Hays City Commission will discuss CID policy, zoning plan

Hays city commissioners will revisit the city’s Community Improvement District Policy at their Thursday night work session.

Mayor Henry Schwaller brought up the idea after commissioners approved a plan in November where mall developers will not provide any capital toward improvements that will be funded through a community improvement district. One idea on the table is to limit the amount of a project, percentage-wise, that can be funded through a CID.

Commissioners will also receive an update on the multi-year capital improvement plan at the Hays Regional Airport. Over the next couple of years, city staff will work to improve the fuel farm, update the snow-removal equipment and improve the wildlife fencing and parking lot.

Most of the projects will be funded through the FAA’s Airport Improvement Program where the FAA provides up to 90 percent of the costs, with the city responsible for the remaining 10 percent. The city is currently in the process of rehabilitating the crosswind runway as part of the plan.

After much discussion over a proposed scrap facility on 13th and General Custer, commissioners will also discuss rezoning some parts of the city. The area where the facility would have been placed is currently zoned as an “I-2,” and it would have fit the standards of that zone.

The Board of Zoning Appeals, however, denied the request because it did not conform to the surrounding property, much of which is residential. This prompted the city to revisit the city’s zoning map and make appropriate changes in 23 locations so they match the surrounding area. City staff is also working with a consulting firm to update the current zoning regulations.

Commissioners will also discuss making changes to city code to meet new stormwater requirements.
