2 Kansas teens accused of making false 911 calls

WICHITA, Kan. (AP) — Wichita police say two teenagers who were caught out after curfew are responsible for several false 911 calls that had emergency personnel scrambling for hours.

An officer who picked up the teens around 3 a.m. Wednesday found a cellphone linked to at least six false 911 calls made late Tuesday night and early Wednesday.

The Wichita Eagle reports the boys, ages 16 and 17, also admitted to setting three fires in March.

Among the false reports were two house fires, an automobile accident, shots fired, a suspicious person and a man threatening to hurt himself.

Police spokesman Lt. James Espinoza says it took so long to link the calls to the cellphone because different dispatchers received them and officers in different bureaus were being sent to the locations.

Wichita State apologizes for mistakenly failing 67

WICHITA, Kan. (AP) — Students who audited a Wichita State University course have received hand-delivered chocolate bars and written apologies after a computer glitch mistakenly informed them they failed.

The Wichita Eagle reports 67 people who audited a class called “Controversies in Kansas History” received letters that said their cumulative GPA was zero and they were placed on financial aid suspension.

Since they were taught as auditors, there was no GPA requirement and no financial aid at stake.

About half of the students are residents at a retirement community called Larksfield Place, where the class was taught. But the class was open to anyone who wanted to take it and others from around the Wichita area took the course.

Reg Hislop with Larksfield said no offense was taken after the school apologized for the mistake.

Lehman wins MIAA’s Ken B. Jones Award

Fort Hays State’s Kate Lehman was named the female recipient of the Ken B. Jones Award from the MIAA on Wednesday evening in Kansas City, Mo. The Ken B. Jones Award recognizes the conference’s Student Athlete of the Year award for both a male and female, which combines the individual’s athletic, academic, and service accomplishments.

Lehman is the first-ever recipient of the award from Fort Hays State, male or female, since FHSU joined the MIAA in 2006. Lehman adds this honor to her long list of accomplishments in 2014-15, a year that saw her earn All-America First Team honors from four organizations and the National Player of the Year from BennettRank.com. She was both the MIAA Player of the Year and Defensive Player of the Year. She earned the conference’s top defensive honor and All-MIAA First Team honors for three consecutive years and was named to the All-Defensive Team all four years.

It was a historic year for the Ken B. Jones winners. Not only did Lehman become the first recipient of the award for Fort Hays State, male winner Chris Watson became Central Oklahoma’s first recipient, an undefeated national champion in wrestling.

Not only did Lehman get the job done on the court as one of the nation’s top players, she also excelled in the classroom throughout her time at Fort Hays State, graduating with a 3.85 GPA as an Elementary Education major. She was named to the CoSIDA Academic All-America First Team in 2015.

Lehman had an impressive list of service accomplishments at Fort Hays State, serving as an intern in multiple educational fields and putting a lot of service hours in at Sternberg Museum and with the St. Jude’s “Up Til Dawn” group at FHSU. She also spent time as a substitute teacher, a reading disabilities tutor, and participated in several service projects with the women’s basketball team.

One of the most impressive facets of Lehman helping the FHSU women’s basketball team to its most successful season in its NCAA Division II history was the fact she spent the entire second half of the season as a first grade student teacher at Lincoln Elementary. During the run of the season’s most critical games from January through March, Lehman was teaching daily from 8 am-4pm before coming to practice and games. Yet she still produced on the highest level, helping the Tigers to an MIAA Regular Season Championship, the No. 1 seed in the Central Region, and the Central Regional Final.

Lehman reached a distinction no other NCAA Division II women’s basketball player in history had ever accomplished in 2015. She was the first ever at the level to have at least 1,000 points, 1,000 rebounds, and 500 blocked shots in a career. Although several players have attained the 1,000 – 1,000 mark in points and rebounds, only one player had ever passed the 500 blocked shot mark in Division II history. With Lehman well past the 1,000 mark in points and rebounds, she finally reached 500 blocked shots in a 59-53 MIAA Tournament Semifinal win over Central Missouri. She went on to finish with 1,917 points, 1,109 rebounds, and 515 blocks in her career.

All of Lehman’s accolades throughout the 2014-15 season caught the attention of the Women’s Basketball Hall of Fame in Knoxville, Tenn. Her jersey will now hang in the Hall of Fame’s “Ring of Honor” for a full year in recognition of those accomplishments. The Ken B. Jones Award is now another impressive honor to add to her ever-growing list of accomplishments.

Vargas sharp in Royals win over Cleveland

KANSAS CITY, Mo. (AP) – Jason Vargas tossed six sharp innings, the Kansas City offense finally woke up against AL Cy Young winner Corey Kluber and the Royals beat the Cleveland Indians 4-2 on Wednesday night.

Mike Moustakas drove in a run in the first inning, and Lorenzo Cain, Eric Hosmer and Kendrys Morales hit consecutive RBI doubles off Kluber (3-6) in the third to give the Royals the lead.

Vargas (4-2) made it stand up in his second start back from the disabled list. The left-hander used a pair of double plays to wiggle out of jams, and limited the streaking Indians to two runs on eight hits while striking out three without a walk.

Greg Holland pitched a perfect ninth for his eighth save.

FHSU’s Honas, Berry, and Keehn named USTFCCCA All-American

For the first time, the United States Track and Field and Cross Country Coaches Association (USTFCCCA) has expanded the amount of its All-America recipients in Division II. An All-America Second Team has been created for athletes placing ninth through 12th at the national meet. Earning second team honors for the outdoor season were Megan Honas and Danielle Berry while Cory Keehn earned the honor in two events for the indoor season.

This is the first year that the USTFCCCA has created an All-America Second Team. All-America honors traditionally have gone to the top eight finishers at the national indoor and outdoor championships. This outdoor season, Estefania Lopez (second) and Madison Wolf (fourth) earned first team in javelin, while Brady Tien (sixth) earned first team in pole vault.

Honas finished ninth in the javelin at the outdoor championships. Her throw of 152-feet, 10-inches was a personal best. Her performance gives the Tigers three All-Americans in the women’s javelin for 2015. Danielle Berry finished 11th in the high jump at the outdoor championships, clearing a height of 5-feet, 5-inches.

Earlier this year, Cory Keehn turned in two performances at the national indoor meet good for All-America Second Team status. He finished ninth in the 3,000 meters and 11th in the 5,000 meters.

Fort Hays State had a total of seven All-America performances indoor and outdoor seasons combined in 2015.

Wichita zoo completes $10.6M elephant exhibit fundraising

WICHITA, Kan. (AP) — The Sedgwick County Zoological Society has completed its $10.6 million fundraising campaign for construction of the new Elephants of the Zambezi River Valley exhibit in Wichita.

The Wichita Eagle (https://bit.ly/1FvDJfG ) reports zoo officials announced Wednesday that almost 700 donors contributed to the project. Sedgwick County contributed $5.3 million.

Society president Scott Ochs said in a statement that this is the highest number of individual gifts they have received for an exhibit.

Sedgwick County Zoo director Mark Reed said he hopes construction of the elephant exhibit can be completed by the end of this month.

Zoo officials say the exhibit will be slightly more than five acres, and will be the first in the world to feature boat rides that will allow visitors to be in the same water as elephants.

Roberts Joins Bill to Halt Duplicative EPA Pesticide Permit Requirement

WASHINGTON, D.C. – U.S. Senator Pat Roberts, R-Kan., Chairman of the U.S. Senate Committee on Agriculture, Nutrition and Forestry, today with a bipartisan group of senators introduced the Sensible Environmental Protection Act to eliminate redundant federal permitting requirements for pesticide applications.

Introduced by Sens. Mike Crapo, R-Idaho, and Claire McCaskill, D-Mo., the proposed legislation amends the Clean Water Act and the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA) to clarify Congressional intent regarding the regulation of the use of pesticides in or near navigable waters. The bill requires EPA to report to Congress on streamlining data collection and use regarding water quality due to the registration and use of pesticides. EPA will also provide recommendations on how FIFRA can better protect water quality and human health.

“I have led similar legislative efforts to address this burdensome requirement for several years and continue to hear complaints from farmers across the country about this issue,” said Chairman Roberts. “This duplicative requirement is just another EPA thorn in the sides of hard-working farmers and provides no environmental protections or benefits.”

US officials warn of encrypted communications by extremists

WASHINGTON (AP) — U.S. intelligence officials are warning about the growing use of encrypted communication and private messaging by supporters of the Islamic State.

The officials told a House committee on Wednesday that such modes of communications are complicating law enforcement efforts to keep tabs on extremists and terror suspects.

John Mulligan, the deputy director of the National Counterterrorism Center, said in his prepared remarks that one of the two men involved in an attempted terror attack in Garland, Texas urged fellow Islamic State supporters before the shooting to move their communications to private Twitter messages.

Michael Steinbach, the head of the FBI’s counterterrorism division, said changing technology is outpacing laws that allow the FBI to intercept communications.

Kan. man arrested after starting fights, assaulting a police officer

OGDEN – Law enforcement officers in Riley County arrested a suspect for assault of an officer on Tuesday night.

According to police Timothy Flanagan, 29, Ogden, was involved in a fight in the 300 Block of Elm Street in Ogden just after 8:30 p.m.

A police officer driving a marked patrol car made contact with Flanagan. The suspect approached the patrol car and entered its open passenger window (with his torso, arms, and head).

He began yelling obscene language at the officer in a rude, angry, and aggressive manner.

In an attempt to calm Flanagan, the officer exited his vehicle and attempted to speak with him.

Flanagan moved to the driver’s side of the patrol car and attempted to provoke a fight with the uniformed officer.

At this time he was detained, however, a struggle ensued according to police.

Flanagan, who was in possession of a pocketknife, was ultimately taken to the ground and placed in handcuffs after the officer felt that he was in immediate danger of bodily harm.

Flanagan was transported to Via Christi Hospital for minor injury, which included “road rash” from the struggle.
At the time of this report he had been released from medical care and was housed at the Riley County Jail. The officer did not receive injury.

2 Kan. teens formally charged in series of auto burglaries

HUTCHINSON— Two Kansas teens arrested in Hutchinson last week appeared from the Reno County Jail Wednesday to hear the formal charges filed against them.

Jacob Rodriquez, 18, and Julio Cantu IV, 19, are both charged with six counts of auto burglary for allegedly breaking into vehicles throughout Hutchinson.

Cantu also faces charges of possession of marijuana. All of the crimes occurred around May 27.

Rodriquez has a bond of $15,000, but managed to convince Magistrate Judge Randy McEwen to lower it again. It’s now set at $2,500. He has very little criminal history, which was enough to convince the judge that it could be lowered, even though the state objected.

Cantu, with a substantial criminal history, has a bond of $42,000.
The cases against both men will now move to a waiver-status docket on July 7.

Kansas House passes budget requiring higher taxes to balance

TOPEKA, Kan. (AP) — The Kansas House has approved a budget that would still leave the state with a $406 million shortfall.

The chamber voted 64-48 to approve the measure Wednesday. It would cut in half a budget shortfall initially projected at about $800 million for the fiscal year beginning July 1.

After days of acrimonious debate over tax proposals in the Senate, the House passed the budget without discussion.

Republican Rep. Dan Hawkins of Wichita said he believed there was no debate because the chamber understood a budget needed to be passed to prevent state worker furloughs.

Administration officials have said workers would be furloughed June 7 without a budget signed by the governor.

Democratic Minority Leader Tom Burroughs says Republicans violated procedure by closing debate before Democrats could speak.
