Tactical team deployment results in Hays manhunt, arrest

Police officers donned heavy, black tactical suits in triple-digit temperatures Sunday afternoon as they conducted a house-clearing and manhunt.

The incident began just after 10 a.m. when the Hays Police Department received a delayed report of a domestic disturbance that occurred July 5.

The suspect — 49-year-old Carl John Grumblatt III — was believed to be located at a home in the 2900 block of Skyline Drive. HPD officers arrived at the house at approximately 11:15 a.m., according to Lt. Brandon Wright.

“Because of Mr. Grumblatt’s criminal history, we decided to be cautious,” he said.

The Special Situation Response Team was called out at 12:44 p.m. After unsuccessfully attempting to contact Grumblatt, the SSRT team cleared the home at about 3 p.m. only to find Grumblatt had apparently taken the opportunity to get out of the house after officers had arrived.

“The investigation led us to the north end of town, around the north Vine area,” Wright said. “Mr. Grumblatt was spotted near Applebee’s … fled from officers … went through a culvert under I-70 and was arrested on 41st Street just south of I-70 without incident.”

Grumblatt’s arrest on suspicion of domestic battery and criminal threat was made at approximately 5 p.m.

“It was brutally hot out there,” Wright said. “Everybody is OK, but it was a long, hot day.”

Wright thanked the Ellis County Sheriff’s Department and Kansas Highway Patrol for assistance during the daylong affair, along with Ellis County Emergency Management Coordinator Bill Ring for delivering water to the officers.
