Kan. teen murder suspect moved from juvenile detention

HUTCHINSON- A defense request to return a Kansas teen accused of killing his mother and sister to juvenile detention was denied by a Reno County judge on Monday.

Samuel Vonachen, 16, Hutchinson, was moved to the new Reno County Jail last week.

The defense immediately filed a motion in the case.

Defense Attorney John Henderson Jr. argued that he is not required to be housed at the jail and that the judge has discretion to place him back in juvenile detention. Henderson argued that

is no longer with those his own age and can’t participate in educational programs and activities.

Senior Assistant District Attorney Steve Maxwell argued the opposite saying the defendant is not a child in the eyes of the court, saying he is charged as an adult, will be sentenced as an adult if convicted and is in the custody of the sheriff.

He said the court should not be telling the sheriff how to run his business.

Vonachen is charged with two counts of first-degree murder, attempted first-degree murder and aggravated arson.

Authorities allege Vonachen, who was 14-years-old at the time, spread gas through the downstairs of his family’s home and set it on fire.

The September 26, 2013 fire killed his 11-year-old sister and mother. His father however was able to escape.

The trial is still scheduled to begin on September 21.

Dogs take a dip on Hays Aquatic Park’s last day of the season (VIDEO)

The Hays Aquatic Park swung open the doggie doors for a last swim of the season Saturday, inviting dogs and their owners a chance for a dip.

The program is hosted by the Hays Recreations Commission. Regular chemicals in the pool water are lowered, making the pool unsafe for humans to swim in, but makes it safe for dogs. Owners were allowed to get wet only up to their thighs, for safety purposes.

About 100 dogs took part in the two-hour event.

Budget, county administrator position on Ellis Co. Commission agenda

The Ellis County Commission will hold its public hearing on the 2016 budget during Monday night’s regular meeting.

Earlier this month, the county published next year’s budget with a mill levy of 36.728, an increase of 2.361.

The public hearing will begin at 5:30 p.m. in the basement meeting room of the Ellis County Administrative Center.

In other business:

• The commission will also continue discussions on the open county administrator position. At last week’s commission meeting, the commission debated language in the job description that would allow the administrator to terminate a non-elected department head. Commission Chairwoman Marcy McClelland said she would rather the commission have the final say on personnel moves.

• Engineer Tom Bennett of BG Consultants will present the commission with an update on the Old U.S. 40 project from Yocemento to Ellis.

• Sheriff Ed Harbin will go before the commission with proposals to purchase two new washers and two new dryers for the newly remodeled jail. He will also discuss food and medical services at the jail.

Chiefs’ Fisher injured as team resumes training camp

ST. JOSEPH, Mo. (AP) – Chiefs left tackle Eric Fisher limped off the field early in practice Monday, the latest injury to a team that had several players dinged up in its preseason opener.

Fisher, the 2013 No. 1 overall draft pick, was hurt while blocking in a 9-on-7 drill. The third-year pro limped away from the workout, then had his shoe removed as trainers looked at his left ankle. He was later driven to the locker room.

Wide receiver De’Anthony Thomas, offensive guard Jeff Allen and linebacker Josh Mauga were among starters and notables that did not practice. All were hurt Saturday night in Arizona.

The Chiefs are in their final week of practice in St. Joseph. They play Seattle on Friday night before camp resumes next week in Kansas City.

2 hospitalized after driver fails to yield

AUGUSTA – Two people were injured in an accident just after 8:30a.m. on Monday in Butler County.

The Kansas Highway Patrol reported a 2013 Honda passenger vehicle driven by Joe Edwin Garner, 67, Conway, AR., was westbound on South West 70th three miles west of Augusta, and failed to yield at Santa Fe Lake Road.

The vehicle collided with a 2004 Honda passenger driven by Theodore E. Cochran, 60, Augusta, which was northbound on Santa Fe. Lake Road.

Garner and a passenger Garner, Mary Elizabeth Garner, 68, Conway, AR., were transported to Wesley Medical Center.

Cochran was possibly injured, according to the KHP.

All were properly restrained at the time of the accident, according to the KHP.

Kansas regulators reviewing deal on boosting Westar’s rates UPDATE

TOPEKA, Kan. (AP) — Attorneys are telling Kansas regulators an agreement that would allow the state’s largest electric company to increase its rates about 4 percent is reasonable for customers.

The rate-setting Kansas Corporation Commission had a 90-minute hearing Monday on the proposed deal. It was struck by Topeka-based Westar Energy Inc., the commission’s staff, a state consumer advocacy agency and the utility’s largest customers.

The company’s annual rates would rise $78 million — about half of what Westar wanted. Most households would see their monthly bills increase from $5 to $7 a month.

Westar sought higher rates to pay for power plant upgrades.

Attorneys representing the parties urged the three-member commission not to change any of the agreement’s terms. State law gives the KCC until Oct. 28 to issue an order.

TOPEKA, Kan. (AP) — Kansas regulators are reviewing an agreement that would allow the state’s largest electric company to increase its rates by $78 million a year.

The Kansas Corporation Commission was opening hearings Monday on the deal between Topeka-based Westar Energy Inc., a state consumer advocacy board and other parties.

State law gives the three-member KCC until Oct. 28 to issue an order revising Westar’s rates.

The utility has said that under the agreement, most households would see their electric bills rise between $5 and $7 a month. Westar has nearly 700,000 customers in Kansas.

The company initially sought an annual rate increase of $152 million, largely to cover costs already incurred for power plant upgrades. But consumer advocates and the KCC’s own staff objected.

DSNWK will close group home, restructure in light of funding shortfall

The continuation of shortfalls in funding for Developmental Services of Northwest Kansas has once again caused the organization to restructure many of its services for people with developmental disabilities across northwest Kansas.

“Needless to say, we continue to be frustrated with the lack of needed funding for Kansans with developmental disabilities,” said Jerry Michaud, DSNWK president. “Each year, we seem to find ourselves losing ground when we have to face inflation along with rising health care and operating costs,”

The restructuring also became necessary as DSNWK has felt the effects of chronic staffing shortages in some locations. Solutions to these pressing concerns, as well as adapting to the ever-changing business environment, require a structure that embodies the most efficient approaches to meet the current and anticipated future needs of those we serve.

DSNWK’s restructuring will include the closing of one group home in Atwood, where changes were needed due to a chronic workforce shortage in that area. The closing of the Atwood home will result in persons served relocating within DSNWK, or elsewhere if they should so choose.

In addition, DSNWK will be realigning its services to support persons served in the most appropriate settings to meet their individual needs (i.e. medical, behavioral and dementia related issues, etc.). All individuals, regardless of whether they moved to a new location, will continue to receive the same quality services they were previously receiving.

“We have been making changes and reductions in services almost every year since 2008. Erosion on roads, hillsides and on farm ground can be seen and felt. The state’s chronic under-funding of the system has been resulting in erosion of a different kind,” Michaud said. “These unfortunate disruptions in people’s lives, have been brought on by a decade of inaction, caused by the lack of full funding for the community service network across the state of Kansas. Our hope is that the Legislature will finally make adequate funding of community services for individuals with intellectual and developmental disabilities their top priority.”

Even though DSNWK is restructuring its services, the organization remains steadfast in its commitment to maintaining quality services for the individuals it serves throughout the 18 counties of northwest Kansas.

Bedbug treatment planned Tuesday at Hays High

Following the discovery of bedbugs in a student backpack Friday at Hays High School, 2300 E. 13th, treatment is set to commence Tuesday to clear the rooms for use.

Until that time, all rooms possibly affected will remain closed.

“The company that treat bedbugs is in town. They have visited our school, and they are working with the superintendent for a plan right now,” said HHS Principal Martin Straub.

Financial aspects of the plan are being worked out today through USD 489 Superintendent Dean Katt’s office, but Straub believes treatment will begin Tuesday.

“We’ll keep the rooms off limits yet today, bring the company in tomorrow for treatment and should have access to the rooms then,” he said.

The treatment company works throughout the western portion of Kansas.

“They know what they’re are doing, and we’ve got to rely on those professionals to help us,” Straub said.

Standoff suspect charged in Great Bend and Oklahoma

GREAT BEND — Law enforcement authorities in Barton County said attempted murder suspect Chris Solida is being held on a warrant from the District Court at Woodward, Okla., for attempted murder in the first degree.

Solida was arrested Friday night following a four-hour standoff in Great Bend. He is being held in the Barton County jail.

Authorities say Solida shot his wife in Oklahoma and brought his small children to Kansas. That prompted Friday’s standoff.

Solida’s bond is set on the Oklahoma warrant at $1 million.

Charges have also been filed in the Barton County District Court by the Great Bend Police Department.

The Kansas charges include aggravated child endangerment, aggravated criminal threat and criminal use of a firearm.

Bond on the local charges is set at $50,000.

Upon disposition of the local charges, Solida will be subject to an extradition hearing and returned to Oklahoma.

KFIX Rock News: Keith Richards’ First Two Solo Albums Reissued As Digital Downloads

KeithRichardsSoloAlbums630_081215With the September 18 release of Keith Richards’ latest solo album,Crosseyed Heart, approaching, the Rolling Stones guitarist reissued his first two solo efforts — 1988’s Talk Is Cheap and 1992’s Main Offender — Friday the 14th.

The two albums will be available as digital downloads and via streaming services for the first time ever, and will come out on Richards’ own Mindless Records label.

Talk Is Cheap, Richards’ solo debut, included the mainstream rock hits “Take It So Hard” and “You Don’t Move Me,” and went on to be certified gold for more than 500,000 sales in the U.S.

Keith worked on the album with his frequent collaborators Steve Jordan, Waddy Wachtel and Ivan Neville.  The project led to the formation of Richards’ touring band The X-Pensive Winos.

Among the guest artists featured on the record are ex-Rolling Stones guitarist Mick Taylor, E Street Band backing singer Patti Scialfa, Bootsy Collins, Bernie Worrell and Maceo Parker.

Main Offender also featured major contributions from Richards’ X-Pensive Winos collaborators, including Jordan and Wachtel.

The album yielded two songs that landed in the top 20 of Billboard‘s Mainstream Rock Tracks tally — “Wicked As It Seems” and “Eileen.”

Hays USD 489 budget hearing scheduled Monday night

At 6:30 p.m. Monday at Rockwell Administration Center, 323 W. 12th, the Hays USD 489 Board of Education will host the budget hearing for fiscal year 2016.

The hearing, a required part of the budget process, will give the public an opportunity to share with the board comments or concerns about the year’s budget.

The budget sets the maximum level of expenditures and establishes the mill levy for the budget year.

The meeting is established “for the purpose of hearing and answering objections of taxpayers relating to the proposed use of all funds and the amount of tax to be levied. Detailed budget information (including budget profile) is available at Rockwell Administration Center and will be available at this hearing.”

Following the budget hearing, the board will commence with its regular meeting.
