TOPEKA, Kan. (AP) — Here are the leaders chosen by Republicans and Democrats in the Kansas House for 2015 and 2016.

House members and members-elect had organizational meetings Monday at the Statehouse.

Republicans will have a 97-28 majority when lawmakers open their 2015 session in January.

Fort Hays student planning International Student Festival

A Fort Hays State University student is “getting the word out” about an International Student Festival planned for March of 2015. The festival will feature a cultural celebration from international students representing thirteen countries around the globe.

“(The international students) will have their food and clothing for display along with some dancing and other presentations from their cultures,” organizer Alyssa Reed said. “The main purpose of the activity is to allow international students and people from the community to get to know each other.

The festival will feature students from FHSU, Thomas More Prep-Marian, Hays High School, The Learning Center and NCK Tech. Reed said the idea for the international festival stemmed from “her love for other cultures.”

“During the summer, I was able to attend the Kansas Women’s Leadership Institute (at the University of Kansas) … and they wanted all of the participants to come back to our communities and do a follow-up program to create some sort of event or activity that we’re passionate about and that will make a difference,” she said.

The event is scheduled for March 28 at the Memorial Union on the FHSU campus. Admission is free, but freewill donations will be accepted for future programming.

 

Kansas House Democrats pick KCK lawmaker as leader

TOPEKA, Kan. (AP) — Democrats in the Kansas House have elevated a Kansas City lawmaker who had been their assistant minority leader to their top leadership position.

Rep. Tom Burroughs won the minority leader’s job Monday in a 17-11 vote over Rep. Jim Ward of Wichita.

Democratic House members and members-elect had to pick a new minority leader for 2015 and 2016 because Minority Leader Paul Davis gave up his House seat to run unsuccessfully for governor.

Veteran Rep. Tom Sawyer of Wichita said the outcome was a vote for the status quo because Burroughs was a part of Davis’ team.

Sawyer also said Democrats believed Burroughs worked hard this year at fundraising and recruiting candidates.

Some lawmakers and legislative aides saw Ward as likely to be more confrontational with Republicans than Davis was.

FBI cautions military members to be on alert

FBI logoWASHINGTON (AP) — The FBI is advising current and former members of the military to review their social media accounts to avoid posts that might attract attention from the group calling itself the Islamic State and its supporters.

A new bulletin from the FBI and the Department of Homeland Security notes that the Islamic State group already has publicly encouraged attacks against law enforcement and military service members.

The FBI says it has information suggesting the Islamic State is looking for “like-minded” individuals in the United States who would be willing to carry out attacks.

The bulletin, which was reviewed by The Associated Press, cites the October attack by a gunman who killed a soldier at Canada’s national war memorial and then stormed Parliament. The bulletin says such attacks might embolden violent extremists.

Hays High, TMP-Marian, Victoria boys; Ellis girls’ ranked in KBCA Preseason Poll

Both the Hays High and TMP-Marian boys basketball teams begin the season ranked in the Kansas Basketball Coaches Association Poll. The Indians, who went 23-2 and finished fourth at the 5A state tournament are ranked third in the 4A Division 1 poll. The Monarchs, who went 13-10 and advanced to the sub-state finals are ranked eighth in 4A Division 2.

The Victoria boys are ranked eighth in 1A Division 1 and the Ellis girls’ are sixth in 2A.

GM recalling 316,357 vehicles to fix headlights

General Motors GMDETROIT (AP) — General Motors is recalling 316,357 vehicles in North America because their headlights can stop working.

The recall affects the Buick LaCrosse sedan and the Chevrolet Trailblazer, GMC Envoy, Buick Rainier, Saab 9-7X and Isuzu Ascender SUVs. All of the vehicles are from the 2006 through 2009 model years.

GM says the low-beam headlights or daytime running lamps could intermittently or permanently stop working. If that happens it increases the risk of a crash.

The issue doesn’t affect the high-beam headlights, fog lamps or turn signals.

GM says it hasn’t yet determined whether the defect has caused any accidents. Dealers will replace the defective headlights for free.

The recall is GM’s 79th in North America this year. The automaker has recalled a record 30.4 million cars and trucks in the region.

FHSU women’s basketball inks three for next season

Fort Hays State women’s basketball coach Tony Hobson announced the signing of three student-athletes for the 2015-16 season. All three are currently seniors at their respective high schools. Joining the Tigers next year will be Tatyana Legette, Carly Heim, and Rachel Doll.

“I think we have a well-rounded signing group for our fall period,” Hobson said.  “We have a good point guard from Hoxie who is a proven winner in Carly Heim, we have a good power forward from the Topeka area in Tatyana, who was was the city Player of the Year as a junior, and in Rachel we have a solid player from Ellinwood who has a good opportunity to be a strong wing player for us.  We expect to sign 2-3 more players in the spring to fill out a strong class.”

Legette is currently in her senior season at Topeka Seaman High School in Topeka, Kan. She was the 2013-14 Topeka Capital Journal City Player of the Year as junior, averaging 14 points and 10.5 rebounds per game and helping her team to a Kansas Class 5A State Tournament appearance. She was an All-State First Team selection by the Kansas Basketball Coaches Association (KBCA) and an All-Class Third Team selection by Kansas-Sports.com, named as one of the top 30 players in the state. As a sophomore in 2012-13, she was named to the KBCA Class 5A All-State Second Team.

Heim is currently a senior at Hoxie High School in Hoxie, Kan. She was a KBCA All-State First Team selection in Class 1A as a junior. She was also named to the All-Class Second Team by Kansas-Sports.com and All-Class Third Team by VarsityKansas.com. She averaged 15 points per game, helping Hoxie to its third-consecutive state championship last year. In three years, she has helped Hoxie to an overall record of 76-1 and a perfect 26-0 record in 2013-14 and 2012-13. She was also a KBCA All-State First Team selection as a sophomore in 2013 and an honorable mention selection as a freshman in 2012.

Doll is currently a senior at Ellinwood High School in Ellinwood, Kan. As a junior, she averaged 12 points per game, earning Kansas Class 2A All-State Honorable Mention honors by VarsityKansas.com.

Judge allows publication of ‘In Cold Blood’ files

WICHITA, Kan. (AP) — A Kansas judge has decided that the son of a deceased Kansas Bureau of Investigation agent can publish his father’s files from the 1959 murders that inspired the book “In Cold Blood.”

Shawnee County District Court Judge Larry Hendricks said in a ruling made public Monday that he made an error when he initially blocked publication of the criminal investigation files in 2012. His decision comes in a lawsuit by the Kansas attorney general’s office against Ronald Nye of Oklahoma City.

The judge ruled Nye’s First Amendment rights to publish his father’s files outweigh government’s interest in maintaining the confidentiality of its investigative records.

Nye’s father investigated the Clutter family murders in Holcomb and kept records at home. Richard Hickock and Perry Smith were executed for the killings in 1965.

Wichita police seek to boost Hispanic presence

Screen Shot 2014-12-01 at 1.58.21 PMWICHITA, Kan. (AP) — A shortage of Spanish-speaking officers has the Wichita Police Department seeking to boost its Hispanic ranks, but turnout at training academies shows there’s much work to be done before the force reflects the makeup of the community.

Though Hispanics now make up 15 percent of Wichita’s population, The Wichita Eagle reports only 45 of the police department’s 602 employees are Hispanic, and only about 20 speak Spanish.

Police Capt. Jose Salcido says the city’s Hispanic population surged after a large hailstorm in 1993 brought roofing crews to town to repair or replace roofs. Many of the workers loved what they found, so they stayed and urged relatives to come there, too.

Officer Erik Guzman says Spanish-speaking residents often are relieved when an officer arrives who can converse with them.

Obama wants more police wearing body cameras

WASHINGTON (AP) — Spurred by the Ferguson, Missouri shooting, President Barack Obama is calling for $75 million in federal spending to get 50,000 more police to wear body cameras that record their interactions with civilians.

However, Obama is not seeking to pull back federal programs that provide military-style equipment to local law enforcement.

The president was making the announcements Monday from the White House during a series of meetings with his Cabinet, civil rights leaders, law enforcement officials and others.

At least for now, Obama is staying away from Ferguson in the wake of a racially charged uproar over a grand jury’s decision last week not to charge the police offer who fatally shot unarmed 18-year-old Michael Brown.

Hays commission OKs benefit district to pave downtown alley

At last Tuesday’s Hays City Commission meeting, commissioners unanimously established a special benefit district for businesses on both sides of the alley west of Allen Street between Seventh and Eighth.

The benefit district will allow all of the businesses within the district to pay for the alley, which has deteriorated due to increased traffic, to be paved over 10 years.

The district was sparked by owners of S&W Supply, who contacted adjacent property owners to garner support for the project. The entire cost of the project will be assessed to those property owners.

According to Assistant City Manager Paul Briseno, the payment for each will depend on how much square footage is adjacent to their property. The project will cost the businesses $60,000 over a 10-year period. An engineering services agreement was also signed with Ruder Engineering and Surveying LLC.

In other business, commissioners:

• Approved purchasing a new recycling truck for $172,849 from Lang Diesel. The old truck has reached the end of its life cycle, city staff said.

Hays fourth on listing of ‘Best Cities for Young Families in Kansas’

An online ranker has placed Hays fourth of its list of “Best Cities for Young Families in Kansas.”

Hays ranked behind Andover, Spring Hill and Mulvane on the list published this week by NerdWallet.com.

“Hays, the largest city in Northwest Kansas, boasts a lively downtown and strong schools, where students consistently score high on achievement and college placement tests. The schools also are known for providing technology — in the middle and high schools, each student has a computer and, in lower grades, every two elementary students share a computer,” according to the article. “When families want to go out, they head to the Chestnut Street District, Hays’ downtown, where dining, entertainment and shopping all come alive. Every July, the city hosts the Wild West Festival, which features fireworks, baseball games and concerts with national artists.”

Quail, pheasant hunting the Army way at Fort Riley

MANHATTAN, Kan. (AP) — Hunters have found that what’s good for Fort Riley is good for them.

The thick brush, rugged terrain and overgrown fields used to train soldiers also provide outstanding wildlife habitat for quail, pheasants, deer, turkeys and even elk.

The 101,000-acre Army base is located in northeast Kansas. The Kansas City Star reports that hunting is permitted on large chunks of acreage on the base where training is not taking place.

John Hill is president of the Jayhawk Chapter of the Quail and Upland Wildlife Federation, a conservation group dedicated to promoting upland game-bird hunting and habitat improvement for the birds. The Kansas quail population has dropped sharply over the years. But Hill says he knows he can still return to Fort Riley and stand a chance of flushing quail.
