other programs at The University of Kansas and the University of Kansas Hospital.

The Lawrence Journal-World reports (https://bit.ly/1b4LiPI ) most of the donations were earmarked for specific purposes, with just $2.6 million given as unrestricted funds.

The fundraising year helped the endowment get closer to a goal of raising $1.2 billion by 2016. So far, the endowment has raised $923 million toward that goal.

Hacking suspect set to plead in Kansas cyberattack

(AP) — A Wisconsin man accused of joining a cyberattack staged by the computer hacking group Anonymous on Wichita-based Koch Industries is due back in Crime - Cybercourt.

Thirty-seven-year-old Eric J. Rosol, of Black Creek, Wis., returns to a federal courtroom Wednesday after formally notifying the judge in July of his intent to plead in the case. Such notices typically indicate a deal is in the works for reduced charges.

Rosol was indicted in March on one count each of damaging a computer and conspiracy to damage a computer.

Prosecutors allege Anonymous asked conspirators in February 2011 to undertake a cyberattack using a tool that could send a high volume of repeated requests to various Koch Industries websites. Numerous conspirators complied, and the company’s main website crashed.

 

Kansas Book Festival attracts big crowd

(AP) — Kansas first lady Mary Brownback has recognized 25 books and their authors as part of the Kansas Book Festival at the Statehouse in Topeka.

Among those honored Saturday were former Kansas Bureau of Investigation Director Larry Welch and his book, “Beyond Cold Blood: The KBI from Ma Barker to BTK.”

Other works that were honored examined the Dust Bowl days of the 1930s in Kansas, family farms and the history of Manhattan from 1854 to 1894.

More than 2,000 people visited the Statehouse to participate in the festival, an annual event hosted by Brownback, wife of Republican Gov. Sam Brownback.

The festival is a charitable organization established through the Topeka Community Foundation. The festival awards grants to public and school libraries to help purchase books, technology and support reading programs.

The Governing Body of the City of WaKeeney, Kansas met in a regular session at City Hall 408 Russell Ave at 7:00 PM with the Mayor presiding and the following members present:

Mayor Kenneth Roy and Council Members Mary Jo Clevenger, Irene Dirks, Troy Leiker, Lynelle Shubert, and Allen Weigel

BEING ABSENT: None

The minutes of the previous meeting were approved as written, printed and distributed.

GUESTS:  Shaylee Flax, Abraham Pfannenstiel, Vic Kinderknecht, Diane Wagner, Jerry Boxberger, Wanda Boxberger, Dave Hendricks, Mary Ruth Hendricks, Charlie Knoll, Terry Eberle, and Janelle Miller

A public hearing for the city’s 2014 budget was held at 7:00 PM.  After receiving comments from the public in attendance, Irene Dirks motioned to approve the 2014 budget as presented.  Troy Leiker seconded. Motion carried.  In addition, a motion was made by Mary Jo Clevenger and seconded by Allen Weigel to approve ordinance #1431 attesting to the increase in property taxes for the 2014 budget.  Motion carried.

Vic Kinderknecht, 116 N. 6th Street, addressed the Governing Body over concerns related to building codes, zoning regulations and drying trees.  Vic was thanked by the City Council and took his leave.

Diane Wagner, 1100 Easter Ave, addressed the Governing Body over concerns in her neighborhood ranging from weeds and sandburrs to junk vehicles and miscellaneous junk.  After a lengthy debate, Irene Dirks motioned to seek legal action to abate the environmental conditions on the east half of Block 3, Original City (Osborn, Monroe, Henkel Subdivision) owned by Ray & Bernice Stithem.  Lynelle Shubert seconded. Motion carried.

CHIEF OF POLICE:  Terry Eberle provided his monthly departmental report.  Chief Eberle also discussed with the City Council mailboxes on sidewalks, allowing ATVs, golf carts, and worksite vehicles within the city, and crosswalks on N. 13th Street and Barclay Ave.

CITY ADMINISTRATOR:  City Administrator Hardy Howard informed City Council that the construction plans for the access road at the new Triplett 24/7 Truck Plaza / McDonald’s had been released for bid and that the bid letting would be help September 4, 2013.

A policy allowing for the reservation of the new shelter at the Pool Park was presented and reviewed by the Governing Body.  After one change, Troy Leiker motioned to approve the policy as amended.  Irene Dirks seconded. Motion carried.

A motion was made by Irene Dirks and seconded by Mary Jo Clevenger to approve the Title VI Civil Rights Notice for the General Transportation Bus as required by federal law.  Motion carried.

A motion was made by Irene Dirks and seconded by Lynelle Shubert to allow the city to re-join the Kansas Rural Water Association with payment of dues for 2014.  Motion carried.

A motion was made by Troy Leiker and seconded by Lynelle Shubert to adjourn into executive session for a period of 30 minutes for the discussion of non-elected personnel.  Those remaining in the executive session included Mayor Roy, City Council, and Chief of Police Eberle.

The session ended within the allotted time period

No further business appearing, the meeting was adjourned.

 

Roberts meets with the President, issues new statement on Syria

U.S. Senator Pat Roberts today issued the following statement after President Obama met with the Senate this afternoon to discuss the use of military force in the Pat RobertsSyrian civil war.

“After the president’s visit to the Senate today to discuss Congressional authorization of the use of military strikes in Syria, I remain firmly opposed to our intervention,” Roberts said. “President Obama told us he now wants to delay a vote. He knows there is no support for military strikes in the Congress or in the country.”

“This past month at home, not a single Kansan told me they supported military action in Syria. Not only that, they are discouraged, concerned and disgusted with the lack of leadership within the Administration. I share all of these sentiments. The actions displayed by the President and the Secretary of State do not inspire confidence.”

“The president told the Senate that he believes he can work with Russia and the United Nations. Not only is the United States expected to give credibility to the Russians who have provided Syrian President Assad with weapons throughout this conflict, but this president is asking us to give credibility to the United Nations as the ‘regulator’ for Syria’s chemical weapons stockpile.”

“There is nothing I trust about the UN, Russia, or the Assad regime. By offering this diplomatic path, we are simply providing a delayed mechanism for the president to pursue his goal of a military strike when the regime does not comply. At that time, I believe Kansans, and all Americans, will feel the same as they do today– opposed to military strikes in Syria.”

“On the eve of the anniversary of the deaths of four Americans in Benghazi, and of the terrorist attacks of 9/11, Americans are reminded of how much we have lost. But they also know when there is nothing to win.”

Teen killed in Tuesday crash

An 18-year-old Reno County woman was killed in a two vehicle accident just before noon Tuesday. Killed was Anja Miller whose vehicle was struck by Screen Shot 2013-09-10 at 5.06.45 PManother.

It happened at 4th & Herren Rd.,  in Hutchinson with Miller westbound on 4th, while 20-year-old Troy Nisly of Hutchinson was northbound on Herren Rd.

Reno County Sheriff Captain Wayne Baughman says Nisly failed to stop at the posted stop sign at 4th and struck Miller’s vehicle.

She was pronounced dead at the scene. Nisly was transported by Reno County EMS to Hutchinson Regional Medical Center with undetermined injuries.

Both drivers were wearing seat belts.

Baughman says the investigation is continuing and the results will be turned over to the District Attorney’s Office when completed for their review for any possible charges.

Kansas woman arrested for aggravated endangering of a child

A woman who allegedly fled authorities while leaving a 5-year old child in a vehicle in May has been arrested on multiple charges and booked into the Barton CopeCounty jail.

According to the Barton County Sheriff’s Department, Tonya Cope of Great Bend was arrested on a Barton District Court warrant for unlawful possession of a controlled substance, and aggravated endangering of a child. She was also booked for possession with intent to distribute, possession of Methamphetamine, possession of marijuana, and possession of paraphernalia.

On May 20th, Cope along with Brandon Dannebohm allegedly fled a vehicle that contained a loaded handgun and suspected drugs. Dannebohm was later arrested on June 14th when he was found sleeping in a vehicle in Great Bend. Cope meanwhile remained at large.

According to Sheriff Brian Bellendir, a Great Bend police officer spotted Cope at the Cottonwood Grove RV Park on North Main Street in Great Bend and made the arrest.

 

Eight Counties join Rural Opportunity Zones Program

The Kansas Department of Commerce has announced that eight additional counties certified by the Kansas Legislature to participate in the Rural Opportunity Zones (ROZ) program have decided to partner with the state in the student loan repayment program.  Doniphan, Haskell, Meade, Morris, Nemaha, Ottawa, Rice and Stevens counties have voted to opt in to this portion of the ROZ program.

“The Rural Opportunity Zones program has done a great job in drawing residents and skilled workers to rural areas of Kansas,” said Kansas Commerce Secretary Pat George. “As additional counties continue to partner with us, the initiative will provide benefits for more rural residents, communities and businesses.”

Enacted in 2011 by Gov. Sam Brownback and the Legislature, the ROZ program allows qualifying individuals who move to a ROZ county to have their state income taxes waived for up to five years. In addition, counties that opt to partner with the state may offer student loan repayments of up to $15,000.

The ROZ program initially included 50 counties, 46 of which have opted to partner with the state in the student loan repayment program. In 2013, the Legislature expanded the program to include 73 counties. So far, 10 of the 23 newly designated ROZ counties have opted to participate in the program.

Since July 2011, the Department has received 989 applications for participation in the student loan repayment program from residents of 41 states.  Applicants represent a wide variety of industries, with education and healthcare as the two largest professions.

More Monies for Hays Dog Park

dog park mapA very successful weekend fundraiser for Friends of the Hays Dog Park puts the group well on the way to funding for Phase 2 of the park.

Vice President, Laurie Mortinger said Tuesday the garage sale, plus the raffles and silent auction, netted $8,600.

A total of  $49,859 has now been raised for the dog park to be built at the Bickle Schmidt Sports Complex.

About $35,000 will be used to build Phase 1.

The group expects to meet with Hays City Commissioners next month to request permission to start construction of the 1-acre area for small dogs, with a 6-foot tall perimeter fence, plus the road, parking lot, staging area, water lines, a message center, some people seating and signage.

DA: police officer justified in fatal shooting

(AP) — A Kansas prosecutor says a Topeka police officer was justified in the fatal shooting of a knife-wielding man.courts-gavel

Shawnee County District Attorney Chad Taylor issued his findings Tuesday about the death of 56-year-old Daniel DeLong on July 29.

Taylor says the officer’s use of force was justified as both self-defense and the defense of others under Kansas law.

Police Chief Ron Miller said at the time that DeLong was shot after he ran at officers and other tenants of an apartment building with a knife. Three officers went to the apartment after managers said they were worried about DeLong’s behavior.

Miller said DeLong told the officers to go away, then opened his apartment door and ran out with a knife. DeLong died at the scene.

 

Ohio Firm Fined $9k for Misleading Kansans

Sandy Praeger, Kansas Commissioner of Insurance, has issued fines totaling $9,000 and a cease and desist order against an Ohio-licensed insurance marketing firm for illegal activities in Kansas.

The company, now known primarily as Lead Generating Systems, LLC, was fined $5,000 in August as part of a judgment by the Kansas Insurance Department.  An earlier fine of $4,000 was levied against the same company in March 2012, when it was doing business as Unlimited Fulfillment Services, LLC.

The company, owned by Matthew Dilday, Medina, Ohio, has also used the names Smart Leads,UFS Marketing Services, Annuity Leads and Annuity Leads Today.

“Deceptive and misleading insurance information sent to Kansas residents on behalf of agents throughout the state will not be tolerated,” Commissioner Praeger said. “Part of our department’s mission is to take action against these illegal solicitations so that our citizens’ money and insurance guarantees are protected. We urge all Kansans to be on the alert for this type of activity.”

The insurance department legal order says the company solicited insurance business for Kansas insurance agents using deceptive and misleading postcards that were mailed to Kansas residents.

The postcards misled recipients into believing their financial well-being was in jeopardy because an annuity product they were holding supposedly was at the end of its surrender period. An annuity is a financial contract in which an insurance company makes a series of income payments to a person at regular intervals in return for a premium or premiums the person paid.

The company’s violations fall under the provisions of the Kansas Unfair Trade Practices Act.
