After the Community Improvement District at the Hays Mall was passed in November, Hays city commissioners had several questions left unanswered about the city’s overall CID policy. At Tuesday’s work session, commissioners will discuss the policy and potential changes.
The current policy allows applicants to use a CID — a special sales tax — for expenses that will cost at least $250,000 in order to promote economic development or tourism in Hays.
According to agenda materials, “it was assumed” the CID at the mall would be used to compliment other funds provided by the developer, but it was not. One commissioner noted developers had “no skin in the game.” One topic at the work session will include discussion about placing a requirement that would limit, by percentage, the amount of a project that could be funded with a CID.
Other agenda items include:
• Establishing a benefit district at Coolidge Court and Adams Drive in order to pay for sewer and sanitary expenses. The project is expected to cost approximately $550,000. If approved, 70 percent of the projects will be special-assessed while the remaining 30 percent will be paid in full by the developer, Western Plains Service Corp. The project is part of a 20-year plan.
• Vacating a utility easement in the RAG Addition due to the fact the plot will not require any Midwest Energy utilities.
• Awarding a bid for an air compressor for $22,000.
