US unveils federal law enforcement profiling ban

WASHINGTON (AP) — The Obama administration is issuing guidelines that ban federal law enforcement from profiling on the basis of religion, national origin and other characteristics.

The Justice Department says it hopes the new policy being announced Monday can be a model for local police departments.

The policy expands upon decade-old guidelines that banned routine racial profiling.

Besides religion and national origin, the new rules will ban profiling on the basis of gender, gender identity and sexual orientation.

But they also contain major exemptions, including exemptions for Homeland Security agents responsible for screening for security at airports and at the nation’s borders.

The guidelines have been contemplated for weeks. But they’re being released amid a national conversation about race and policing brought on the Ferguson, Missouri, shooting and other cases.

Raising a total of $84,953, the 11th annual Christmas4Kids surpassed its goal by nearly $10,000 at Sunday’s fundraiser for Big Brother Big Sisters of Ellis County held at James Motor Co. in downtown Hays.

Nancy Jeter, BBBS executive director, said she is grateful to live in a community that believes in the organization.

“We can truly change lives so we are so grateful for every phone call that came in, every check presentation, and everyone who wants to help children,” she said. “We always think every child deserves a role model and what we can do for these kids is give them a lot of direction, a lot of hope and a lot of purpose.”

Jeter said the funds will go toward paying for background checks for people who want to be Big Brothers or Sisters to youth in Ellis County and for community events hosted by BBBS.

She also thanked telethon emcee — Gary Shorman of Eagle Communications — for putting on yet another costume chosen specially for him when the goal is met. This year, it was the Abominable Snowman.

Shorman said this year’s costume was not as “skimpy” as the princess and elf looks he has pulled off in the past.

“It was a a lot of fun, but I was excited to get out of  the Abominable Snowman outfit. … It was hot,” Shorman said with a smile, adding being a part of the fundraiser is worth every drop of sweat.

“It exciting to know we have a chance to not only help in our community but have fun along the line and highlight some of the great singing and talent we have in the community,” Shorman said. “We always talk at Eagle about ‘Our Community Connected’ — the importance of what we do with our community.

“Our families are all involved in this community and, when we give back, we are really giving back to our own families. … So it one of those things, you give back and it comes right back to you.”

This year’s performers included the Hays High Chamber Singers, TMP Singers, Spirit Ringers Bell Choir and the band Crossroads.  The fundraiser also included a bike-building contest in which a four bikes were given away to youth in the BBBS programs.

HTK architect to discuss facility needs at USD 489 work session

The Hays USD 489 Board of Education work session is scheduled in the library of Roosevelt Elementary, 2000 MacArthur, following a 30-minute tour of the school beginning at 6 p.m. Monday.

Zack Snethen, a representative from HTK architects, will be on hand to discuss specific facilities needs regarding the district’s elementary schools, as well as Rockwell Administration Center and Westside Alternative School.

Snethen will also discuss the building needs of Early Childhood Connections currently located at two locations, 2300 E. 13th and 320 W. 13th.

Hays High School Principal Marty Straub is also on the agenda to discuss curriculum guideline changes scheduled for HHS next year.

Additionally, the board is scheduled to discuss revising administration contracts and the possible sale of district land.

The board will also discuss audit results from the financial firm Adams, Brown, Beran and Ball to be presented at the Dec. 15 board meeting.

Jean Marie Pochop

Jean Marie Pochop, one of twin daughters born to Albin & Rose Margarette Wolkensdorfer, on April 25, 1928 in Atwood, Kansas, departed this life on December 4, 2014 in Hutchinson, KS at the Hospice House.

Jean was a lifelong member of the Catholic Church and a member of the Christian Mothers Alter Society. She retired after 30 years of employment at the USDA office in Atwood.

On August 3, 1966 she married Ralph Pochop.

Preceding her in death were her husband, Ralph G. Pochop; parents; parents-in-law; twin sister, Joan Wolters; brother, Daniel J. Wolkensdorfer; infants, Michael D. Solko & Rebecca S. Solko; Son-in-law, William W. Sligar; brother-in-laws, Frank, Vincent & Victor Pochop, Kenneth Demmer and HG “Pete” Wolters; Sisters-in-law, Mary & husband Fred Lorens, Helen & husband James Douthit, Margaret & husband Stanley Faimon and Agnes Pochop.

Those left to celebrate her life are her son, William J. Solko and wife Rebecca; daughter, Virginia and husband Robert McDowell; step-son, Roger Norbom and wife Janet; 4 granddaughters; 2 grandsons; 2 step-grandsons; 5 great grandchildren; 1 great great grandson; special friend, Schelly Thompson; sisters-in-laws, Carolyn Wolkensdorfer, Angie Demmer, Lucy & Elizabeth Pochop; plus numerous nieces, nephews and other relatives and friends.

Visitation will be 4-6:00 p.m. Monday, December 8, 2014 at Baalmann Mortuary, Atwood, with a Vigil service at 6:00 p.m. Funeral Mass will be 10:00 a.m. Tuesday, December 9, 2014 at Sacred Heart Catholic Church, Atwood. Public hearing set on proposed scrap metal facility in Hays

The Hays Area Board of Zoning Appeals will conduct a public hearing at 8:15 a.m. Wednesday to gather input on a proposed recycling facility within the city.

F&F Iron & Metal Co., which operates similar facilities in Norton and Garden City, is proposing building the facility at 1201 General Custer, construction that would require a special-use permit.

The facility would include recycling, collection and processing of scrap metal.

F&F representatives presented the idea at the appeal board’s Nov. 12 meeting, where members asked questions about noise and the appearance of the facility.

EXPLORING KANSAS OUTDOORS: Don’t wake a sleeping skunk

Every kid who’s ever set a trap has caught a skunk at one time or another, or in my case, often. Trapping without ever catching a skunk would be like a dog never peeing on a tire; it ain’t gonna’ happen!

I work in maintenance at a large retirement/nursing home and have lost count of the stories I’ve heard the old guys tell of getting sprayed by skunks as they checked their traps on the way to school, then getting sent home because they reeked. I used to wonder if they let it happen on purpose just to get sent home, but I’ve since come to my senses.

Pure skunk essence is a valuable ingredient in many lures & scents used by trappers and can be sold to large trapping supply houses, and skunk fur is actually very nice and silky. Thus many diehard trappers use a hypodermic needle to extract the essence from the skunks they catch, then skin and stretch the pelts. I guess I’m not a very serious trapper, cause’ mine just find their way into the closest fencerow, luxurious coat, expensive pee and all, to spend eternity there beside the possums I catch.

I once met a taxidermist at an outdoor show who had a stuffed skunk as the centerpiece of his display. He had it rigged so he could press a switch of some sort under the table and the skunk’s tail would suddenly rise. He’d wait until a crowd of people were gathered around the skunk, (which happened often,) then he’d press the switch and watch the crowd gasp and run, clutching the seats of their britches as they headed for the nearest johns. I know another taxidermist who has a stuffed skunk mounted on top of a radio controlled car body so he can “drive” it around the room at will. When he goes to shows he keeps it hidden under the table, then suddenly runs it out through the crowd. Talk about an attention getter! I honestly think a fire alarm would get less attention.

I’ve had some interesting adventures involving skunks in traps. Looking back, I can call them interesting now, but at the time my descriptions were slightly different. Skunks are fairly laid back critters and if caught in an enclosed or covered cage trap can usually be carted away in the trap and unceremoniously dumped somewhere without incident.

Some years ago as a new trapper I caught one in a large cage trap set for bobcats, possibly a first for both me and the skunk. As I slowly approached the cage, the silly thing ran to the back and began an acrobatics display fit for a circus. First up one side, across the back by its front claws then down the other side it went, twirling like a little black and white ballerina. With great effort and a long stick I got the cage door propped open, then turned and ran cause’ I knew Pepe’ would be charging the open door for his freedom. At a safe distance I turned to watch, and there it still hung like Spiderman on the inside of the cage. My next plan involved rushing the cage, arms flailing and shouting at the top of my lungs, hoping to scare the critter out the open front door.

It didn’t take me long to see how this would turn disastrous and the maneuver was called off in mid-charge. I had other traps to check, so I opted to leave for awhile, then just stop on my way back through and reset the trap after Pepe’ had vamoosed. A half hour later I found it still in the trap, curled up in a fuzzy little black and white ball in the back corner of the cage. I finally just left and the thing vanished sometime over night.

My latest encounter was just last season. A short distance from town I had a large skunk caught in a foothold coyote trap. Despite most people’s thinking, foothold traps usually cause a critter no more than a sore foot for awhile, but this skunk appeared to be stone cold dead. I stood and marveled at its beautiful silky fur as it rippled in the wind, and tried to figure what had caused its demise. It had the trap completely covered so I needed to push it aside to remove it and prepare it for the fencerow.

Like I said before, both the skunk and the trap were going to stink already, and not anxious to drive home again in my stocking feet, I found a nice sturdy stick to roll it out of the way. I don’t know who was most surprised, the sleeping skunk when I poked it with the stick or me when it suddenly jumped to its feet! This encounter did not end in disaster (for me) but it gave new meaning to the old cliché’ “Things are not always as they seem.”

I’ve never understood how the term “skunked” came to mean basically getting nothing, as in getting “skunked” on a fishing trip. They are amazing little creatures that are very good at doing what God created them to do. Their fur is soft and silky, their essence is prized by trappers and they’re actually fun to watch as they waddle along. But if you ever get “skunked” by messing with one, I guarantee you’ll get way more than nothing!

Page wins individual title, six Tigers place at Bob Smith Open

Fort Hays State’s Trey Page claimed an individual championship at 285 pounds while six wrestlers place in the Top 4 at the Bob Smith Open on Sunday, Dec. 7. Adam Ludwin, Bradley Little and Jon Inman took second at the event, while Garrett Jones and Cash Drylie were fourth.

As a team, the Tigers went 72-51 on the afternoon, picking up 17 falls – second most in the tournament behind Nebraska-Kearney (19). Additionally, FHSU had a tournament high four technical falls on the day, including three straight from Page.

Page’s first tech fall came by shutout, a 16-0 victory over Oscar Soto (NW Kansas Tech).  From there, Page (285) posted another shutout, taking down Shawn Beeson of NE Oklahoma A&M, 15-0. His third and final tech fall of the day was another shutout (17-0) over Riley Fielder (Oklahoma City).  In the semifinal, Page’s match with Tuli Laulu (Adams State) was a narrow 5-3 decision, but the senior heavyweight returned to his dominant ways in the finals, knocking off Ivan DeLeon (Nebraska-Kearney) by major decision, 13-3.

Ludwin’s day began with a bye in the first round before he picked up an 8-2 decision over CSU-Pueblo’s Gage Currier in the second round.  In the quarterfinals, Ludwin (125) won by decision (6-4) over Quinton Harrison (Bethany), setting up a rematch of Friday night’s contest against Zach D’Amico (Central Oklahoma).  Though he dropped the Friday contest, 2-1, Ludwin picked up a revenge victory over D’Amico to reach the finals, shutting the Bronchos’ 125-pounder out, 6-0.  In the finals, however, Ludwin ran out of steam, dropping a 7-2 decision in overtime to Aaron LaFarge of Oklahoma City.

After a first round bye, Little (165) won by major decision (12-3) over NE Oklahoma A&M’s Danny Carrilla in the second round before taking down Jonathan Blackwell (Bethany), 8-3, in the quarterfinals.  Little reached the finals with a pin in 6:24 over Colby CC’s Gavin Grater, but saw his run come to an end in the finals, falling to Zach Skates (Oklahoma City), 6-2.

Inman (184) looked unbeatable early, picking up two straight falls over Trevor Whitaker of Bethany (6:57) and Anthony Ball of CSU-Pueblo (4:43), before rolling through the quarterfinals with an 11-4 decision over UNK’s Zach Stodden.  In the semifinals, Inman doubled up NE Oklahoma A&M’s Brock Warren, 12-6 to square off with Division I opponent Aaron Studebaker of Nebraska. Up early in the match, a late takedown by Studebaker ended Inman’s day in second place by 6-5 decision.

Garrett Jones and Cash Drylie each made the quarterfinals of their respective brackets, and after dropping to the consolation bracket, wrestled their ways back to the third place match.  Once there, Jones fell by decision, 8-3, to Gerald Huff (Adams State) and Drylie dropped a 12-5 contest to Miguel Tovar (Oklahoma City).

The Tigers continue the tournament portion of its regular season schedule next weekend (Sunday, Dec. 14) at the Newman Invitational in Wichita, Kan.  Last season, the Tigers won the team title despite any individual championships, though nine Tigers made the championship matches.

Governor has spot on Kansas appeals court to fill

Kansas Supreme courtTOPEKA, Kan. (AP) — Gov. Sam Brownback says he’s working on filling a vacancy on the Kansas Court of Appeals created when one of its judges was appointed to the state Supreme Court.

Brownback says he expects to name a nominee well before the early February deadline set by state law.

A seat is open on the 14-member Court of Appeals because Brownback named Caleb Stegall to the Kansas Supreme Court. Stegall was sworn in Friday.

The conservative Republican governor will be making his fourth appointment to the Court of Appeals.

Under a 2013 law, the governor appoints the appeals judges, subject to Senate confirmation. Stegall was Brownback’s chief counsel before being named to the Court of Appeals last year.

Police: Speed a factor in fatal Kansas crash

FatalWICHITA, Kan. (AP) — Wichita police say a man has died in a single-vehicle crash after losing control of his vehicle.

Sgt. Paul Kimble tells KFDI-FM  speed was a factor in the Sunday crash. He says the man was in his mid-20s.

His identity hasn’t been released.

Police say the driver lost control of his vehicle before veering off the road. He was pronounced dead at the scene.

Kimble says investigators will try to download information from the vehicle to determine how fast it was going.

Man fatally shot in western Kansas parking lot identified UPDATE

GARDEN CITY, Kan. (AP) — Police have identified the victim of a fatal grocery store parking lot shooting in western Kansas.

Garden City Police say 32-year-old Jeremy Pascascio of Garden City was killed Saturday afternoon at the Dillons store. They say a 21-year-old Wichita man has been arrested and faces a first-degree murder charge in the killing.

Police say the suspect and a woman were in a car when Pascascio approached the vehicle. They say the suspect used a handgun to shoot Pascascio during a verbal argument.

Officers found him with gunshot wounds to his upper body. He was transported to an area hospital where he was pronounced dead. They found the suspect at a local YMCA.

The suspect is being held at the Finney County jail.

GARDEN CITY, Kan. (AP) — Police are investigating a fatal shooting at a grocery store parking lot in western Kansas.

The Garden City Telegram reports that the man was fatally wounded Saturday night. Police reported the man’s death on its Twitter and Facebook accounts, saying that the man’s name will not be released until full family notifications can be made.

Garden City police Capt. Michael Reagle says a suspect is in our custody, but the person’s name wasn’t immediately released.

Kansas man pleads guilty in toddler’s death

CourtNEWTON, Kan. (AP) — A Kansas man has pleaded guilty to involuntary manslaughter in the strangulation death of an 18-month-old girl.

The Wichita Eagle reports  21-year-old Jason Bugner of Newton has changed his plea in the 2012 death of Farrah Pendland, the daughter of his girlfriend at the time.

Authorities say Bugner fastened the girl into a car seat by only its top buckles and placed it on the edge of a futon mattress before he went into another room. They say Bugner later found the car seat partially overturned and the toddler suspended with the car seat strap around her neck.

He originally pleaded not guilty in July.

Bugner faces up to 11 years and four months in prison when he is sentenced in January.

Mobile apps still collect information on kids

WASHINGTON (AP) — It’s been more than a year since regulators came out with new privacy rules for kids’ mobile apps.

But online stores are still flooded with cute and silly software programs that quietly collect vast amounts of data on the youngest consumers.

In July 2013, the Federal Trade Commission began requiring that developers get parents’ consent before collecting information on anyone younger than 13.

Privacy researchers say that overall, the industry is doing better. But a new site, called PrivacyGrade.org, finds that many mobile apps aimed at kids still collect information in ways parents wouldn’t necessarily expect.

So if you don’t want your family tracked by retailers and fast food chains, stick the phone in “airplane mode.” That shuts off the wireless connection, but you’ll risk losing functionality.
