2 Kan. men hospitalized after weekend shooting

JUNCTION CITY -Law enforcement authorities in Geary County are investigating a weekend shooting that injured two men.

Junction City police reported police officers and Sheriffs deputies were called to the KINGZ motorcycle club just before 4 a.m. on Sunday. Upon arrival they found Jackie Oliver 42, suffering from two gunshot wounds.

A man believed to be a second victim in the same incident Derrick Dixon, 24, also received treatment for a gunshot wound at Geary Community Hospital.

Police say both men were transported to other hospitals for additional treatment.

No arrests have been made, and the incident is under investigation according to police.

Norbert Joseph Bollig, 93, Hays, died Saturday, February 7, 2015 at the Good Samaritan Society, Hays.

He was born May 17, 1921 on the family farm North of Ellis, Kansas the son of Jacob and Anna Marie (Graf) Bollig.  On June 24, 1947 he married Margie M. Fahey in Ellis, Kansas.

He was a 1941 graduate and drum major of Trego Community High School and was a U.S. Army veteran of WW II.  He was a truck driver in the oil field and for DOW Chemical for many years.  He was a member of St. Joseph Catholic Church, the Third Degree Knights of Columbus Council #1325, the Bishop Cunningham Assembly Fourth Degree Knights of Columbus, the Hays VFW Post #9076, and the Hays American Legion Post #173.  He loved going to auctions, square dancing, enjoyed computers and CB radios, was very patriotic and was a former adjutant and chaplain with the VFW and American Legion, and loved to spend time with his family and grandchildren.

Survivors include his wife, of the home, three sons, Robert “Bob” Bollig and wife JoAnn of Fairfax, VA, Mick Bollig and wife Suzanne of Hays, Keith Bollig and wife Jennifer of Chicago, IL, three daughters, Sharon Pfeifer and husband Ken of Phoenix, AZ, Glenda Pfaff and husband Randy of Russell, KS, and Rhonda Baker and husband Lyle of Hays, a daughter in law, Josie Gallegos of Ft. Collins, CO,  a brother Julius Bollig and wife Christine of Wakeeney, two sisters, Loretta Billinger of Wakeeney and Armella Mangels of Liberal, KS, fourteen grandchildren and seventeen great grandchildren.

He was preceded in death by his parents, a step father Mike Pfeifer, a son Dennis Bollig, two brothers, William “Bill” Bollig and Rudolph “Rudy” Bollig, a sister Mary Kroeger and a granddaughter Erica Rae Bollig.

Funeral services will be at 10:30 am on Thursday, February 12, 2015 at the St. Joseph Catholic Church, 210 W. 13th.  Burial with military honors by the Hays VFW and American Legion will be at 2 pm at the Kansas Veterans Cemetery, Wakeeney, KS.  Visitation will be from 4:00 until 8:00 pm on Wednesday and from 9:00 am until 10:15 on Thursday, all at the Hays Memorial Chapel Funeral Home, 1906 Pine.  The Bishop Cunningham Assembly Fourth Degree Knights of Columbus will stand honor guard from 5:30 until 6:30 pm on Wednesday at the funeral home.  A parish vigil service will be at 6:30 pm followed by a combined Third and Fourth degree Knights of Columbus rosary at 7:00 pm, both on Wednesday at the funeral home.

Memorials are suggested to the Hays Good Samaritan Society or to the Hays Dog Park, in care of the funeral home. Condolences may be left for the family at www.haysmemorial.com.

Gerald (Jerry) Dean Munsch, 81, died February 7, 2015, at Ness County Hospital, Ness City, Kansas.

He was born January 24, 1934, on a farm southwest of Bazine, Kansas, the son of Henry and Catherine Depperschmidt Munsch. He served in the United States Army for two years and upon returning home worked as a mechanic.

For 30 years, he worked for the power company as Lineman and Line Foreman, retiring in 1995 as the District Manager for West Plains Energy. He was a member of the American Legion Post #152, Ness City, Knights of Columbus San Salvador Council 2624, Bishop Marion F Forst 4th Degree Assembly 1285 Knights of Columbus, Sacred Heart Church Choir for forty years, Sexton for Sacred Heart Cemetery. Former member of the Rotary Club of Ness City, Ness County Country Club and served two terms on the City Council of Ness City.

On October 22, 1960, he married Clara Rose Quint in Ness City, she survives. Other survivors include three sons, Kirk Munsch, and his wife Alice Munsch, California, Maryland, Kris Munsch, Hays, Kansas, Jeff Munsch, and his wife Tammy Munsch, Colorado Springs, Colorado, his daughter, Melissa Dewey, and her husband, Jeff Dewey, of North Platte, Nebraska. Three brothers, Lawrence and Harry Munsch, both of Cheyenne Wells, Colorado, and Robert Munsch, and his wife Mary Ann, of Lawrence, Kansas. Grandchildren, Blake Munsch, Payton Dewey, Sarah Munsch, Isaak Munsch, Avery Munsch, Alex Depperschmidt, Payne Dewey, Ethan Depperschmidt, Pake Dewey. He was preceded in death by four brothers, Joe, Edwin, Ralph and LeRoy Munsch, three sisters, Velma Boltz, Arlene Hanan and Wanita Reinert and his grandson, Blake Munsch.

Parish vigil and rosary will be at 6:30 p.m. Tuesday at Sacred Heart Church, Ness City. Mass of Christian Burial will be Wednesday, 11:00 a.m. at the church. Cremation will take place after the funeral Mass, private burial will be in the Sacred Heart Cemetery at a later date. Friends may call on Monday from 9:00 am until 9:00 pm and on Tuesday from 9:00 am to 3:00 p.m. at Fitzgerald Funeral Home.

Fate of Washington Elementary on USD 489 work session agenda

Hays USD 489 administration and the school board will discuss the possible repurposing of  Washington Elementary, 305 Main, at Monday’s Board of Education work session, scheduled for 6:30 p.m. at Rockwell Administration Building, 323 W. 12th.

The proposed plan calls for the closure of Washington Elementary at the end of the school year to become headquarters for Early Childhood Connections.

According to the presentation, to be explained by Superintendent Dean Katt, students in
Washington’s six K-5 classrooms would be shifted to other schools within the district and Early Childhood Connections staff, 2300 E. 13th, would move into the elementary building.

Parents of Washington students would be offered the chance to rank which school they would prefer their children to attend, and the plan calls for a “transition period” for students and staff to become accustomed to their new surroundings.

The plans call for Munjor ECC services to remain as-is and the summer-food program would remain at Washington.

The administration will also discuss a plan to orientate school board member candidates and evaluate the total costs for activities and classes at Hays Middle School and Hays High School.

Superintendent Dean Katt said his first reaction to the recent announcement by Governor Sam Brownback to cut state funds for public education yet another year was “here we go again.”

Gov. Sam Brownback announced the proposed 1.5 percent cut to K-12 funding on Thursday, along with a 2 percent cut to higher education, just as the House and the Senate forwarded a budget balancing bill to the governor. Brownback’s self-described tax “experiment” has led to a projected $344 million deficit by June 30.

Brownback’s latest proposed cut reduces the base state aid per pupil from $3,852 to $3,810.25 meaning a loss of more than $155,000 for USD 489.

“It’s the just same attack of public education … that we are not doing our jobs, we are wasteful, we are not appreciated and just to start that cycle again,” Katt said. “We are going to run-down public education as much as we can and then complain about the results. … We (USD 489) do an excellent job with what we have, and it’s sad.

“To say the problem is the school finance formula is ludicrous to me, we have a bigger issue and that is (state) revenue and there is not a lot of talk about revenues,” he added. “It’s always what is going to be cut.”

Katt said Hays USD 489 is used to dealing with state funding cuts but said this proposed cut is especially “stressing” as the board agreed to “very difficult” decisions last year such as letting 16 staff members go, raising fees and cutting transportation to make up for lost funds from the state.

“Last year, we did everything we could and worked hard to balance the budget. … We were not in the red and felt good about the direction we were headed, and really started to make some long-term plans,” Katt said. “And now all of this comes up, and it just kind of starts over so that piece is very difficult,”

“We know we are going to make have to do something,” Katt said adding there is not much else to cut besides programs and activities, though “we would not even have what we have” without the tremendous amount of community support who subsidize sports and music programs.

All in all, Katt said he and USD 489 district staff and teachers will do what they have always done — focus on students.

“We are going to continue to focus on providing the best education we can. We will start again … being very frugal with general fund spending and see what happens,” he said. “We are going to focus on the kids and move forward and stay as positive as we can.”

Kansas exports the topic of Hays seminar next month

Learn how to join the global market place and expand Kansas exports when you attend the Northwest Regional Export Promotion meeting on Tuesday, March 10.

The meeting — from 9 a.m. to noon at the Robbins Center’s Eagle Communications Hall at Fort Hays State University, 600 Park — is one of six export promotion meetings offered by Kansas Global Trade Services in partnership with the Kansas Department of Commerce.

The six meetings are part of the ExportNow Kansas Program aimed at local companies with export potential. The program will raise export awareness by connecting communities and companies to export assistance.

Kansas has enjoyed some export success in the past few years, increasing exports by 26 percent between 2010 and 2013. But experts say that 83 percent of global GDP growth will occur outside the U.S. by 2018, and Kansas needs to claim a greater share.

Legislators call for audit of State Eligibility Enforcement System

As the state runs out of money, legislators are running out of patience with a costly computer upgrade that is now almost two years behind schedule.

Lawmakers who sit on the House Appropriations Committee are requesting an audit of the Kansas Eligibility Enforcement System, or KEES, to determine why the system is not fully implemented more than a year after the original target date. The system is intended to knit together programs that determine Kansans’ eligibility for social services, including Medicaid, for greater efficiency.

The state’s information technology office, which is working with government contractor Accenture, reports having spent $93.5 million on the project. While much of that is federal funds, Rep. Jerry Lunn, a Republican from Overland Park, asked Rep. Will Carpenter if he had used his role as chairman of a budget subcommittee to question the Kansas Department of Health and Environment about the spending.

“I would like to understand why they’re behind,” Lunn said. “What’s the money gone to?” “I don’t disagree with you at all,” said Carpenter, a Republican from El Dorado. Carpenter said he had asked KDHE Acting Secretary Susan Mosier those questions and she said testing had revealed some flaws in the system, but a portion should be ready to go live next month. The original target date for KEES was October 2013.

That date came and went. Glen Yancey, chief information technology officer for KDHE, told legislators a few months later that the system was not ready but he was confident it would be sometime in 2014. By November 2014 it became apparent that was not the case. In an update to lawmakers, Yancey said the program was close but not ready for full rollout.

Last month he said the agency was still testing the system and declined to give a new target date for rollout.

Sen. Mary Pilcher-Cook, a Shawnee Republican who chairs the Senate Public Health and Welfare Committee, expressed frustration with the lack of information explaining the continuous delays.

Those frustrations were echoed this week by House Appropriations Committee members, who voted to recommend that the Legislative Post Audit Committee order a comprehensive review of KEES.

Rep. Kyle Hoffman, a Republican from Coldwater, said he hoped auditing the program would spur more accountability on future government IT projects. “I’ve been here five years, and it seems like every one of these IT programs is millions of dollars and then it doesn’t work in the end,” Hoffman said.

5 hospitalized after I-70 collision in Trego County

WAKEENEY- Five people were injured in an accident just before 8:30 p.m. on Sunday in Trego County.

The Kansas Highway Patrol reported a 2001 Chevy Malibu driven by Kaela Angelique Thomas, 23, Wichta, was westbound on Interstate 70 just west of Riga Road and rear-ended a 1997 GMC Sierra driven by Amber Marie Zahn, 23, WaKeeney,

Zahn, Thomas, two children in the Malibu and a passenger in the GMC, Mable J Malloy, 44, Hutchinson, were transported to

Trego County Lemke Memorial Hospital.

The KHP reported all were properly restrained at the time of the accident.
