EMPORIA, Kan. (AP) — A suspect in a 2013 Emporia homicide has made his first court appearance after being returned from Mexico.
Gabino Ruiz-Ascensio was in Lyon County court Monday, where a preliminary hearing for the 27-year-old suspect was scheduled for Jan. 8.
Ruiz-Ascensio is charged with first-degree murder and attempted first-degree murder. Police say two men were shot at an Emporia home in April 2013. Twenty-five-year-old Andrian Peralta died three days later, while 22-year-old Michael Koy was injured.

Ruiz-Ascensio was initially arrested on minor charges in Mexico and arrested after a check turned up his warrant in the Emporia case.
Barton County treasurer under fire over lack of distributions
Great Bend Post
GREAT BEND — More than a year ago, the Barton County Treasurer’s Office received new software to conduct transactions. The new system caused frustration and headaches within the department concerning the 2013 audit and delays in the 2015 budget.
“Apparently, the software has struck again,” County Treasurer Kevin Wondra explained to Barton County commissioners Monday.
Wondra’s department found $1.9 million in taxes that should have been distributed in June.
Wondra told the commission his staff must have entered the wrong end dates for the distribution.
“We had four people there, and I can’t imagine how we didn’t go to the correct ending date,” he said.
Wondra also said he has 50-plus checks written out in his office ready to be mailed but had not been sent out as of Monday morning.
Barton County Commissioner Jennifer Schartz recognized the biggest hardship has fallen on the townships and school districts that have been waiting on tax distributions to figure their budgets.
“My job is to distribute the funds we have in there,” Wondra told Schartz. “It didn’t get taken care of and I didn’t go and check the general ledger and make sure it was correct because I don’t have a feel for what the history is or what should be left in there, and I’m not that familiar with the software to know that all these reports are out there.”
Wondra said he and his staff are now aware of a report that will provide a system of checks and balances.
Wondra also said his office has yet to mail out over 30,000 tax statements that county taxpayers need to have paid by the Dec. 20.

Hays Optimists encourage going ‘natural’ for good cause this Christmas

By KARI BLURTON
Hays Post
After a winter storm in Wisconsin delayed delivery of Christmas trees to Hays Friday, local Optimist Club member Gary Wentling is happy to announce the trees arrived Sunday night and the annual Optimist Christmas Tree lot is “ready to roll.”
The annual Christmas tree sale opened Monday afternoon and will continue until the trees are sold out — something Wentling says usually occurs about a week before Christmas.
Wentling said there is good reason to stay away from artificial trees and “go natural” with a tree from the Optimists this year.

“All the profits we make go right back into the community toward our numerous youth projects,” Wentling said.
Wentling said the Optimist Club supports Girl Scouts, Boy Scouts, the Hays Arts Council, the Youth Outdoor Festival, the Hays Public Library’s Children’s Department and more.
Wentling also encouraged parents to make picking out the perfect Christmas tree a family event.
“Bring the family out … we have numerous families who make picking out the tree a family outing … smell that Christmas tree smell on the lot,” he said. “It’s a lot of fun.”
The lot is located in the parking lot of Walmart and is open weekdays from 3 to 9 p.m. and weekends from 9 a.m. to 9 p.m.

House nearing vote on 1-year package of tax breaks
STEPHEN OHLEMACHER, Associated Press
WASHINGTON (AP) — House Republicans are moving to pass a one-year extension of temporary tax breaks affecting millions of businesses and individuals.
Most of the more than 50 tax breaks expired at the end of 2013, so the extension would only run through the end of the month. However, it would allow taxpayers to claim the tax breaks when they file their 2014 returns.
The tax breaks benefit big corporations and small businesses, as well as commuters, teachers and people who live in states without a state income tax.
Senate Democrats and House Republicans were negotiating to make some of the tax breaks permanent, but talks faltered.
A House GOP aide said the House could vote on the package this week. The aide was not authorized to speak publicly about the package.
