Brunt of winter storm expected to skirt Ellis Co.

Oh, the weather outside is frightful — but it could be worse.

While forecasters say a bout of winter weather is on the way, it appears Ellis County will dodge the brunt of the storm. Those traveling outside the region face a different weather picture.

The front is moving from Liberal and Dodge City to the northeast, bringing with it a mix of snow, ice and sleet, the National Weather Service in Dodge City reported.

“We’re appearing to be on the fringe of it,” said Bill Ring of Ellis County Emergency Management, noting those traveling east could encounter the wintry mix.

Friday night will bring a 20 percent chance of snow in Ellis County, with snow all but certain by Saturday afternoon and evening. The NWS is expecting 2 to 6 inches of snow by the end of Saturday. The temperature is expected to drop to 17 by Saturday night before gradually  returning to the mid-30s next week.

Travelers will be relieved, Ring said, the northwest Kansas wind ail begin to taper off as the snow arrives, however.

While the wind reached 20 mph early Friday morning, he said by Sunday evening there should be nearly no wind.

“Through Monday, it’s looking the same way, and no more moisture is forecast,” Ring said.

The temperature is expected to rise early next week, with a forecasted high of 38 to 39 degrees by Christmas Eve.

“It would look nice if we had (a white Christmas), but at least the wind won’t be howling,” Ring said.

He advised travelers to follow commonsense precautions, including having an emergency kit on hand. Stranded motorists should always stay with their vehicle, he added, noting it is easy to become disoriented and exhausted while out in the elements.

The Kansas Department of Transportation offered the following winter driving tips:

• Clean frost and snow off windows, mirrors and lights, and use headlight.

• Slow down, accelerate and brake gently, and increase following distance between other vehicles.

• Don’t use cruise control.

• Allow for more travel time.

• Always wear a seat belt, and secure children in the proper child safety seats.

• Slow down and move over for emergency vehicles and maintenance crews.

Topeka bond issue proposes closing 3 schools

TOPEKA (AP) — A proposed $142 million bond issue in the Topeka school district would include closing three elementary schools and moving students in another school to two other schools.

The Topeka School Board is considering a proposal to put the bond issue on the April ballot. The board will vote next month on whether to proceed with the plan.

The board heard details of the proposal Thursday night. The three elementary schools that would be closed are Bishop, Avondale West and Shaner. Students would move to a new elementary school. Students at Capital City would be sent to other schools.

The Topeka Capital-Journal reported the bond issue would include $40.7 million for security, $23.5 million in technology spending, $18 million for a new career center, and other programs and projects.

Legislature drug testing includes no penalties

TOPEKA (AP) — A man chosen to administer a new drug testing program for state lawmakers say those who fail the tests won’t be penalized, and their names might not be made public.

The law allowing the drug testing for lawmakers also requires testing of some people who receive government benefits. If those people fail drug tests, they will have their welfare benefits frozen unless they complete a treatment program.

Jeff Russell, director of the Legislative Administrative Services, will run the testing program. He told the Topeka Capital-Journal on Thursday the bill does not give anyone authority to penalize lawmakers. And he said he doesn’t think he can disclose names of lawmakers who fail the tests because of privacy laws concerning medical records.

EMS/Rural Fire Building hits another snag

The Ellis County Commission voted to reject all bids the county received for both the construction of the EMS/Rural Fire Building and the remolding project at the Administrative Building at a special meeting Thursday afternoon.

The county received two bids to remodel the 718 Main St. building. The lowest base bid was from Commercial Builders for $944,000. County officials had estimated the cost of the remodel to be approximately $700,000.

“I’m having a hard time figuring out what we’re doing to that building to make it that high,” Ellis County Administrator Greg Sund said.

The county received six bids for the EMS/Rural Fire Building with the low bid of more than $3.9 million coming from Paul-Wertenberger Construction. Sund said the cost had been expected to be between $3.5 and $3.6 million.

Sund said the county will go back through the plans and find places to cut expenses. The project is already about two months behind, and Sund said this will put it behind at least another three months.

HHS wrestling splits home duals

The Hays High wrestling team split their two home duals Thursday night. The Indians lost 43-33 to Pratt then defeated Plainville 57-21.

The Indians won just two matches against the Greenbacks. Ross Hattan by a 4-2 decision at 126 and Conrad Vijnar by fall at 132. All of their other wins were because of an open weight class. They had only two wins against Plainville, Kaelen Dietze by fall at 160 and Ethan Deterding in a 1-0 decision at 182. The other victories came with open weight classes.

Early Christmas gift for Ks Army National Guard member

giftWICHITA, Kan. (AP) — Christmas came early for a Kansas Army National Guard member whose vehicle full of holiday gifts was stolen earlier this week.

A Wichita dealership, Eddy’s Toyota, on Thursday gave Benjamin Lewis a 2003 Chevy Tahoe and Christmas gifts for his four sons.

In September, an organization called Cars 4 Heroes donated an SUV to Lewis, who is raising his four children himself. The vehicle was stolen earlier this week, along with the presents Lewis had hidden inside.

After receiving the new vehicle Thursday, Lewis says he hopes his sons learn that Christmas is about helping people who need it, not about gifts.

Several other people contacted the station this week to offer help for Lewis.

 

Points-a-plenty for Chiefs defense, special teams

Chiefs logoKANSAS CITY, Mo. (AP) – Chiefs coach Andy Reid keeps track of what he calls “miscellaneous points.”

Kansas City has a league-leading 11 touchdowns from defense and special teams with two games still to play in the regular season. That’s the third-most in NFL history.

Reid says that you don’t expect to score those touchdowns, “but you strive to get them.” And they’re a big reason why Kansas City is 11-3 and headed to the playoffs. The Chiefs host Indianapolis on Sunday.

University to offer classes at Brown v. Board site

Screen Shot 2013-12-20 at 5.26.30 AMTOPEKA, Kan. (AP) — A University of Kansas program plans to begin offering classes in January at the Brown v. Board of Education National Historic Site in Topeka.

The university had housed the administrative operations for its Public Management Center at a different Topeka site, where it also offered professional development classes for public sector employees. But after the decision was made to move the administrative operations to the Lawrence campus, the university started looking for a new place to offer the classes.

Alecia Gray of the School of Public Affairs and Administration says the Brown site’s Topeka location was attractive. Many of the state employees the program serves work in the capital city.

The Brown site tells the story of the U.S. Supreme Court decision that declared segregated schools unconstitutional.

Holiday refuse/recycling schedule

Due to the observance of the Christmas holiday, Tuesday, December 24th, and Wednesday, December 25th, refuse/recycling route collection schedules will be altered as follows:

Although collections may not occur on your normal day, collections will be completed by the end of the week. Crews anticipate that the collection routes will be as followed:

o Monday and Tuesday’s collection schedule will be picked up on Monday, December 23rd.

o Wednesday and Thursday’s collection schedule will be picked up on Thursday, December 26th.

o There is no anticipated change to Friday’s collection schedule.

City of Hays customers that may have any questions regarding this notice should contact the Solid Waste Division of the Public Works Department at 628-7357.

We remind you to always have your bags out by 7:00 AM.

It is anticipated that heavy volumes of refuse/recyclable will be encountered around the holidays. Please make sure your bags are out by 7:00 AM and keep in mind that the trucks have no set time schedule.

Kansas man convicted of shooting sheriff’s deputy

EL DORADO, Kan (AP) — A 41-year-old man has been convicted of attempted second-degree murder in the Labor Day shooting of a south-central Kansas sheriff’s deputy.

The Butler County jury that convicted Jan Tracy Kilbourne on Thursday went with the lesser charge instead of the alternative count of attempted capital murder.

Kilbourne was arrested in Wichita four days after Butler County Deputy Jacob Lawrence was shot in the shoulder by a passenger in a car he had stopped in Augusta, about 16 miles east of Wichita.

The deputy was wearing a protective vest but suffered severe bruising.

Kilbourne, who has a long criminal record, testified Wednesday he only intended to “spook” the deputy when he fired a shot.

Sentencing will take place in February.

Dreaming of outdoor fun

In addition, many Kansas Department of Wildlife, Parks and Tourism (KDWPT) 2014 permits and licenses went on sale Monday, Dec. 16, 2013, and they are valid through the rest of 2013 and all of 2014.

Camping and cabin reservations guarantee the holder their spot will be open and ready when they arrive at the park. All of KDWPT’s 121 cabins can be reserved year-round, up to 364 days in advance. About half of each individual park’s sites are reservable for the camping season, which is April 1-Sept. 30, 2014.

Payment in full is required at the time a reservation is made. Reserving a cabin requires a non-refundable $14 reservation fee. Reserving a campsite requires a non-refundable $3 reservation fee per stay.

When you renew your vehicle tags and registration, you can purchase Kansas State Parks Passports for $15. State Parks Passports will get you into any state park for a year and represent significant savings over traditional annual vehicle permits, which are still available at KDWPT offices for $25. Daily vehicle entrance permits are $5. Annual vehicle permits for seniors and persons with disabilities are available through department offices for $13.75.

Kansas jobless rate declined in November

department of labor TOPEKA, Kan.(AP) — Kansas labor officials say the state’s unemployment rate dropped to 5.1 percent in November, its lowest mark in nearly five years.

The state Department of Labor reported Thursday that November’s seasonally adjusted unemployment rate declined from 5.6 percent in October. The jobless rate in November 2012 was 5.5 percent.

The department said that unemployment was last so low in December 2008.

Department spokeswoman Barbara Hersh said about 6,000 Kansans who had been receiving unemployment benefits found jobs in November.

Also, the department said about 19,900 more Kansans were employed in private-sector, non-farm jobs in November than in November 2012. The over-the-year growth was 1.8 percent.

Gov. Sam Brownback said in a statement that the numbers show that 2013 was a good year for the state’s economy.
