United Way thanks community for 2014 campaign

The United Way of Ellis County would like to thank all of the generous businesses and individuals that chose to support dedication to youth success, family stability, and community health and safety by giving over $450,000 during the 2014 annual campaign.  While the campaign did come in short of the $490,000 goal, we are, again, humbled by the generosity of those in Ellis County.

Terry Siek, the 2014 campaign chairman said, “The United Way of Ellis County always sets its sights high because we’ve seen local poverty tick up along with requests for help. We stretch our goal to try and meet as many needs as possible.  With the tighter local economy, and the retirement of many loyal United Way supporters, the fact that we were able to achieve the amount we did is just outstanding.”

Your dollars make a difference here at home.  Just a few of the accomplishments reported from last year’s projects included 282 at-risk students meeting or exceeding academic expectation, 527 students improving their attitude towards learning, and over 500 kids actively working for positive civic behavior. From Family projects, over 100 families were kept from homelessness, 117 individuals were helped in gaining new employment, and 30 individuals saw their lives turned around and qualified out of public assistance. Living United creates possibility for many within our community.

Kan. House leader: No debate on religious objections bill

TOPEKA, Kan. (AP) — Kansas House Speaker Ray Merrick says he’s not planning to have his chamber debate a bill aimed at protecting college religious groups that want to limit their membership.

Merrick said Wednesday that the House must concentrate on closing a budget shortfall and drafting a plan to raise new revenues.

The Stilwell Republican’s comments came hours after the American Civil Liberties Union and other groups said during a news conference that the bill would force state colleges to financially support discrimination.

The bill would prohibit state colleges from providing resources to groups for requiring leaders or members to profess certain religious beliefs or adhere to a faith-based code of conduct.

Supporters say the measure ensures that groups can operate in line with their beliefs. The Senate passed it last month.

Kansas governor, top GOP lawmakers at odds over income taxes

TOPEKA, Kan. (AP) — Republican Gov. Sam Brownback and top GOP legislators are at odds over reconsidering an income tax break for business owners enacted by lawmakers three years ago.

Senate President Susan Wagle of Wichita and House Taxation Committee Chairman Marvin Kleeb of Overland Park said Wednesday that a reconsideration of the policy will get a serious look.

Brownback and lawmakers must close a projected budget shortfall that legislative researchers peg at $422 million for the fiscal year beginning July 1.

The state slashed personal income taxes in 2012 and 2013 at Brownback’s urging to stimulate the economy. It exempted 281,000 business owners and 53,000 farmers from income taxes.

Brownback said Wednesday that he wants to preserve the policy. He said among other alternatives, he’ll push legislators to eliminate income tax deductions instead.

New state ABLE savings program for disabled Kansans

TOPEKA–State Treasurer Ron Estes thanked Governor Sam Brownback Thursday for signing HB 2216 for the Kansas Achieving a Better Life Experience (ABLE) Savings Program.

The program, introduced by Kansas State Treasurer Ron Estes and Representative Erin Davis (R-Olathe) in January, is an initiative that will provide individuals living with disabilities a new way to save for their future.

“I’d like to thank Governor Brownback, Representative Davis, Senators Baumgardner and Smith; Jawanda Mast, and the many disabled advocacy groups for their support of this initiative,” said Kansas State Treasurer Ron Estes in a news release. “The signing of this bill marks yet another milestone for the Kansas ABLE Savings Program as it marks one step closer to our end-goal of helping Kansans living with disabilities take charge of their future.”

The Kansas ABLE Savings Program will be administered by the State Treasurer’s Office and will allow disabled individuals and their families to save for their child’s future education, health and wellness costs, housing, transportation and related expenses in a tax-deferred savings account comparable to a Roth IRA.

“Under current law individuals with disabilities face significant challenges when it comes to maintaining employment and living an independent life since access to certain Federal support programs like Medicaid and Supplemental Security Income can be lost if they exceed an asset ceiling limit of $2,000 in savings,” explained Estes. “This restriction is particularly concerning as it makes any degree of long-term financial planning extremely difficult and creates a disincentive to work.”

Assets in ABLE accounts will be sheltered from asset tests for Medicaid and Social Security Disability benefits within limits established by federal legislation.

Children and adults whose disability occurred before age 26 and who meet Social Security disability standards or have a disability certification will be eligible to have an ABLE account. Friends and relatives will be able to contribute up to $14,000 per beneficiary each year.

“Now that we’ve worked our way through the legislative process, we plan to immediately shift efforts to the nuts and bolts of building this program and will continue to see this initiative through to the finish line,” said Estes.

Kan. prosecutor: No felony charges against Cowboys’ Randle

WICHITA, Kan. (AP) — Kansas prosecutors say there is not sufficient evidence to bring felony charges against Dallas Cowboys running back Joseph Randle after a domestic disturbance.

Sedgwick County District Attorney Marc Bennett said Wednesday his office has completed its review of the Feb. 3 incident involving Randle and the mother of his child at a hotel in Wichita.

The case may still be referred by police to the city prosecutor’s office for potential misdemeanor charges.

A former girlfriend, Dalia Jacobs, told police Randle brandished a gun and broke a car window during the altercation. She filed for a protective order the next day, claiming Randle pointed a gun at a vehicle with their son and Jacobs’ friend inside.

Cowboys spokesman Rich Dalrymple said the team would have no comment.

Kansas teenager drowns in Neosho River

BURLINGTON, Kan. (AP) — Authorities say a 13-year-old boy has drowned in a river in eastern Kansas.

The Coffey County Sheriff’s Office says in a news release that Matthew Edwards of Burlington drowned Tuesday evening in the Neosho River in Burlington.

Numerous agencies responded to the river and worked for about an hour to recover the teenager from the water.

Details about what led to the boy’s drowning were not released.

2 Kansas men hospitalized after SUV hits trees

TOWANDA – Two Kansas men were injured in an accident just before 8:30 a.m. on Wednesday in Butler County.

The Kansas Highway Patrol reported a 2001 Jeep SUV driven by Kyle L. Fredericks, 22, Wichita, was northbound on Adams Road just north of Kansas 254 near Towanda at a high rate of speed.

The driver lost control of the vehicle. It left the roadway and struck two trees.

Fredericks and a passenger Tyler Zimniak, 30, Sedgwick, were transported to St. Francis Medical Center.

They were not wearing seat belts according to the KHP.

Investigation continues on body found in Salina

SALINA – Authorities are awaiting autopsy results to determine the cause of death of a man found in a lean-to just east of downtown Salina on Tuesday afternoon.

Police Captain Mike Sweeney said officers were sent to the 200 block of South 4th just before 3 p.m. on the report of a dead person.

“The body of a black man was found by the property owner,” said Sweeney.

Police have not released the name of the man, and there was no obvious sign of trauma to the body.

The case currently is being investigated as an unattended death.

ACLU, other groups decry Kansas religious objections measure

TOPEKA, Kan. (AP) — The American Civil Liberties Union and other critics say a legislative proposal in Kansas aimed at helping campus religious groups would force state colleges to financially support discrimination.

The ACLU, Equality Kansas, Mainstream Coalition, National Organization for Women and Americans United for Separation of Church and State had a news conference Wednesday to decry the measure.

The bill would prohibit state colleges from refusing to recognize or provide resources to groups for requiring leaders or members to profess certain religious beliefs or adhere to a faith-based code of conduct.

The Senate passed the measure last month.

House Majority Leader Jene Vickrey called it a common-sense bill.

But the critics said the measure would give groups a right to public financial support even if they discriminate based on race or gender.

The Hollywood Reporter quotes VH1 executive Susan Levison as saying the return of “The Osbournes” reality show is “not going to happen.”

She says the Osbourne family has been “absolutely lovely” and they’d love to figure out a way to make it work in the future.

The original run of “The Osbournes” ran for four seasons on MTV.

Sheriff investigating copper theft from Ellis County business

The Ellis County Sheriff’s Department is investigating the report of wire theft at business in Ellis County over the weekend.

According to Sheriff Ed Harbin, someone took wire stored at Karst Water Well Service in the 2200 block of East Eighth.

Harbin said an unknown amount of the wire was taken, and he believes the thieves were after the copper in the wiring.

The wiring had blue sheathing and had “Quality work done by Karst Water Well Service” on it, he said.

While there have not been many reports of wire theft in Ellis County, Harbin said it does happen and, in this case, he guessed the thieves “won’t make a fortune,” but said “it had to be worth their effort.”

He encouraged anyone with information on the stolen wire to contact the Ellis County Sheriff’s Department at (785) 625-1040.

There are no suspects at this time.

City of Hays hires new director of Convention and Visitors Bureau

Hays City Manager Toby Dougherty on Wednesday announced Rick Rekoske has been named director of Convention and Visitors Bureau position for the city of Hays after a national search was completed. He will assume his duties May 26.

Rekoske has served as the community development director for the city of Bel Aire since 2013. Prior to his employment with Bel Aire, Rekoske served as finance and marketing manager for the city of Wichita’s Transit Department, and as the community development coordinator for city of Wichita’s Old Cowtown Museum.

Rekoske holds a bachelor’s of general studies and a master’s of public administration from Wichita State University.

“Mr. Rekoske brings energy, enthusiasm, and diverse experience to the position,” Dougherty said. “He has demonstrated a unique ability to create successful outcomes, with limited budgets, by organizing collaborative and creative efforts. He is community minded and will be a great asset to the city of Hays.”

Rekoske will replace the previous director of Convention and Visitors Bureau, Jana Jordan, who retired after 26 years with the city of Hays.
