Don’t blink or you might miss the leap second on Tuesday

The Associated Press- Tuesday lasts a wee bit longer — by a second.

International timekeepers are tacking a second to the clock to compensate for a slightly slower Earth rotation.

While a leap second is hardly enough time to change daily life, it has been known to affect some computer systems in the past.

There have been calls to abandon the practice of periodically adding an extra second, which has kept computers synchronized with the Earth day since 1972. The last time was in 2012.

A decision by a United Nations agency that deals with telecommunications issues isn’t expected until later this year at the earliest.

For now, Tuesday’s leap second means clocks will move from 23:59:59 to the odd reading of 23:59:60 before it hits midnight, universal time. That’s 8 p.m. EDT.

Asphalt work to restrict Canterbury Road traffic Wednesday UPDATE

Ellis County Public Works Road and Bridge employees will begin placing an overlay on Canterbury Road east of Hays Wednesday, July 1, at 8:30 a.m.

Traffic will be restricted at times due to shooting tack oil and will also be restricted to local traffic.

Judge won’t unseal documents in Kan. murder of 3 adults, child UPDATE

OTTAWA, Kan. (AP) — A Franklin County District Court judge has denied a request to unseal dozens of documents in the case of a man charged with killing three adults and a child.

Kyle Flack is charged with capital murder in the 2013 slayings of a 21-year-old woman and her 18-month-old daughter, and with premeditated first-degree murder in the deaths of two men.

The Topeka Capital-Journal reports (https://bit.ly/1eYnAJD ) that District Court Judge Eric Godderz said Tuesday that granting a motion to unseal 68 documents would represent “a clear and present danger” to the trial. The judge also denied a defense request to move the trial outside of Franklin County.

The judge is also considering a request from Flack’s lawyers for a postponement of the trial to April 2016. It’s scheduled to begin in September.

OTTAWA, Kan. (AP) — A witness testifying at a hearing for a man accused of killing three adults and a child in eastern Kansas says more than 90 percent of people surveyed recently believe the defendant is guilty to some extent.

Kyle Flack was charged with murder and rape after two men, a woman and her daughter were found slain near Ottawa in 2013. His defense lawyer’s seeking a change of venue for the trial, set to begin Sept. 21.

The Topeka Capital-Journal reports Troy Comeau, an associate professor at Pittsburg State University, testified Tuesday that a survey he conducted for the defense of 330 Franklin County residents found 92.6 percent of respondents believe Flack’s guilty to some extent.

Franklin County Attorney Stephen Hunting wants the case to stay in Ottawa.

KFIX Rock News: Journey Drummer Arrested Monday On New Charges, Including Rape and Sexual Abuse

journeyJourney drummer Deen Castronovo is facing several new and very serious charges apparently in connection with his June 14 arrest after he allegedly injured a woman during a domestic dispute.

Oregon’s Statesman Journal reports that the 50-year-old musician was arrested again via grand jury indictment Monday on charges that include first-degree rape, second-degree sexual abuse and unlawful use of a weapon.

A public-information officer for the Salem, Oregon, Police Department tells ABC Radio that Castronovo’s arrest on Monday came after he violated a court order directing him to have no contact with the woman he allegedly assaulted.

According to the Marion County Sheriff’s Office, the full list of charges he’s facing also includes four counts of fourth-degree assault, one count of second-degree assault, two counts of menacing, one count of coercion, one count of second-degree criminal mischief and three counts of contempt of court.

The Salem public-information officer reveals that many of the new charges came about following further police investigation into the June 14 incident. Castronovo currently is being held without bond and is due back in court today, June 30, at 3 p.m. PT.

The drummer was first arrested June 14 by Salem, Oregon, police and charged the following day with fourth-degree assault and menacing.  Castronovo subsequently was released after he posted a $20,000 bond.  At the time of his release, Deen was directed by a judge to have no contact with the woman he allegedly assaulted.  The new arrest came after Castronovo violated that order.

Following the June 14 incident, Journey announced that it would be using a fill-in drummer, Omar Hakim, on its forthcoming North American summer tour “due to Deen Castronovo’s pending issues.”

Castronovo also was arrested in January 2012 following an alleged assault on a woman.  After an alleged violent argument with an ex-girlfriend in Oregon, he was arrested on a number of charges, including coercion, fourth-degree assault, second-degree criminal mischief, harassment and interfering with making a police report.

TheStatesman Journal reported that Castronovo eventually agreed to a plea deal that called for him to attend anger-management classes and do 80 hours of community service.

Teens from Northern Ireland in Kansas for cultural unity project

HUTCHINSON– The Ulster Project is under way for another year in Hutchinson.

A mix of Protestant and Catholic teens arrived from Portadown Northern Ireland on Monday night.

Tuesday is the first full day of activities including the ecumenical service at Our Lady of Guadalupe Church. The public is invited to attend.

The Ulster Project brings teens from Northern Ireland to spend a month with teens from Central Kansas to learn secular tolerance and understanding according to officials.

The project was started in 1975 as a small step towards peace in Northern Ireland.

More than 6,000 U.S. teens have participated in the Ulster project.

The self-proclaimed Greatest Rock and Roll Band in the World leads Billboard‘s Hot Tours list having raked in $52 million in box office ticket sales on their Zip Code tour in just six dates this month.

Since 2012, The Stones have grossed $320 million on the road, Billboard reports.

The Stones’ earnings in those six dates top the tour earnings this spring and early summer of Bette Midler, U2 and Rush, respectively.

Midler is in the number two position with $17.7 million over 18 shows, U2 holds in third place with $10.3 million over six shows and Rush comes in ninth with $1.7 million over two shows in May and June.

Sen. Moran Praises Reopening of ER at Topeka VA Med Center

WASHINGTON – U.S. Senator Jerry Moran (R-Kan.) released the following statement upon news that the Colmery-O’Neil VA Medical Center – part of the VA Eastern Kansas Health Care System – would reopen the Emergency Department starting Tuesday.

The Veterans Health Administration (VHA) has determined that the Topeka Emergency Department now meets all policy, procedures and staffing levels.

“This is the good news Eastern Kansas veterans have been waiting for – they will once again be able to count on emergency services at Colmery-O’Neil,” Sen. Moran said. “It has been a long road since the emergency room was temporarily shuttered in January 2014, and Topeka veterans were suddenly without the emergency care they could need at any moment. I am pleased our efforts alongside Director Klopfer, Congresswoman Jenkins and VA Heartland Network Director Patterson‎ resulted in this positive outcome. Safe and quality care for our nation’s veterans is one of my top priorities and I trust that the reopening of the Colmery-O’Neil emergency room will help make certain veterans in Kansas can get the timely, quality care they earned through their selfless service to our nation.”

According to a press release from Colmery-O’Neil, all veterans reporting to the Colmery-O’Neil VA Medical Center’s Emergency Department (ED) will be triaged and given the appropriate care.

Sen. Moran first raised concerns about the shuttering of the emergency department with then-VA Secretary Eric Shinseki in August 2013. He also expressed frustration with the Veterans Health Administration in January 2014 once the emergency room at Colmery-O’Neil was temporary closed. In order to resolve the ongoing issues, in April 2015, Rep. Lynn Jenkins (R-Kan.) and Sen. Moran asked the VA Heartland Network Director about the support the Network is receiving from the Department of Veterans Affairs (VA) in Washington, D.C. In early June, they received a response from the VA Heartland Director dated April 27, 2015, which stated that “we anticipate the temporary ‘pause’ on the Emergency Department to be removed by the end of May.” The June 30, 2015, reopening follows the completion of a plan by Colmery-O’Neil to make certain the emergency department is fully capable of meeting the needs of the veterans.

Phillipsburg resident G. Pauline McKinley passed away Monday, June 29, 2015 at the Phillips County Hospital in Phillipsburg, KS at the age of 94.

She was born June 21, 1921 in Phillips County to Clyde & Lou Etta (Patterson) Pfost. Her husband, Russell McKinley, preceded her in death on Oct. 2, 2006.

Survivors include her son, Larry McKinley of Glade, KS; daughter, Karen Williams of Phillipsburg, KS; 4 grandchildren, 7 great-grandchildren, 2 step grandchildren, 6 step great-grandchildren, and 2 step great-great-granddaughters.

Funeral services will be held Friday, July 3, 2015 at 10:30 a.m. in the Olliff-Boeve Memorial Chapel, Phillipsburg, with Rev. Lew Van Der Wege officiating. Burial will follow in the Fairview Cemetery, Phillipsburg.

Mrs. McKinley will lie in-state on Wednesday, July 1, from noon – 9 p.m. and again Thursday from 9 a.m. – 9 p.m. at the funeral home.

Ruth Marie (Richmond) Goodwin

Ruth Marie (Richmond) Goodwin died resting peacefully with her family by her side at her retirement home on June 23, 2015 in Lenexa, Kansas. She was 92.

Mrs. Goodwin was born July 27, 1922 in Codell, Kansas to Ormas and Mary (Gardels) Richmond. She graduated from Codell High School in 1940. Ruth moved to Hays, Kansas to work at Duckwalls.

Ruth married Duane Goodwin on September 5, 1943 in Yuma, Arizona. She worked at Consolidated Air Craft in San Diego, CA during World War II while Duane served in the Marine Corps. After the war, the couple returned to Hays in 1946.

She was a homemaker and lifelong volunteer in Hays and was an active member of the First United Methodist Church where she participated in the United Methodist Women’s Ruth Circle and the United Methodist Women’s Quilters. Ruth was an award winning quilter.

She was preceded in death by her husband of 71 years, Duane Goodwin. She is survived by her two sons: Kent (Sue) of Shawnee, Kansas and Kyle (Karen) of Topeka, Kansas; four grandchildren; and thirteen great-grandchildren. A joint memorial service for her and Duane is planned for July 11 at First United Methodist Church Hays, Kansas. A memorial has been established in honor of Duane and Ruth at the First United Methodist Church 305 West 7th Street, Hays, KS 67601.

Railroad official asks digital map firms to mark crossings

LOS ANGELES (AP) — The federal agency that oversees railroads is asking digital mapping companies to alert users as they approach track crossings.

The Federal Railroad Administration announced Monday that, so far, Google has agreed.

The effort comes as deaths from train-on-vehicle collisions increased in 2014 over 2013 — a rare rise in recent years. This year included major accidents near New York City, Los Angeles and in North Carolina.

It’s not yet clear when the audio and visual cues will begin popping up.

For its part, Google Maps said through spokeswoman Mara Harris that it is sees a chance to make the maps more useful.

Agency spokesman Matthew Lehner said the railroad administration also has asked Apple, TomTom, MapQuest and Garmin to participate.

KSU: All students to take part sex assault prevention program

As part of K‐State’s comprehensive and proactive approach to encourage students to stay safe and healthy, K‐State is requiring all students — new and returning* — to complete the Alcohol and Sexual Assault Prevention Program, a Web‐based educational program referred to as Think About It from CampusClarity.

Beginning on July 1, K‐State will implement this comprehensive sexual violence prevention and education program for all students of the K‐State community. This systemwide program will address substance use and sexual violence through interactive educational contents and scenarios. It will take approximately two hours to complete the program and the associated climate survey. The program is designed to help students to:

Make healthy decisions.
Know and understand state laws and K‐State campus policies.
Know local community resources associated with these topics.
Because of its importance, all students are required to complete the training in its entirety prior to the first day of classes in the upcoming semester. Students who do not complete the required training will be unable to register for future classes until the training has been completed.

The content of the sexual violence education portion of Think About It training may be triggering for some individuals. Please direct triggering concerns and requests for alternative training options to the K-State Center for Advocacy, Response and Education, or CARE, at 785-532‐6444 or [email protected] to the first day of classes in the upcoming semester.

The Alcohol and Sexual Assault Prevention program will be available beginning July 1 and must be completed by Aug. 24. An email will be sent to each student with a link directly to the program. A hold will be put on students’ accounts if students do not complete this requirement.

Overland Park giving $25K to memorial for skywalk disaster

OVERLAND PARK, Kan. (AP) — The Overland Park City Council has agreed to give $25,000 to a planned memorial commemorating a 1981 hotel disaster in Kansas City.

The skywalks at the Hyatt Regency Hotel collapsed July 17, 1981, killing 114 people. The skywalk collapse remains among the deadliest structural collapses in U.S. history.

Overland Park said in a release Sunday that the city council approved a one-time grant of $25,000 to the Skywalk Memorial Foundation for construction of the memorial near the site of the disaster. The planned memorial is intended to honor first responders, rescuers and victims of the Hyatt hotel skywalks collapse, and will be part of a larger park near Children’s Mercy Hospital.

Fort Hays State alum named fire chief in Iowa community

WEST DES MOINES, Iowa — City Manager Tom Hadden announced this month Craig Leu has accepted an offer to serve as the new fire chief for the city of West Des Moines. The position was previously held by Fire Chief Donald Cox, who retired in January after more than 14 years of service in West Des Moines.

Craig Leu has 24 years of experience in fire service, including 11 years in management with the Sedgwick County Fire District #1 in Park City. He previously served as Deputy Fire Marshal, and has also served as Deputy Chief of Operations, Captain, Lieutenant and Firefighter with Sedgwick County Fire District #1.

The Sedgwick County Fire District #1 has nine fire stations and approximately 140 full-time employees who serve a population of 70,000.

Leu has a Master of Science in Leadership with an Emphasis in Disaster Preparedness and Executive Fire Leadership from Grand Canyon University in Phoenix, Arizona, a Bachelor of General Studies from Fort Hays State University in Hays, and an Associate’s Degree from Butler Community College in El Dorado.

In addition to numerous firefighting certificates, he has completed the National Fire Academy’s Executive Fire Officer Program.

Leu began his employment with the city of West Des Moines on July 27.

The West Des Moines Fire Department operates out of five stations and employs 48 full-time line personnel, six full-time command staff, three full-time support staff and 41 paid-on-call firefighters.
