Based on Thursday night’s City Commission Work Session, at least one of next week’s agenda items is sure to spark a “spirited discussion” among commissions. One of the items that will be moved to next week’s meeting is the purchase of a new 1 ton utility truck. The truck is considered the Primary Repair Vehicle in the Utility Maintenance Division, carrying tools and fittings needed to repair main breaks, install new meters, and install or repair fire hydrants.
City staff recommended going with the lowest bid (which is typical of any work, goods or services put out for bid by the city.) Commissioner Shaun Musil brought up the topic of trying to purchase goods and services locally when possible. He pointed out that the lowest bid is only $400 lower than Lewis Ford, which has local ties and employees. Some of the discussion points revolving around this included:
- Commissioner Schwaller said that every commissioner has had the same thought, and while he thinks it’s a great idea, the commissioner is tasked with obtaining items at the lowest price to avoid passing the cost onto residents (he noted that this instance is difficult for him since the difference is minimal)
- Commissioner Mellick pointed out that not taking the low bid could result in people no longer bidding
- City Attorney John Bird added that the reason for accepting bids beyond local businesses is to avoid collusion, a system where local businesses could secretly rally and “take turns” submitting bids (though he stressed he’s sharing a point, not pushing in a direction)
- Commissioner Phelps shared a story illustrating that organizations that take bids but don’t follow the process could develop a negative reputation among businesses
- Phelps also pointed out that if the lowest bid isn’t taken, there’s the risk that other companies would reach out asking why they weren’t selected over the group that was chosen for the work/services
When asked about moving the item forward to next week’s agenda, Musil stated that he still didn’t agree, to which Schwaller responded “we can have a spirited discussion next week.” The item will be added to the October 24th City Commission Meeting to be held at 6:30 pm in City Hall.
