A 52-year-old Saline County man was arrested Thursday afternoon on a warrant in connection with an incident October 30th at the Saline County Tag Office.

According to a news release from the Saline County Sheriffs Office, Steven Lee Streit was arrested on charges of Criminal Threat and Disorderly Conduct

Saline County Sheriff Glen Kochanowski said Wednesday morning that deputies responded to the tag office over the noon hour on October 30th after Streit made threats after becoming frustrated while trying to renew tags and learning he had delinquent taxes.

The Sheriff said Streit after being sent to the treasurer’s office, then the office of the county counselor, returned to the tag office and allegedly made a threat of getting guns and blowing up the place.

Tag office staff pushed a panic button, and deputies on the 3rd floor of the building which houses the district court, went to the office and talked to Streit who was then allowed to leave.

After a review of the incident by the Saline County Attorney’s Office, an arrest warrant was issued for the arrest of Streit.

District Judge Martin Asher, who serves Atchison and Leavenworth counties, was named Thursday to sit with six of the high court’s justices.

Justice Marla Luckert recused herself from hearing the discipline case involving attorney Brendon Patrick Barker. Asher will only hear the one case on the docket and will participate in the court’s deliberations and drafting of the opinion regarding Barker.

Massage parlor worker to plead in sex case

sex traffickingAP) — A massage parlor worker has told a federal judge she plans to plead guilty for her role in a sex trafficking scheme linked to Asian massage parlors in Wichita.

A document filed Thursday by the lawyer for Xiuqing Tian notifies the court of her plans to plead guilty ahead of a trial scheduled to begin next week.

The move would leave massage parlor owner Gary Kidgell and his wife, Yan Zhang, as the remaining defendants to face jurors. They’re accused of conspiring to recruit women from around the country to come to Wichita to work at massage parlors, then coercing them into prostitution.

Investigators who raided the parlors reported finding ads in a Chinese-language newspaper in New York, Chicago and San Francisco offering “massage parlor hiring” in Kansas.

KS libraries awarded AWE

An AWE learning station

The State Library of Kansas (SLK) has awarded grants to 124 Kansas public libraries to help fund the purchase of one AWE Early Literacy Station–an all-in-one digital learning solution for children ages 2-8–in each recipient’s library.

In September of 2013, SLK made available a non-competitive grant for Kansas public libraries interested in AWE Early Literacy Stations. Libraries serving a population less than 10,000 paid $500 towards a machine and libraries serving a population over 10,000 paid $1,000 towards a machine. In total, SLK helped purchase 124 AWE Early Literacy Stations throughout Kansas.

The Early Literacy Station offers children a safe, standalone computer, with 60 pre-loaded educational software programs, and does not require an Internet connection to operate. The material spans all curriculum areas: reading, math, science, social studies, writing, art and music.

awe logoPart of the SLK’s mission is to promote and support early childhood literacy programs and practices in libraries across the state. Early childhood literacy is what children know about reading and writing before they can actually read or write. SLK supports these efforts through statewide programing, supplemental funding, grants, training sessions, online resources, and circulation of materials.

Senate Takes Historic Action on Gay Rights Bill

Senate Capitol(AP) — The Senate has approved a bill outlawing workplace discrimination against gay, bisexual and transgender Americans.

The vote reflected the nation’s rapidly evolving attitude toward gay rights nearly two decades after Congress rejected same-sex marriage. The final tally was 64-32.

Despite the bipartisan vote, the measure’s chances in the House are dim. Speaker John Boehner calls the shots, and he opposes the bill.

Gay rights advocates hailed Senate passage as a major victory in a year of significant change.

The Supreme Court in June affirmed gay marriage and granted federal benefits to legally married same-sex couples. Illinois is on the verge of becoming the 15th state to legalize gay marriage along with the District of Columbia.

Woman whose child died in DUI crash sentenced

Court (AP) — A Wichita woman has received probation for a drunken-driving crash that killed her 6-year-old son in January.

Prosecutors and defense lawyers all recommended the sentence for 31-year-old Crystal Ross.

Ross pleaded guilty earlier to involuntary manslaughter while driving under the influence. The charge is punishable by up to 3½ years in prison.

Sedgwick County District Judge Ben Burgess agreed to the probation Wednesday but warned Ross that a single traffic infraction will put her behind bars.

The accident that killed 6-year-old Cryisol Hall happened Jan. 26 when Ross lost control of her SUV and skidded into a ditch. Ross and her two other sons were injured.

Russell County in Grain Belt Express siting permit

kcc map
Grain Belt Express Kansas Proposed Route

The Kansas Corporation Commission (KCC or Commission) approved an Order today granting a siting permit to Grain Belt Express Clean Line LLC (Grain Belt Express) to construct the Kansas portion of a 600 kV high voltage direct current (HVDC) transmission line, and an HVDC converter station and associated transmission facilities.

The line begins in Ford County, Kansas, crosses 13 Kansas counties to the Kansas, Missouri border, and delivers wind energy from southwest Kansas to a point near Sullivan County, Indiana. The Kansas portion of the line is approximately 370 miles.

The Commission cited the short and long-term economic benefits to Kansas and the opportunity for further wind development and export in granting final approval. The Commission ruled that the proposed electric transmission line is necessary and the proposed route is reasonable. The transmission line represents an estimated $900 million investment in Kansas that is intended to enable $7 billion of investment in the development and sale of wind energy produced in southwestern Kansas.

In Kansas, the project is estimated to result in 2,340 jobs annually during the three-year construction period, and an estimated 135 jobs to operate and maintain the project on an ongoing basis. Additionally, construction of the associated wind facilities in Kansas is estimated to generate between 15,542 and 19,656 Kansas jobs, while operating and maintaining the wind farms is expected to generate 528 Kansas jobs.

The Commission stipulated that Grain Belt Express must obtain transmission line siting approvals from Missouri, Illinois, and Indiana state utility commissions prior to beginning construction on the Kansas portion of the line. Grain Belt Express is allowed five years from the date of the Commission’s Order to begin construction of the project in Kansas or will be required to reapply. The Commission further stipulated that the cost of the project cannot be recovered from Kansas ratepayers.

Grain Belt Express filed their siting application on July 15, 2013. Kansas Law (K.S.A. 66-178 and 66-1,179) requires the Commission to issue a final decision no later than 120 days after the application is filed. The Commission held four public hearings and notice was provided to affected landowners. In issuing their final decision, the Commission has a statutory duty to determine if the line is necessary and the proposed route reasonable.

A complete copy of the Commission’s Order is available at www.kcc.ks.gov, clicking on Docket Filings, and entering Docket No. 13-GBEE-803-MIS.
