Water the biggest concern with proposed hotel development

On Thursday, the Hays City Commission will continue discussion of a proposed hotel/retail development at the intersection of 230th Avenue and 55th Street north of Interstate 70.

The commission’s work session is scheduled to begin at 6:30 p.m. Thursday at City Hall.

The developer NWK Investments, represented by Mike Woofter, has submitted a plan requesting city water and sewer services to the site, but to remain outside city limits for 10 years.

Staff feels the proposal is a fair one and could have long-lasting, positive economic benefits for years to come,” City Manager Toby Daugherty wrote in a memo to commissioners. “However, the water needs are high and providing water to a property outside the city limits, with little immediate economic benefit to the city, is going to be a difficult obstacle.”

Earlier this year, the city entered into its Water Warning phase, which prohibits new connections to the municipal water system to new customers outside city limits.

While the memo lists a number of economic benefits of the development, even outside city limits, “the provision of water to the site is the most difficult aspect of the proposal.”

The site, which is proposed to include a 95-room hotel, a convenience store and up to four restaurants, would be equivalent to 110 residential structures.
