Kansas judge allows suit over citizenship rule to continue

TOPEKA, Kan. (AP) — A Kansas judge is allowing two voters to continue pursuing a lawsuit challenging how Secretary of State Kris Kobach is enforcing a proof of citizenship requirement for registering.

Shawnee County District Judge Franklin Theis also suggested in an order that Kobach exceeded his authority in declaring that voters who use a federal form to register can cast ballots only in federal races. The federal form does not require proof of citizenship.

Theis issued an order last week rejecting Kobach’s request to decide the case in his favor before a trial. But the judge also didn’t block Kobach from enforcing the law as he has for more than a year.

ACLU attorney Julie Ebenstein on Wednesday called the ruling encouraging. Kobach said it’s still very early in the lawsuit.

Flowers the focus at Fall Gallery Walk Friday

Hays Arts Council is set to host this year’s fall art walk in downtown on Friday, starting at 6:30 p.m. Events include Allen Craven’s, associate professor of art at Fort Hays State University, sabbatical exhibition, photography by Leon Staab, and paintings by Paint the Towne owners Carly Miller and Jessie Sterling.

“It’s just such a wonderful, wonderful, good time, and this one is going to be amazing,” said Brenda Meder, director of the Hays Arts Council. “There’s going to be over two dozen places that you can go to (to view local art).”

One of the exhibits Meder is particularly excited about is the floral themed exhibition, “Flowers: Real and Imagined,” hosted in the Hays Arts Council building.

Along with the artists’ work, four local Ellis Co. florists – Flowers by Frances, Regina’s at CS Post, Flowers by Dillon’s, and Big Creek Floral & Gifts in Ellis – will be bringing in live floral creations and sculptures.

“It’s not bouquets or arrangements. These are wonderful, glorious, innovative, unique things and they are magnificent,” Meder said.

Along with the art exhibits there will also be a Community Acoustic Jam Session at Union Pacific Park at 10th and Main where anyone is invited to sit in and play.

“It’s just an amazing opportunity for not only our community,” Meder said, “but guests from outside our community to have one of the most glorious art, culture, and community filled nights you can ever experience in Hays.”

Clinton, Kobach spar in social media flap over voting rights

Screen Shot 2015-08-26 at 1.56.47 PMWICHITA, Kan. (AP) — Kansas Secretary of State Kris Kobach is trading barbs over social media with Democratic presidential candidate Hillary Clinton on voting rights.

The spat was sparked by Kobach’s proposal to throw out after 90 days names of more than 34,000 potential voters who registered in the state, but didn’t provide proof-of-citizenship documents like a birth certificate or naturalization papers.

Clinton’s campaign late Monday posted a comment on Twitter calling the plan a “targeted attack on voting rights,” including a link to a story from The Associated Press about it.

Koback retorted the next day on Facebook that it is not a purge as “left-wing knuckleheads” claim because those people just have to fill out another voter registration form again. He said Clinton is “getting her pantsuit in a twist over nothing.”

WAKEENEY–The USD 208 Trego Community school district is one of eight area districts awarded funding from the extraordinary need state aid fund this week due to a decline in the valuation of oil and gas properties.

According to Superintendent George Griffith, USD 208 lost $108,000 due to reductions in Trego County property valuation for oil, and also lost another $28,000 for the district’s Capital Outlay and Bond and Interest Fund for last year. The 2015 assessed valuation for Trego County is down 28 percent, bringing the school district’s total loss to more than $262,000.

On Monday, the State Finance Council approved $217,000 for the Trego district, based in WaKeeney. Griffith said USD 208 is trying to avoid having to increase the mill levy to make up for those lost funds.

“We’re trying to balance out all of our funds and take the burden off our tax payers,” Griffith said. “We have a number of people that own their homes that are on fixed incomes and if I can help them out the best I can, that’s what I’m trying to do.”

Griffith said originally they were looking to increase the mill levy 13.5 mills to maintain the district’s current levels but he said the extraordinary need state aid award could save at least six mills.

A total of 38 school districts had requested more than $15 million in emergency funds. Lawmakers allocated $12.3 million to the fund in March.

The State Finance Council, made up of Governor Sam Brownback and eight legislative leaders, granted $4 million to 22 districts that lost local revenue for the current school year because of declines in the valuation of oil and gas properties.

Eight area schools received extra aid because of the drop in oil and gas valuation. Plainville and Russell both received more than $400,000.

The Ness City, Western Plains, Dighton and Quinter schools are also among those that received funds due to a loss in oil and gas and property taxes.

KFIX Rock News: Foreigner Teams With Ford Motor Company For Fundraising Campaign To Aid High School Choirs

ford for inForeigner is partnering with the Ford Motor Company on a new campaign to raise money for high school choirs in conjunction with the automaker’s Drive 4 UR School program.

The Rock Then Roll 4 UR School initiative will offer one school chorus from each city where Foreigner will be playing in October the opportunity to join the band onstage at its local concert and perform their classic ballad “I Want to Know What Love Is.”

To be considered, high school choirs must submit a video clip of them singing the song.  In addition, choir members will have the chance to rehearse for their performance with a member of Foreigner at a Ford dealership in their area, and will get to host a Drive 4 UR School fundraiser that can bring in as much as $6,000 for the school’s music program.  Foreigner and Ford also will donate $500 each to the choirs chosen to sing with the band.

“We are delighted to partner with such an iconic and influential band like Foreigner to provide support and visibility for high school choir programs,” says Ford executive Tracy Magee.  “Rock Then Roll 4 UR School is a unique iteration of our popular Drive 4 UR School and Drive 4 UR Community fundraising programs, and we’re hopeful it will inspire local communities to support students and their passion for music.”

Foreigner has 13 dates lined up in October, running from an October 5 concert in St. Paul, Minnesota, through an October 24 in Milwaukee.  Prior to their  partnership with Ford, the band began inviting local school choirs to perform “I Want to Know What Love Is” at its shows since 2012, and has already donated more than $200,000 to high school music programs.

Currently, the band is serving as Kid Rock’s opening act through a September 12 concert in Tinley Park, Illinois.  Meanwhile, as previously reported, Foreigner was slated to play an intimate acoustic show last night, August 24, in Dearborn, Michigan, that benefited the JDRF diabetes charity.  The concert was recorded for a new album that’s expected to be released in early 2016.  You can check out the band’s full itinerary atForeignerOnline.com.
