Crum to retire from Kansas House

WICHITA, Kan. (AP) — A south-central Kansas Republican is retiring from his seat in the state House of Representatives and will not seek re-election this fall.

The Wichita Eagle reports Tuesday that Rep. David Crum of Augusta has decided to leave the Legislature after serving for eight years.

Crum has served as chairman of the House Health and Human Services Committee and the Bob Bethel Joint Committee on Home and Community Based Services and KanCare Oversight. KanCare is the state’s privatized Medicaid program for the poor, elderly and disabled.

Crum is a retired optometrist. He joins House Taxation Committee Chairman Richard Carlson of St. Marys among Republicans not seeking re-election in the fall.

 

Trego golfers win 2A Regional

GolfThe Trego golf team placed two in the top-10 and won the team title at the Atwood 2A Regional tournament Monday.

Trego finished with a 327 team score, 14 shots better than second-place Oberlin. Plainville was third with a 351 combined score.

Ellis’ Skyler Tebo won the individual title with an even-par 72. Trego’s Blake Huxman was second with a one-over 73 and Dion Reetz was eighth with an 80.

Plainville’s Colten Bobek was sixth with an 82 and Craig Garvert carded an 86 in a five-way tie for tenth.

Ness City’s Darby Schwartzkopf turned in an 85 and was one six individuals to qualify for the state tournament next Tuesday, May 27th at Fort Hays Municipal Golf Course in Hays.

Hays Police Department investigating burglary at Hays High

Hays Police Department detectives are investigating a burglary at Hays High School.

According to HPD Lt. Brandon Wright, the break-in appears to have occurred sometime between 11 p.m. and midnight Sunday.

Wright said electronics and a television were reported stolen, and officials from the school still are compiling a list off items stolen.

Wright said it has not yet been determined how entry into the school was made, and the investigation team is working with school administrators to process surveillance footage.

If anyone has information on the burglary, they are encouraged to call the HPD at (785) 625-1030.

Salina Police address increased panhandling

The following is a release from the Salina Police Department:

The City of Salina and the Salina Police Department have recently received numerous complaints regarding panhandlers in our community. A common question is why can’t the police just move them along or why can’t they be arrested.

The simple answer is each of us has a constitutional right to ask others for money as long as it is not done in a threatening or aggressive manner. Salina does have ordinances forbidding aggressive panhandling. This offense requires a victim and the elements of the crime of aggressive panhandling to be present. Aggressive panhandling would entail threatening approaches, following, physical contact, or verbal threats.

It is also illegal to stand on a highway or roadway for the purpose of soliciting, business or contribution from the occupant of any vehicles. Merely standing on the shoulder of a roadway does not constitute standing on the roadway.

Panhandling is more of a societal problem than it is a law enforcement issue. An easy solution to this problem is to NOT give money to panhandlers. Giving panhandlers money discourages them from seeking the services they may truly need and encourages them to keep doing what they are doing, sitting on a bucket holding a sign.

Giving money to a panhandler can actually be harmful to Salina as it diverts money that could be going towards assistance programs already in place designed to help those in need. Research has shown that the donated money received by panhandlers often is used to buy alcohol and/or illegal drugs.

It is imperative that citizens of Salina and Saline County realize that there is a strong relationship between panhandling and substance abuse.

Many of these panhandlers do not access readily available social services because they may not actually be in need or may not even be from the area They are simply taking advantage of the compassion and generosity of the citizens of Salina.

Please chose to donate to programs such as Catholic Charities, Emergency Aid Food Bank, Salina Area United Way, of the Salvation Army and not directly to panhandlers. By giving panhandlers money, your are part of the problem, not the solution.

Panhandling will cease to be an issue in our community if the community collectively decides to cease giving individuals money for dubious reasons at best.

1-year-old hospitalized after ingesting sleeping pills

SALINA — A 1-year-old boy was taken to Salina Regional Health Center on Monday evening, after apparently ingesting sleeping pills.

Salina Police Capt. Mike Sweeney said police and EMS were sent to a home in the 700 block of Comanche just after 8:30 p.m.

Sweeney said the investigation continues as to how the boy was able to get the sleeping pills and how many were taken.

Russell will issue special water use permits the rest of the week

According to the city of Russell, Big Creek has begun flowing over the low head dam immediately downstream of the city’s Big Creek intake, which is the benchmark for the issuance of special water use permits.

Special water use permits will be issued the rest of this week.

Pipe bomb caused Monday’s deadly explosion in Salina park

SALINA, Kan. — Authorities said a pipe bomb caused an explosion of a pickup that killed a Salina man early Monday afternoon.

The Salina Police Department identified the victim of the explosion as Wayne Guerrant, 46. Guerrant died about two hours after the explosion on the west side of Jerry Ivey Park.

Capt. Mike Sweeney said investigators have not been able to determine whether the bomb went off accidentally or intentionally.

Police did recover a black smokeless powder container that was nearly empty, but do not know if the powder was used in the bomb.

Salina Fire Marshal Roger Williams said the pipe bomb was about 5 to 6 inches in length, double threaded pipe on both ends, and 3 to 3.5 inches in diameter.

Jerry Ivey Park was reopened at approximately 10 p.m. Monday night.

The investigation of the explosion was conducted by Salina Police, Salina Fire Department, Kansas Fire Marshal’s Office, Bureau of Alcohol Tobacco and Firearms and Kansas Highway Patrol.

GM recalls 2.4 million more vehicles

General Motors GMDETROIT (AP) — General Motors is recalling 2.4 million vehicles in the U.S. as part of a broader effort to resolve outstanding safety issues more quickly.

The latest action brings to 13.6 million the number of vehicles GM has recalled this year, a new record for the automaker.

The recalls announced Tuesday include 1.3 million older-model crossovers with defective front seat belts and 1 million sedans with a shift cable that can wear out.

GM is also recalling 1,400 new Cadillac Escalade SUVs with faulty air bags.

No fatalities related to the defects have been reported, GM says

It expects to take a $400 million charge in the second quarter to repair the vehicles.

GM agreed to a $35 million federal fine last week for delays in reporting a deadly ignition switch defect.

Another record as fallen as the heat of summer continues to sneak into spring.

According to the Kansas State Agricultural Research Center, the mercury hit 104 degrees on Monday, shattering the 77-year-old previous record of 100.

The temperature also had a nearly 50-degree swing the 24-hour period, with Monday’s low dropping to 55 degrees.

On the year, the research center has recorded a scant 2.59 inches of rain in the calendar year.

“Near critical” fire weather Tuesday is expected to be followed up by potentially severe thunderstorms Wednesday, according to the National Weather Service.

Beginning Wednesday afternoon, most of the region will be under the threat of storms that will be capable of producing wind gusts of 60 mph or stronger, as well as baseball-sized hail.

Isolated tornadic activity also will be possible, the NWS reported in its hazardous weather advisory.

The storms could continue into Thursday evening, as the front will “remain stationary,” across the region.

The threat of strong to severe thunderstorms will continue through Sunday, according to the latest weather forecasts.

Wichita sites offering children free summer meals

Screen Shot 2014-05-20 at 10.24.25 AMWICHITA, Kan. (AP) — Several school cafeterias and other sites across Wichita will be offering free breakfasts, lunches or afternoon snacks to the city’s hungry schoolchildren after they head home for summer break.

The Wichita Eaglereports 35 sites are participating in the Summer Food Service Program, run by the Wichita School District and paid for by the U.S. Department of Agriculture.

The program is open to all children younger than 18, but it is mainly targeted toward those who are eligible for free or reduced-priced lunches during the school year. About 75 percent of the 51,000 students who attend Wichita schools are eligible for free or reduced-price breakfasts and lunches.

The program begins May 28 and runs through July 24. No proof of residency or income is required for the meals.

 

Johnston files for Ellis County Commission seat

ELLIS–The current mayor of Ellis, Lyle Johnston, is running for Ellis County Commissioner.

Johnston filed Friday for election to the District 1 seat which includes Ellis.  The position is currently held by Swede Holmgren.

“I feel there is a continued need for good representation for the Ellis area at the county level, and therefore I have decided to take the necessary steps to be on the ballot,” Johnston said.

If elected, Johnston would have to resign his position as Ellis City mayor.  There would be three months left in his term before the regular city elections in April 2015.

The filing deadline is noon, June 2.  The primary election is August 5.

 

Kansas man gets probation in child-sex sting

CourtJOPLIN, Mo. (AP) — A Kansas man who repeatedly exposed himself over the Internet to a Missouri deputy sheriff posing as a 13-year-old girl has been sentenced to five years of probation.

The Joplin Globe reports 47-year-old Olathe, Kansas, resident Richard Calohan was sentenced Monday in Jasper County, Missouri, for sexual misconduct with a child on the Internet.

Investigators say Calohan had repeated contact with Jasper County Sheriff’s Detective Ed Bailey online between July 25, 2011, and March 20, 2013, while the detective posed as a teenage girl.

Bailey says Calohan exposed himself frequently on a webcam, sent nude photos of his wife and kept requesting photos of the girl.

Calohan must register as a sex offender and undergo a psychosexual evaluation, along with several other stipulations as part of his probation.
