WaKeeney gets serious about property nuisances

wakeeney logoWAKEENEY–The city of WaKeeney is getting serious about abatement of property nuisances.

The problem has been discussed several times by the WaKeeney city council.

After considerable discussion once again during the Sept. 2 city council meeting, members voted to move forward with certified letter notices to several property owners within the city.

It was a close vote, three to two.

RECORD OF THE PROCEEDINGS OF THE GOVERNING BODY 2 SEPTEMBER 2014
The Governing Body of the City of WaKeeney, Kansas met in a regular session at City Hall 408 Russell Ave at 7:00 PM with the Mayor presiding and the following members present:
Mayor Kenneth Roy and Council Members Mary Jo Clevenger, Irene Dirks, Troy Leiker, Lynelle Shubert, and Allen Weigel
BEING ABSENT: None
The minutes of the previous meeting were approved as written, printed and distributed.
GUESTS: Shawnee Phillips, Mikalya Cody, Molly Moden, Isaiah Fabrizius, Abraham Pfannenstiel, John Kuhn, Cole Gillman-Goss, Tanner Townley, Ian Conness, Sean Conness, Alex Haxton, Caden Kemp, Alexis Haxton, Lance Brister, and Janelle Miller.
CITY ADMINISTRATOR: Hardy Howard presented two ordinances dealing with the Clark annexation. After a short discussion, Lynelle Shubert motioned to approve ordinance #1438 rescinding prior ordinance #1436. Allen Weigel seconded. Motion carried. Then Troy Leiker motioned to approve ordinance #1439 annexing a tract of the Clark property. Irene Dirks seconded. Motion carried.
A proposal for the inspection and washout of the city’s 75K gallon water tower from Utility Service Company was reviewed by the Governing Body. A motion was made by Mary Jo Clevenger and seconded by Irene Dirks to approve the quote in the amount of $1,295.00. Motion carried.
The City Administrator presented a quote for the 2014 audit from Mapes & Miller, CPA’s. The quote was tabled pending additional information.
A motion was made by Mary Jo Clevenger and seconded by Lynelle Shubert to replace the pool bathhouse parking lot with concrete for an approximate cost of $3,200.00 with the city providing the labor. Motion carried.
At this time an ordinance making appropriation for the payment of claims for the month of August 2014 was read, whereupon, Mary Jo Clevenger motioned to approve claims in the amount of $174,552.44 Troy Leiker seconded. Motion carried. Warrants #10248, 10252, 10258, 10259, 10265, 10279, 10286, 10287, 10290, and 10291 were reviewed prior to approval.
Property nuisance abatements were again discussed at length by the Governing Body. After a lengthy discussion, Lynelle Shubert motioned to move forward with certified letter notices to several property owners within the city. Irene Dirks seconded. Voting YES Clevenger, Dirks, Shubert. Voting NO Leiker and Weigel. Motion carried 3-2.

No further business appearing, the meeting was adjourned.
