Tech insider: Firms halting spread of grisly beheading video

Screen Shot 2014-09-03 at 1.05.44 PMPARIS (AP) — A Silicon Valley insider says tech companies drafted plans to scrub the web after a grisly video showing the beheading of an American journalist by Islamic State militants — and implemented them this week after a second killing.

Video showing the death of James Foley last month ricocheted through social networks in what many feared was a propaganda coup for the extremists. The tech official said Wednesday that a YouTube video showing a second beheading, of American journalist Steven Sotloff, was deleted as accounts and Tweets linking to it were suppressed.

The official, who spoke only on condition of anonymity because companies are grappling with increasing pressure to impose more censorship on the web, did not say whether the developments came at the request of governments or ordinary users.

In July, Goodwill Industries International, on behalf of its members, announced some Goodwill members’ store locations might have been affected by a data security issue. Since that time, Goodwilll has engaged a third-party forensic expert to conduct an extensive investigation. The company announced in a news release Wednesday it also has been working closely with federal law enforcement authorities and coordinating with the payment card brands to determine the facts.

The forensic investigation has confirmed that a third-party vendor’s systems had been attacked by malware, enabling criminals to access some payment card data of a number of the vendor’s customers.

“We want you to know that we have taken steps to secure our customers’ data and we have stopped using the affected vendor to process our customers’ payment cards. We also took immediate action to ensure the malware found on the third party vendor’s systems does not present a threat to individuals shopping at our stores,” the news release stated.

Huelskamp: House to vote on bill to ditch EPA water rule

Rep. Huelskamp
Rep. Huelskamp

WASHINGTON, D.C. – Today, Representative Tim Huelskamp (KS-01) announced that the U.S. House of Representatives intends to vote on H.R. 5078, the Water of the United States Regulatory Overreach Protection Act of 2014, when they return to session this month. The legislation would stop the radical rule proposed by EPA and Army Corps of Engineers to redefine and expand the Clean Water Act. Congressman Huelskamp, a co-sponsor of the bill, issued the following statement:

Related opinion column: Water rule would end farming, ranching as we know it.

“Washington bureaucrats want to regulate every drop of water including road ditches, farm ponds, prairie potholes, swimming pools, water tanks, and rain puddles in Kansas and elsewhere. When this proposed rule was released earlier this year, I immediately joined with 230 of my colleagues, on a bi-partisan basis, to ask the Obama administration to withdraw it. In July, I spoke in favor and voted for the Energy and Water Appropriations bill which included a provision I asked for to defund the rule for the next year. And now I am pleased that House Leadership is scheduling this legislation for a vote as early as next week, so we can continue to push back against President Obama’s radical anti-agriculture agenda. Our farmers and ranchers need to be protected from this Administration’s unprecedented power grab. Washington must ditch this rule.”

Brownback: Davis not credible on water issues

TOPEKA, Kan. (AP) — Gov. Sam Brownback is promising to finish work on a 50-year water conservation plan for Kansas if he’s re-elected this fall.

The Republican governor also said Democratic challenger Paul Davis has no credibility on water issues because he showed no interest in the subject as a legislator.

Brownback held a news conference Wednesday on a boat ramp on the Kansas River to discuss water policy and protecting the state’s natural resources. It’s the last piece of his re-election campaign platform. His administration is already working on a 50-year water plan and expects to roll out pieces of it next year.

The governor says his administration already plans to issue $20 million in bonds for reservoir dredging.

Davis campaign spokesman Chris Pumpelly did not immediately return a message seeking comment.

Salina to lease hangar for Bombardier Test center

SALINA, Kan. (AP) — The Salina Airport Authority will lease part of an oversized hangar at its airport and make improvements that will allow the Bombardier Screen Shot 2014-09-03 at 9.33.04 AMFlight Test Center of Wichita to consolidate its operation.

The board voted Tuesday to offer a two-year lease to Bombardier and make $622,703 in repairs to the hangar, a taxiway and apron.

Bombardier will lease about 27,000 square feet of the 130,000-square foot hangar known as “Big Bertha” in Salina. It can house aircraft with wing spans over 200 feet and tail heights up to 58 feet.

The flight test center will consolidate its operations into one building. It currently leases 10 buildings in the Salina airport industrial center.

The Salina Journal reports Bombardier will pay $188,100 a year for the lease, which begins Oct. 1.

Court concerns knock N.E.W. building off county’s list

By JONATHAN ZWEYGARDT
Hays Post

After accepting a bid for construction on the Ellis County Courthouse/Law Enforcement Center project Tuesday night, Ellis County commissioners continued discussing temporary office space to house staff during construction.

The county had proposed moving staff to another location in an effort to save time and money on the project.

At Tuesday’s commission meeting, Andrew Pitts from Treanor Architects said moving all staff from the courthouse and LEC during construction would cut construction time in half and save “hundreds of thousands of dollars.”

The county recently identified the former N.E.W. call center building as a potential location for temporary office space during the year-long renovation.

But because all departments would share the same space, staff has privacy and ethical concerns.

District Judge Ed Bouker told the commission ethics require judges be not exposed to evidence that might come before them in court.

“It just simply doesn’t look good if we are seated right next to or intermingled with law enforcement and the county attorney and then try a case they are presenting,” Bouker said.

County staff plans to look at a few more possible locations this week.

A second location would allow the county to house court staff and judges in the basement of the Administrative Center at 718 Main while law enforcement and attorney staff are at a separate location.

The commission voted to accept a $7.169 million bid for the courthouse/LEC project from MW Builders of Kansas City.

The bid includes remodeling the courthouse and the LEC first-floor entry and office.

Students awarded degrees from FHSU after summer 2014 term

FHSU University Relations

Local students are among the 337 who completed associate, bachelor’s or graduate degrees at Fort Hays State University in the summer 2014 term.

Degrees are listed with majors and areas of emphasis.

FHSU does not release the lists of undergraduate and graduate degrees until transcripts have been verified as having met all requirements for graduation. This is a labor-intensive process that delays FHSU’s release of names by several weeks.

FHSU

Graduates are arranged alphabetically by home county and city. Students from other states and countries are included only if they were on-campus students.
