Seahawks sign former K-State quarterback

seahawks squareThe Seattle Seahawks have signed former Kansas State University quarterback Jake Waters.

Waters was a two-year starter for the Wildcats, including a record-setting senior season.

The Seahawks also released long snapper and U.S. Army veteran Nate Boyer on Tuesday.

Boyer was signed by Seattle as an undrafted free agent in May. He played five snaps against the Broncos on Friday night.

He was competing with incumbent Clint Gresham for the starting long snapper job. He was a long shot to make Seattle’s roster as Gresham signed a new three-year contract with the team this offseason.

Boyer did tours in Afghanistan and Iraq and was a member of the Green Berets.

Boyer walked on to the football program at Texas and eventually won the starting job. He was the long snapper for the Longhorns his final three seasons.

Kan. panel hears new case against already-sanctioned judge

TOPEKA, Kan. (AP) — A Kansas judge who’s already been disciplined over allegations that include sexual harassment is facing a second complaint that accuses him of not testifying truthfully in a past hearing over his conduct.

A panel of the state Commission on Judicial Qualifications finished a two-day hearing Tuesday for Sedgwick County District Judge Timothy Henderson.

Henderson was suspended without pay for 90 days earlier this year by the Kansas Supreme Court over allegations that included repeatedly making inappropriate comments to female attorneys and staffers. Another complaint filed last year accuses him of not being candid or truthful in testifying during a hearing last year.

But retired District Judges Jean Schmidt of Shawnee County and Robert Schmisseur of Pratt County testified Tuesday that they never doubted his honesty in their past interactions.

Kan. man sentenced to 100 months for sexual exploitation of a child

JailMANHATTAN- A Kansas man was sentenced on Monday to 100 months in prison for the sexual exploitation of a child.

John Thomas, 48, Leonardville, admitted in a plea deal to the charges, which are level 5 person felonies.

In March, Thomas was taken into custody by the U.S. Marshals service in Chino Valley, Arizona.

The Riley County courtroom on Monday was full with family of Thomas and of the victim’s family.

Thomas told the court “I’ve lost everything, my home, my career, and I hope they can move past this, and I hope someday so can I.”

The victim’s mother told the court, “I believe you deserve a life sentence. I have trusted this man with my little one and the fact that he took advantage of that has caused so much turmoil.”

Her statement started a brief commotion in the court room between the two parties.

Thomas will be required to register as an offender upon release. He will also be required to have post-release supervision for 36 months.

Ellis Co. cuts funding to outside agencies, approves budget

The Ellis County Commission approved the modified 2016 budget at Monday evening’s commission meeting.

After some discussion, the commission elected to cut subsidies to outside agencies back to 2015 levels for next year.

The commission had previously budgeted $1.38 million for outside agencies, an increase of $62,000. The equates to an increase of 0.16 of a mill, according to Auditor Ken Beran with Adams Brown Beran and Ball. The county instead opted to spend $1.32 million on aid to those outside agencies.

The changes reduced the final mill levy to 36.561, bringing the taxes owed on a $100,000 dollar home to $420.45, an increase of $26 dollars from last year.

Commissioner Barb Wasinger said she was disappointed with the budget and said, because of declining revenues, the county is going to have to do more with less.

“We padded this budget so that we wouldn’t have to raise the mill levy too much,” Wasinger said. “When we say we don’t want the public to wait in line and we don’t want the public to be unhappy, I think the public appreciates that these are tough times.”

Commissioner Dean Haselhorst echoed Wasinger’s statement and called on county employees to cut  5 percent for 2017.

“Next year, I’m not going to vote for this budget,” Haselhorst said. “We’re going to cut 5 percent.”

“We may to do more with less and that is just the fact of life,” he added. “You can’t keep asking the citizens over and over to keep chipping in.”

The county’s 2016 total budget will be $13,569,391.

The male suspect was believed to have been armed and fled on foot

As a precaution, McCandess Elementary School at 700 North Baker Street was placed on lock down.

While the school was not believed to be in danger, it was close enough that the officers were concerned enough to believe a lock down was necessary.

The school was released from lock down after officers were able to search and believed that the suspect had left the area.

Police continue to investigate the robbery.

Police: Kan. man with explosive device had no anti-abortion aim

ROXANA HEGEMAN, Associated Press

WICHITA, Kan. (AP) — Police say a Wichita man had no anti-abortion motives when he brought a small homemade explosive device into a women’s health clinic while applying for a job.

Wichita police spokesman James Espinosa said Tuesday the 19-year-old was homeless and carrying everything he owned in his backpack when he went to the South Wind Women’s Center on Monday for an interview.

A security officer who searched the pack called police after finding knives and a small bottle with gunpowder inside and a fuse.

The man was arrested on suspicion of possession of an explosive device. Espinosa says the police investigation “absolutely ruled out” any intent for anti-abortion violence.

The clinic is in the same building where Dr. George Tiller provided abortions until an anti-abortion opponent shot and killed him in 2009.

Homeowner charged with killing man who broke into his home

AKRON, Ohio (AP) — Authorities say an Ohio homeowner who fatally shot a man he caught breaking into his house has been charged with voluntary manslaughter.

Twenty-one-year-old Akron resident David Hillis surrendered to police there Monday in the Aug. 7 killing of 25-year-old Marcus Glover.

Police say Glover and 37-year-old Terry Tart broke into Hillis’ home and then fled when Hillis produced a handgun. Police say Hillis fired the fatal shot as he chased the pair.

Hillis told police he killed Glover in self-defense. He is free after posting bond Monday.

Prosecutors say Tart is charged with aggravated burglary for the break-in and murder for having helped cause Glover’s death.

Tart is in Summit County jail. No attorney information was available for him.

Martha Emergene ‘Jean’ (Stroup) Kincaid

Martha Emergene “Jean” (Stroup) Kincaid passed away Saturday, August 15, 2015 at the Solomon Valley Manor in Stockton, Kansas at the age of 90. She was born on December 28, 1924 in Phillips County, Kansas to the late George Amos and Faye (Gaines) Stroup.

Screen Shot 2015-08-18 at 10.24.09 AM

Jean graduated from Kirwin High School with the Class of 1943. Later that same year she taught school in a one-room school house. On June 14, 1944 she was united in marriage to Oscar “Virgil” Kincaid in Phillipsburg, Kansas. Together they lived on a farm for two years before moving to Stockton in 1946 where they resided in the same home during their lifetime.

Jean worked in several different retail stores including the Maris Store and as an Assistant Manager for the Ray T. Jones Variety Store, which later became Scott’s Variety Store. She always enjoyed people, being with old friends, and making new ones. She loved going to the Kirwin Alumni Reunions every year, and even attended this past Memorial Day Weekend. She gained special recognition as the oldest attending graduate to this year’s reunion.

Jean had a standing hair appointment at Sandy’s Beauty Shop every Thursday. She looked forward to getting out, visiting, and seeing people around town. Because she did not have a driver’s license and never learned to drive, someone always drove her to her appointment, and Jean made sure to take them out for lunch afterwards. She was a member of the VFW Ladies Auxiliary and the Assembly of God Church in Stockton. A woman of deep love and abiding faith in her Lord, and for her church, she never missed a Sunday unless she was ill and helped with serving dinners.

Jean is survived by her brothers George Edward Stroup and wife Judy of Beloit, Virgil Stroup and wife Evelyn of Calvert City, KY, and Melford Stroup and wife Frieda of Yuma, AZ; and sister Karen Evans of Oklahoma City, OK.

She was preceded in death by her parents George Amos and Faye Stroup, husband Virgil Kincaid, brother Donald Stroup, and sisters Nellie Campbell, Joy Wolfe, Beulah Jones, and Judy Yarger.

Just like her flower garden that she enjoyed so much, Jean lived every day of her life sowing the good seed of God’s love and word into the lives of her family, friends, and neighbors. Although she will be greatly missed, we rejoice today because now she sees, and hears, and fully understands the eternal love, joy, peace, and grace of her Lord and Savior, Jesus Christ.
