HACC_Logo

Hays Area Children’s Center, in cooperation with Hays Interagency Coordinating Council, will offer free developmental screenings for children in Ellis and Rush counties.

Screenings will be Tuesday, June 16, at Hays Area Children’s Center, 94 Lewis Drive in Hays.

The screenings are for children ages birth to 3.

The screenings help track progress in several developmental areas, including speech, language, vision, hearing, thinking, motor skills and personal-social behavior. Parents who have any concerns about their child’s development are encouraged to make an appointment, as screening can help catch possible problems at a younger age.

To make an appointment or for more information, call Hays Area Children’s Center, (785) 625-3257. Appointments should be made at least 24 hours in advance, as paperwork is required.

NEW YORK (AP) – Mark Teixeira homered and drove in four runs, Adam Warren pitched two-hit ball into the seventh inning and the New York Yankees beat the Kansas City Royals 5-1 Tuesday night to send the AL champions to their first three-game skid this season.

Warren (3-3) was perfect until Mike Moustakas beat out a hit to second baseman Stephen Drew on the outfield grass in right-center with one out in the fourth. The only other hit he allowed was Paulo Orlando’s first major league homer in the sixth.

Lifted after 6 1-3 innings, Warren struck out five without walking a batter in the best of his 12 big league starts.

Teixeira was the only Yankees’ starter without a hit during their 14-1 rout of Kansas City on Monday, which stopped a six-game losing streak. He more than made up as New York won consecutive games for the first time since May 10-11.

Kansas House approves bill revising land annexation process

TOPEKA, Kan. (AP) — Kansas legislators have given final approval to a bill that would require cities and towns to get approval from counties before annexing land in some cases.

The House approved the measure on a 106-7 vote Tuesday. The Senate approved the measure last week, and it goes next to Gov. Sam Brownback for his possible signature.

County commissioners would have to approve any proposed annexations by cities when the property is not adjacent to the city’s existing territory.

Republican Rep. Steve Huebert of Valley Center said the bill would put the nail in the coffin of some disputed land annexations in the state.

An earlier version of the bill was rejected by the House because of changes that would have required counties to approve all proposed annexations.

Kansas Senate plans to debate raising taxes to fix budget

TOPEKA, Kan. (AP) — The Kansas Senate is preparing to debate a plan for closing a projected state budget shortfall by raising sales, tobacco and gasoline taxes and suspending an income tax break for business owners.

The bill on senators’ agenda Wednesday would raise $496 million during the fiscal year beginning July 1.

It would increase the sales tax to 6.5 percent from 6.15 percent but drop the rate on food to 6 percent.

The cigarette tax would increase by 50 cents a pack to $1.29. The gasoline tax would rise by 5 cents a gallon to 29 cents.

The bill suspends for two years a 2012 policy exempting the profits of more than 330,000 business owners and farmers from taxes. They would get a less lucrative income tax credit against their payrolls instead.
