City commission to discuss R9 Ranch agreement at meeting

Hays city commissioners are set to vote Tuesday night on an Interlocal Agreement that addresses terms of the proposed R-9 Ranch in Edwards County.

The City of Russell has an 18% stake on the property and Hays owns the remaining 82%.

If the project goes forward, the agreement states that Hays will pay all of the costs for acquisition and construction of the water source. Under the agreement, Russell agrees to lend legal and public support to the effort, provide all necessary approvals or documents in order for the project to move forward and to cooperate with Hays in support of the project. The agreement also states that the city of Hays agrees to keep Russell informed of progress, provide consideration to Russell’s legal counsel regarding the project, provide them with “reasonable advance notice” on any affirmative action that needs to take place and maintain a detailed accounting report of the project.

The city of Russell has already adopted the agreement and if Hays commissioners approve the agreement, it will be sent to the Kansas Attorney General’s office for approval.

During their Dec. 23 meeting, Hays city commissioners will also consider:

-Annexing and rezoning lots 5 & 6 of block 3 in the North Hays addition from A-L to C-2.

-Approving the 2014 Boundary Resolution. The only major change to the boundary resolution was the annexation of the Geist Addition from Canterbury to Wheatland.

The meeting date was changed to Tuesday because of Thursday’s Christmas holiday.  It starts at 6:30p.m. in Hays City Hal.

Kansas law examined in dispute over county board

BrownbackTOPEKA, Kan. (AP) — Gov. Sam Brownback wants state legislators to rewrite an obscure law that required him to fill two newly created seats on the Saline County Commission and have voters fill similar vacancies in the future.

A local lawmaker promised Monday to pursue the issue.

The Republican governor faced criticism over the Saline County appointments because his office refused to release candidates’ names before announcing his choices last week.

The dispute also highlighted how the governor fills the vacancies when local voters expand their county governing boards. Saline County enlarged its commission in November from three to five members.

Brownback said local voters should fill the new seats. State Rep. and Salina Republican J.R. Claeys said he will work with Brownback on a bill during the legislative session opening Jan. 12.

Brittany Lang, coordinator of the annual Hays Community Christmas Dinner, has a vision.

“To provide an atmosphere where the community can be gathered together to celebrate the true meaning of Christmas, and that is celebrating the birth of Jesus,” she said.

“Often times during this time of year, it can become easy to get wrapped up in the ‘busy-ness’ of the Christmas season. The Christmas Dinner helps to put things back into perspective and provides a sense of peace in a friendly family atmosphere,” added Lang.

The sixth annual Community Christmas Dinner will be held Dec. 25 at the Hays VFW, 2106 Vine. According to Lang, the VFW donates the venue and the Sons of the VFW donate their time cooking the meal. Additional costs are paid by financial donations from the community.

Lang said it is solely donations and volunteers that have kept the Community Christmas Dinner a success. This year, volunteers are asked to provide desserts.

“The Community Christmas Dinner is not affiliated with any specific organization or church and everyone is welcome to attend,” Lang emphasized.

Last year about 625 people enjoyed the free meal served at the VFW and also available as takeouts and deliveries. The crowd was considerably larger than that in 2012 when 375 people participated.

A change will be made this year to accommodate the growing number of diners.

Two buffet dinners will be served–the first at 11:15 a.m. and the second at 12:30 p.m. Thursday. Two serving lines will be set up for each dinner.

The first Hays Community Christmas Dinner was held at the Hays National Guard Armory, said Lang, with about 70 community members served.

Kansas man dies in rollover accident

Fatal crashBURDICK – The Kansas Highway Patrol has released details of a fatal rollover accident that occurred just after 8:30 p.m. on Saturday in Morris County.

The KHP eported a 2002 Dodge Durango driven by Chase A. Kniebel, 21, Herrington, was traveling eastbound on BB Road one mile west of Burdick.

The vehicle went into the north ditch, through a fence, rolled several times and came to rest in a pasture. The driver was ejected.

Kniebel was pronounced dead at the scene and transported to Penwell-Gabel Funeral Home.

The KHP reported he was not wearing a seat belt.

Severe Internet outage in North Korea; is U.S. responsible?

WASHINGTON (AP) — North Korea is experiencing widespread Internet outages. One expert says the country’s online access is “totally down.”

It’s not immediately clear if the Internet connectivity problems were an act of retribution for a major intrusion at Sony Pictures Entertainment that the FBI last week linked to North Korea.

President Barack Obama on Friday said the U.S. government would respond but didn’t say how.

The White House declined to comment Monday. State Department spokeswoman Marie Harf told reporters that of the federal government responses, “some will be seen, some may not be seen.”

Doug Madory director of Internet analysis at Dyn Research, said the Internet connectivity problems were discovered in the last 24 hours and have gotten progressively worse to the point that “North Korea’s totally down.”

Merry Christmas to you all! I wanted to touch base this week and give you what I know, so that you can plan your busy week accordingly, so here we go:

Today: The residents of the Ellis Good Samaritan Center will be attending their Christmas Party today at 2:30pm. Arthur’s Pizza & Mexican Foods is having a Half Price Sale today and tomorrow. I know the kids (well, mine anyway!) are dying to eat at Arthur’s, so why not take them today! They will love you for it and as a bonus to you-NO DISHES!! Whoop! Whoop!! Also today and Tuesday, visit the Golden Belt Bank for their Christmas Open House. Jeff, Nathan, Mary Kay, Andrea, Vanesa, and Sandy want to wish you all a very Merry Christmas, and if I know those girls, there’s some pretty tasty treats to boot!

Tuesday: Today is Ugly Sweater Day at the Ellis Good Samaritan Center. If nothing else happens today, head out to the Good Sam and have a chuckle with the residents while you check out the …umm, beautiful sweaters.

Wednesday: It’s Christmas Eve! If you aren’t finished shopping, you’d best hurry! Santa will be packing up his sleigh and giving everything the once-over to make sure he’s ready to fly later on. Make sure you have cookies and milk ready for the night. The Ellis Church’s will all be having Christmas Eve Services. The following is the schedule that I have now:

Lunchtime collision near Pizza Hut

At least one person was transported to Hays Med following a two-vehicle collision about 12:25 p.m. today in a northbound lane next to Pizza Hut, 2102 Vine.

Reports from the scene indicate a woman in one vehicle was transported  to the hospital by Ellis County EMS.

One of the cars was disabled and had to be towed from the scene.

BBBS annual bike giveaway delivers miles of smiles

Twenty kids in Ellis County are enjoying new and refurbished bikes thanks to the annual bike giveaway from Big Brothers Big Sisters of Ellis County.

Squeals of delight filled the BBBS parking at 1301 Pine Street last Tuesday as the kids and their families showed up to receive the donated new and refurbished bikes.

“It is wonderful to see,” said BBBS Match Specialist Lexi Gardner.  “Many of the kids do not know they are getting a bike so it is wonderful to see their excitement and it is great to hear ‘Oh, that is the one I wanted when they see their name-tag.'”

Hays resident Melissa Kolb enrolled her two boys, 6 and 7 years old, into the program in October.  Though neither boy has been matched with a Big Brother yet, they each received bikes from BBBS this year.

Kolb said she is thankful for the early Christmas gifts and even more thankful for the BBBS program.

“(My boys) are so just excited to be matched with somebody. They really need a male role model in their lives and I could not do it without the help of the community, that is for sure.”

Gardner said there are 40 “Littles” waiting to be paired with a Big Brother or Big Sister. Families or couples can also become matches for kids, Gardner stressed.

Railroads seek one-person crews for freight trains

OMAHA, Neb. (AP) — When American freight trains delivered cargo after World War II, they commonly had seven people aboard — an engineer, a conductor, up to four brakemen and a fireman.

Since then, trains have grown much longer. And crews have been reduced in size — to five people in the 1970s and two in 1991. Now U.S. railroads want to put a single person in charge of today’s huge locomotives.

For now, freight trains generally have two people aboard — an engineer who drives the train and a conductor who oversees the long line of cars. Railroad executives want to reduce that to a lone engineer, saying advances in safety systems could keep the risks to a minimum.

Labor groups, some federal agencies and people who live near rail lines are skeptical.

Kansas City, Mo. – Fort Hays State’s Kate Lehman has been named the MIAA Women’s Basketball Athlete of the Week.

A triple-double highlighted Lehman’s week, as the senior averaged 21 points, 7.5 rebounds and 6.0 blocks in two games, helping the Tigers move their win streak to nine games. Against Kansas Wesleyan (W, 102-49), Lehman played just 19 minutes, scoring 31 points (her second 30-plus scoring effort of the season) with 10 rebounds and a career-high 11 blocks for her third career triple-double. In the game, Lehman moved to No. 4 on the NCAA Division II Career Blocks Record List (now has 425 in her career). Against Northwest Missouri State (W, 71-55), Lehman again reached double-digits, scoring 11 points to go with five rebounds. The 6-4 senior center is a native of Newton, Kan. where she competed at Newton High School.

KFIX Rock News: Paul McCartney Admits Writing For Video Games Is Easier Than Playing Them

Paul McCartney dropped by The Tonight Show Wednesday to plug his new single, “Hope for the Future,” which he wrote for the popular video game Destiny. Paul also admitted to host Jimmy Fallon that while it wasn’t hard for him to write the music for a video game, he’s pretty clueless when it comes to playing them.

When Fallon brought up playing the popular video game Rock Band, which contains some songs from McCartney’s former band The Beatles, the 72-year-old rock legend confessed he’s not very good and added, “It’s very hard.”

“My grandkids play and they kill me every time,” McCartney explained, then added, “But I say, ‘I wrote it.'”

McCartney’s no stranger to writing music for other projects. He also penned the theme song for the 1973 James Bond movie, Live and Let Die, and told Fallon he enjoys the challenge.

“It depends how you think of songwriting,” he explained. “I kind of think of it in a way like a craft. So I like writing songs, very personal songs just for me, but I also like when someone asks me like that, you know…It’s a bit of a challenge.”

With Christmas right around the corner, Fallon asked Paul to name some of his favorite holiday songs.  The veteran rocker said “The Christmas Song” by Nat King Cole and “‘Wonderful Christmastime’ by Paul McCartney.”

One hospitalized after 3-vehicle crash

Screen Shot 2014-07-03 at 5.13.15 AMWICHITA- One person was injured in an accident just before 8:30 a.m. on Monday in Sedgwick County.

The Kansas Highway Patrol reported a 1998 Toyota passenger car driven by Rocky E. Guice, 37, OK., was southbound on Interstate 235 just south of Central.

The driver lost control of the vehicle. It crossed the median into oncoming traffic and struck a 2004 BMW and a 2014 Mazda SUV.

Guice was transported to St. Francis Hospital. There were no other injuries. The KHP reported Guice was not wearing a seat belt.

Pope issues blistering critique of Vatican bureaucracy

He has denounced how some lust for power at the expense of others, live hypocritical double lives and suffer from “spiritual Alzheimer’s” that has made them forget they’re supposed to be joyful men of God.

Francis’ Christmas greeting Monday to the cardinals, bishops and priests who run the Holy See was less a joyful exchange of holiday good wishes than a sobering catalog of what Francis called the “ailments of the Curia” that he hoped would be atoned for and cured.

Francis has not shied from complaining about the gossiping, careerism and power intrigues that afflict the Vatican. But as his reform agenda gathers steam, he seems even more emboldened to highlight what ails the institution.
