Plans to close Russell I-70 rest areas

rest area signThe Kansas Department of Transportation is seeking public feedback on plans to close the east and westbound I-70 rest area facilities located two miles east of Russell (Exit 184).

A grassroots effort by local officials in Russell County led KDOT to consider the closure as a way to conserve the region’s scarce water resources.

Water consumption and costs have doubled for KDOT during the past two years; and the city of Russell has enacted a water conservation plan.

“The increase in water usage and costs and the fact that the rest areas are within a few miles of the same services in Russell and Bunker Hill, led us to consider closing the facilities,” said District Three Maintenance Engineer Joe Finley.  “If we know our rest areas are putting a hardship on the city of Russell, then it just makes sense to pursue the closures.”

In addition to the input of local officials, KDOT will consider public comments in making the final decision about whether to close these rest areas.  Comments will be accepted until Jan. 15, 2014.

Feedback may be made to: KDOT District Three Maintenance Engineer Joseph Finley at (785) 877-3315 or [email protected] or 312 South Second Avenue, Norton, KS 67654; or KDOT Area Engineer Kevin Zimmer at (785) 625-9718 or [email protected] or 1811 W. Frontier Road, Hays, KS 67601.

Huelskamp: NBAF Funding Not Part of Ryan/Murray Budget Deal

NABFRepresentative Tim Huelskamp (KS-01) is speaking out in response to inaccurate statements and news reports that the recent Ryan/Murray Budget Deal included funding for NBAF (National Bio and Agro-Defense Facility). In both the state legislature and in Congress, Rep. Huelskamp has been a strong supporter of the project:

“Recent statements and news reports claiming the Ryan/Murray Budget Deal included funding for NBAF are completely inaccurate. This deal did not include any appropriations. Instead, it was an agreement to increase overall deficit spending by $63 billion over the next two years, but did not identify spending for any specific program, agency, or project.

“With or without passage of this deal, the current funding for the federal government expires on January 15th. The House, Senate and President have until that date to pass a spending bill. We can appropriately comment on what may or may not have been included for NBAF at that time.”

Brownback to seek increase in all-day kindergarten

Brownback(AP) — Gov. Sam Brownback is preparing to propose the state pick up the additional cost of providing all-day kindergarten in Kansas public schools.

The Republican governor says in an interview Monday that his plan would be to increase state support over five years at a cost of $16 million a year.

Currently the state pays for half-day kindergarten but allows districts to have all-day classes using other funding sources, including funds appropriated for at-risk students.

Brownback says he has had talks with school districts and state education officials about the proposal, which he says has broad support. The State Board of Education has made all-day kindergarten one of its budget requests for the past several years.

Plainville company plays role in ‘Saving Mr. Banks’

PLAINVILLE — Much acclaim surrounds this week’s release of Disney’s “Saving Mr. Banks,” starring Tom Hanks and Emma Thompson, but for one Kansas firm the film adds to the mystic of one of its oldest, most recognized products.

The chintz fabric, Banana Leaves, from the Plainville firm Rose Cumming by Dessin Fournir, serves as the backdrop of Pamela Travers’ ( Thompson) 1961 southern Californian luxury hotel room. The distinctive fabric was selected by the studio to exemplify 1960s contemporary style. However, this timeless pattern, created in the 1920s, has also made a set appearance as wallpaper for 21st century’s Black Eyed Peas video “I Gotta Feeling.”

“We are delighted to share and preserve the history behind one of our most classic collections, just as Disney is bringing to light the pre-production story behind the classic Mary Poppins,” said Chuck Comeau, co-founder of Dessin Fournir.

One might be surprised to learn how this particular pattern came to exist and continues to remain relevant today. The collection’s namesake, Rose Cumming, and her sister, Dorothy, created the pattern Banana Leaves. Dorothy was a silent film star, and her sister Rose was on her way to becoming one of interior design’s founding grand doyennes. The sisters painted banana leaves from Dorothy’s Caribbean estate and pressed them to a scrap fabric. This original fabric document and the full story behind it can be found in the 2012 biography, Rose Cumming Design Inspiration, researched and designed by Dessin Fournir and published by Rizzoli.

“Similarly to the promise Walt Disney made to his daughters to bring Mary Poppins to the big screen, our co

mmitment to preservation extends beyond design and Old World craftsmanship to encompass our choice to base our business in Kansas,” Comeau said. ”

Here, we live and work in a small town with a great quality of life in a rural community that we’re helping to revitalize.”

Hays man was first KHP trooper killed in line of duty

khp plummer
A tribute to Hays KHP trooper Maurice Plummer on the KHP Facebook memory page today. Plummer was the first KHP trooper killed in the line of duty.

It was 69 years ago today the first Kansas Highway Patrol trooper was killed in the line of duty.

Forty-one-year-old Maurice Plummer was assigned as a trooper in Hays.  The fatality occurred five miles west of Russell.

According to a memory page on the KHP Facebook page, Maurice Robert Plummer was born in Perry, Kansas, on August 1, 1902. He graduated from Perry High School in 1921. Prior to joining the Patrol in 1941, Plummer served for two years on the Kansas State Border Patrol. In the early days of the Patrol, political affiliation was important to appointment, and Plummer’s father was the State Representative for Jefferson County.

He attended Wichita Police School in 1941 and was assigned as a trooper in Hays. He was promoted to Trooper Class A in June of 1942.

Plummer died on December 16, 1944, from injuries sustained in an automobile crash on U.S. Highway 40, five miles west of Russell. He was the first member of the Patrol to give his life in the line of duty.

He was survived by his wife and two children.

Lawmaker says over-pumping fines should be higher

Rep. Joe Seiwert
Rep. Joe Seiwert

(AP) — A state lawmaker says it may be time for Kansas to consider stricter penalties for irrigators who pump beyond their allotted amount of water.

Rep. Joe Seiwert told the Special Committee on Agriculture and Natural Resources he’s received several letters from irrigators who are trying to follow state water conservation rules and are angry about neighbors who flout those rules.

Seiwert says it may be time for tougher enforcement and higher penalties, similar to efforts decades ago to make drunken driving a more serious crime.

Rep. Sharon Schwartz urges caution, saying not everyone who over pumps does it intentionally.

Jackie McClaskey, acting secretary of the state Department of Agriculture, says the department is looking into new penalties for water conservation violations.

FHSU wrestlers run away with team title at Jet Invitational

https://www.horizonappliance.com/
Fort Hays State University grabbed the team title at the Jet Invitational on Sunday, despite not having a single individual champion. The meet, hosted by Newman University, saw nine Tigers reach the finals (all taking second place), while one FHSU wrestler was third.

The Tigers finished with 107.5 points, more than 25 ahead of second-place Ouachita Baptist.

Adam Ludwin (125 pounds) pinned Ouachita Baptist’s Garrett Evans (currently ranked fifth nationally) in 2:43 to start the day, setting up a finals matchup with Northeastern Oklahoma A&M’s Josh Walker. Walker, a junior college All-American last season, defeated Ludwin, 3-0.

Symon Seaton (133 pounds) was the lone Tiger to take third place, but started the day with a 16-1 technical fall against Kaleb Furr (Labette CC) in the winner’s bracket. After falling to eventual champion Casey Rowell of Central Oklahoma (fall, 5:30), Seaton started his run through the wrestle back rounds with a pin in 1:48 against Kaden Kretzer (Neosho CC). In the consolation finals, Seaton topped Northeastern Oklahoma A&M’s Tim O’Connor, 11-9.

After a first round bye, C.J. Napier (141 pounds) won by decision over Tyler Tustin over Central Oklahoma, 7-4, and reached the finals with a 6-3 decision over Wayland Baptist’s Chris Hart. Napier, however, couldn’t close out the championship, dropping a 7-3 decision to Josh Myers of Ouachita Baptist.

In the 149-pound bracket, FHSU’s Noah Killip reached the finals with two decisions – the first a 4-0 topping of Neosho CC’s Jared Suppes, and the second a 2-1 victory against Colby Crank (Bethany College). Crank is ranked first at 149 pounds in NAIA. Jordan Basks, ranked first nationally at 141 pounds, defeated Killip, 5-1, in the championship match.

Mitchell Means (157 pounds) grabbed an 8-4 decision over Jonathan Blackwell (Bethany), and a 3-1 win over Colton Duhr (Newman) to reach the championship. Means, however, would drop a 9-2 decision to Mark Hobson of Northeastern Oklahoma A&M.

At 165 pounds, Bradley Little was another Tiger to reach the finals, using 8-3 and 5-4 decisions over Warren Brock (Northeastern Oklahoma A&M) and Jordon Ward (Bethany). Those decisions set up a championship match with Central Oklahoma’s Chris Watson, ranked second nationally. Little was close throughout, but eventually fell, 10-7.

In the 174-pound weight class, FHSU’s Josh Ridriguez took a first-round bye before winning by pin against Elyjah Crumpler (Ouachita Baptist), in 3:42. In the semifinals, Rodriguez defeated Neosho CC’s JJ Filipek, 6-3. In the finals, Reece, Wright-Conklin defeated Rodriguez, 5-2.

Jon Inman (184 pounds) defeated Central Oklahoma’s Kyle Buckley, 11-8, in the quarterfinals, and Mich Napier (Wayland Baptist), 11-2, in the semifinals. In the finals, Inman dropped an 8-0 major decision against the No. 1 ranked 184-pounder, Dallas Smith of Ouachita Baptist.

Tanner Kriss (197 pounds) started his tournament with a 16-0 technical fall over Lee O’Dell of Ouachita Baptist, and reached the finals by pinning Wayland Baptist’s Cody Lindberg in under a minute (0:52). Kriss, however, would fall victim of a pin in the finals, to Taylor Baird (Bethany College).

At 285 pounds, Trey Page picked up a 5-1 quarterfinal decision against Jacoby Brown (Northeastern Oklahoma A&M), and a 3-2 topping of Lorenzo Serna (Newman). Page defeated Serna, currently ranked fifth nationally, last weekend in overtime (2-1). Page found himself in another rematch from last weekend in the finals, scheduled to take on Cody Dauphin of Central Oklahoma. Page defeated Dauphin, 3-1, last weekend in Hays. Dauphin, ranked third nationally, got revenge in a 3-1 decision over Page – won on a takedown in the final three seconds of the match.

The Tigers are breaking from competition until after the New Year’s, when FHSU will head for Des Moines, Iowa, for the NWCA National Duals, scheduled Jan. 11-12.

A breakdown of team scores is below…

KHAZ Country Music News: Blake and Miranda Hoping for a Grammy

khaz miranda lambert blake shelton 20121017UNIVERSAL CITY, Calif. (AP) – Blake Shelton says he wants to have a Grammy in his home when the awards are given out early next year – and he doesn’t really care whether he or his wife, Miranda Lambert, wins it. Both she and Shelton are up for Grammys this year. And rather than it being a source of competition, Shelton says it just means he has twice the number of chances having another in his house. He says no matter who ends up winning, people who visit their home will see the Grammy on a shelf – and he can let them think he won it, instead of his wife. Lambert already has one Grammy to her name, winning it in 2011. Shelton hasn’t won one yet.
