WaKeeney council, property owners discuss annexation

wakeeney logoWAKEENEY — Private property annexation was discussed by WaKeeney City Council members during their April 15 meeting.

Drs. Robert and Kristie Clark, 16066 N. Eighth St., told the council their property is not contiguous with city limits and cannot be annexed. The city already had signed an agreement with the previous owner for annexation when the property became contiguous with the city limits.

The city council will review the situation with the WaKeeney city attorney before proceeding.

RECORD OF THE PROCEEDINGS OF THE GOVERNING BODY 15 APRIL 2014

The Governing Body of the City of WaKeeney, Kansas met in a regular session at City Hall 408 Russell Ave at 7:00 PM with the Mayor presiding and the following members present:

Mayor Kenneth Roy and Council Members Mary Jo Clevenger, Irene Dirks, Troy Leiker, Lynelle Shubert, and Allen Weigel

BEING ABSENT:  None

The minutes of the previous meeting were approved as written, printed and distributed.

GUESTS:  Rev. Randy Gibbs, Dr. Robert Clark, Dr. Kristie Clark, Macy Mattheyer, Cedric Flax, Peyton Nowlin, Brandi Fritts, Addie Zeman, Terry Eberle, Lincoln Brungardt, Sonya Stanton, Ethan Stanton, Devon Ghumm, Audra Berquist, Mariah Brungardt, Nichole Hendrix, Crystal Day, Kat Muench, and Janelle Miller

CHIEF OF POLICE:  Terry Eberle provided his monthly departmental report.

CITY ADMINISTRATOR:  City Administrator Hardy Howard presented to the Governing Body a denial letter from the Kansas Department of Commerce & Housing concerning the city’s CDBG demolition application.  The city’s application did not score high enough to be considered for funding.

A quote for repairs on well #8 was reviewed by the City Council. A motion was made by Irene Dirks and seconded by Troy Leiker to approve the repairs from Layne. Motion carried.

A press release from the League of Kansas Municipalities concerning the hiring of Erik Sartorius as executive director was reviewed.

The City Administrator reminded the Governing Body of the Trego County Economic Development’s strategic planning meeting to be held May 19, 2014 at 6:30 PM at the Western COOP Electric community room.

GUESTS:  Dr’s Robert and Kristie Clark, 16066 N. 8th Street was present before the Governing Body to discuss a proposed annexation action by the city for their property on N. 8th Street. The city had signed an agreement with the previous owner for annexation when the property became contiguous with the city limits.  The Clark’s indicated their property was not contiguous with the city limits and therefore could not be annexed by the city at this time. The Governing Body will review the matter with the city attorney again before proceeding.  The Clarks were thanked by the City Council and took their leave.

Rev. Randy Gibbs was present before the Governing Body to request permission on behalf of the Th’ Gatherin to have a small fireworks display on Saturday, May 3, 2014 at the Trego County Fairgrounds.  A motion was made by Lynelle Shubert and seconded by Irene Dirks to approve the fireworks subject to approval of Trego County and the WaKeeney City Fire Chief.  Motion carried.

A motion was made by Lynelle Shubert and seconded by Troy Leiker to adjourn into executive session for a period of 20 minutes for the discussion of non-elected personnel.  Those remaining in the executive session were Mayor Roy, City Council, and City Administrator Howard.

The executive session ended within the allotted time period.

No further business appearing, the meeting was adjourned.
