Police: 2 arrested in shooting death of Manhattan man

JUNCTION CITY – Law enforcement authorities in Geary County are investigating a shooting death.

David Phillips, 24, Manhattan, was found dead of an apparent gunshot wound at an apartment in the 800 Block of West 12th Street in Junction City late Monday night, according to a media release from Junction City Police.

Police made two arrests on Wednesday in connection with the case. Gabrielle “Gabby” Williams, 19, Junction City and Joseph “DoDa” Craig, 24, of Junction City were taken into custody.

Craig was arrested on charges alleging Felony Murder, Aggravated Kidnapping, Aggravated Robbery, Aggravated Intimidation of a witness and Conspiracy.

Both are being held at the Geary County Detention Center pending first appearance in District Court.

Survey of students finds opposition to concealed carry on campus

A recent survey of students at Kansas Regents institutions found that 55 percent of respondents want the concealed carry of firearms on campus repealed and another 14 percent would like the Regents institutions’ exemption to be extended.

The Students Advisory Committee to the Regents partnered with the Docking Institute of Public Affairs at Fort Hays State University to survey students at Regent institutions regarding their opinions on concealed carry guns on campus. The survey came as a result of the annual SAC retreat in August and was a complement to the Docking Institute survey of opinion among Regents faculty and staff.

The SAC is made up of the student body presidents of each of the six Regents universities and Washburn.

The exemption from the Personal and Family Protection Act held by Regents institutions is set to expire July 1, 2017. The exemption prohibits any persons licensed to carry concealed handguns under the Personal and Family Protection Act from doing so on university campuses. The Kansas Board of Regents plans to continue to prohibit open carry on university campuses.  

Other findings of the survey:
• Regardless of the venue, students are most comfortable with faculty and staff carrying
guns, followed by other students, and lastly visitors.
• 49 percent of students are more likely to support storage at public safety offices instead of in academic buildings or residence halls.
• 51 percent do not trust storage in academic buildings, and 56 percent do not trust storage in residence halls.
• 91 percent of students support requiring permits for gun possession.
• 42 percent of students said they would be less likely to attend their university if concealed carry were allowed on campus, and 16 percent said they would be more likely to attend.

Kid President comes to FHSU to share happiness with the world

His expertise is “being awesome” and he comes to share happiness with the world. Eleven-year-old Robby Novak, popular YouTube personality of “Kid President,” will be on the Fort Hays State University campus at 7:30 p.m. Thursday, Feb. 4, in the Beach/Schmidt Performing Arts Center.

The doors open at 7 p.m. Admission is free.

The event features Novak and Brad Montague.

“Kid President” appears on the SoulPancake YouTube channel, which was created by Rainn Wilson — better known as Dwight from “The Office.” Wilson appeared on campus last February to promote his channel.

“Kid President” is a Webby Award-winning show that has gone on to be a television show, “Declaration of Awesome,” on the Hub Network. His “Guide to Being Awesome” is a HarperCollins Children’s book on the New York Times Bester Seller List.

The University Activities Board sponsors the event.

No. 22 Wichita State uses balanced scoring to top Loyola

WICHITA, Kan. (AP) – Shaquille Morris had 12 points to lead No. 22 Wichita State past Loyola of Chicago 80-54 on Wednesday night.

Wichita State (15-5, 9-0 Missouri Valley) had seven players score at least eight points, including Rashard Kelly with 11. Fred VanVleet had eight points and eight assists.

Montel James and Earl Peterson each scored 11 for Loyola (9-12, 2-7).

After closing within 13 at halftime, Loyola maintained some momentum to start the second half. The Ramblers made five of their first six shots, including 3-pointers from Milton Doyle and Ben Richardson. But that only helped trim Wichita State’s lead to 47-36 with 14:03 to play.

The Shockers then methodically put the game away, holding the Ramblers to two points over the next 5 1/2 minutes.

Former Kan. credit union employee admits to embezzlement

EmbezzelmentKANSAS CITY, Kan. (AP) — A former suburban Kansas City credit union employee has admitted to embezzling more than $34,000.

The U.S. attorney’s office says 25-year-old Susan Wooten-Robb pleaded guilty Wednesday to one count of wire fraud. She is a former worker at the Community America Credit Union in Overland Park.

In February 2014, two account holders complained about unauthorized debits from their accounts.

Prosecutors say that in one instance, she attempted to cover up an unauthorized debit by filing a false currency transaction report. In it, she claimed the account holders took out the money to assist a family member with paying tuition.

She faces up to 30 years in prison and a fine of up to $1 million. Sentencing will be set for a later date.

Five players honored with the 2015 Royals team awards

KANSAS CITY, Mo. – The Kansas City Royals announced their 2015 team award winners today, which were voted on by the Kansas City Chapter of the BWAA.  Outfielder Lorenzo Cain was named the Les Milgram Player of the Year, while relief pitcher Wade Davis earned the Bruce Rice Pitcher of the Year award.  Both players earned those same honors in 2014.  For the first time since 1991, there were multiple honorees for the Joe Burke Special Achievement Award as Alcides Escobar, Mike Moustakas and Ben Zobrist split the votes evenly.

Cain, 29, enjoyed another fantastic season in 2015, when was selected to his first All-Star Game and finished third in the American League Most Valuable Player voting.  The right-handed hitting outfielder batted .307 with 34 doubles, six triples, 16 homers with a career-best 101 runs scored, becoming the first KC player to score at least 100 runs in a season since 2011.  He also ranked second in the A.L. in stolen bases (28), while finishing fifth in batting average and runs scored.  He started all 16 postseason games in center field, batting .258 with two doubles, a homer, 11 RBI, 11 runs scored and a Major League-best 11 walks.  He is the first player to win the Les Milgram Player of the Year award in back-to-back seasons since Billy Butler (2009-10).

Davis, 30, was once again one of the most dominant relief pitchers in the Majors.  The right-hander went 8-1 with a microscopic 0.94 ERA (7 ER in 67.1 IP), while holding the opposition to a .144 batting average.  His eight victories were tied for the most by a Major League relief pitcher in 2015, while his ERA was the lowest among all big league pitchers that threw at least 40.0 innings.  Davis served as the Royals closer during two stints in the regular season, converting 17 of 18 save opportunities.  He worked eight scoreless appearances in the postseason, going 1-0 with four saves in four opportunities and fanning 18 in just 10.2 innings.  Davis becomes the first to earn Bruce Rice Pitcher of the Year Honors in consecutive seasons since Greg Holland (2012-13).

Escobar, 29, earned his second Special Achievement Award, also being honored in 2012.  The KC shortstop was selected to the 2015 All-Star Game, was named a Rawlings Gold Glove winner and was selected as the Most Valuable Player of the 2015 American League Championship Series.  Escobar hit .257 during the regular season with 20 doubles, five triples, three homers and 76 runs scored.  He turned it on in the postseason, batting .329 with four doubles, three triples, a homer and 13 runs scored, which also included at least one hit in his final 15 postseason games to set a club record.

Moustakas, 27, captured his first postseason team award.  He enjoyed an All-Star campaign, becoming the first Royal to be selected to the game with the Final Fan Vote, where he received over 19 million online votes.  He hit .284 during the regular season with 34 doubles and set career highs in homers (22), RBI (82), runs scored (73), hits (156) and slugging percentage (.470).  His 51 RBI after the All-Star break were eighth-most in the American League, while he recorded 43 multi-hit games in 2015 after collecting 45 combined in 2013-14.  He started all 16 games at third base during the postseason, batting .215 with a double, a homer and eight RBI.

Zobrist, 34, was acquired by the Royals on July 28 from the Oakland Athletics and batted .284 with 16 doubles, a triple, seven homers and scored 37 runs in the final two months of the regular season.  The switch-hitting utility man batted .303 with a team-record eight doubles, two homers and a Major League-best 15 runs scored during the postseason.  Zobrist signed with the Chicago Cubs during the offseason.

Kansas Department of Revenue warns of tax scam

TOPEKA – The Kansas Department of Revenue has received reports of a tax scam targeting Kansans.

The callers all say that the recipient has a tax debt with the state of Kansas and push the recipient to pay the debt using a debit card or money order and threaten jail. The recipients were also told they failed to file a Form 61, which does not exist for the state of Kansas.

The calls show up on caller ID as a valid Department of Revenue number, 785-296-0671, which connects to the department’s Public Information Officer.

If taxpayers receive a call and are unsure if it is fraudulent or not, they should call the department’s tax customer service line 785-368-8222.

Teen arrested in association with threatening note at Kan. school UPDATE

MCPHERSON, Kan. (AP) — A 15-year-old student in Kansas has been charged after another student found a threatening note in a school restroom.

The Salina Journal reports that the student is charged with aggravated criminal threat and faces discipline by McPherson High School.

The McPherson Police Department says the student could face additional charges, and other students might be charged.

Police say the student named in the note didn’t have involvement in its creation or dissemination.

Other students’ response in sharing portions of the note has prompted more school security.

MCPHERSON. – A 15-year-old McPherson student has been arrested in association with a note which was found in the bathroom of the high school on Tuesday, according to a media release.

A student found the note in the boys restroom which was threatening in nature. That prompted the investigation Tuesday and Wednesday.

Police says they were concerned because some of the contents of the note were sent out by other students and that warranted an increase in having a police presence at the school, if nothing else, for peace of mind.

Students believed to be responsible for the note and its contents were detained and interviewed leading to the arrest of the 15-year-old. Information has been forwarded to the McPherson County Attorney who will decide what formal charges should be filed if any. Police say others may also charged in the case as well.

Any disciplinary action such as suspension or expulsion will be up to the USD 418 administrators.

Police credit a student and a wise parent who they say acted on observation of suspicious activity and reported it to law enforcement.

Name of the teen arrested was not released and police say no other information will be released at this time.

Kan. prison worker enters plea in meth smuggling case

Jail prisonLANSING, Kan. (AP) — A Kansas prison worker has pleaded no contest to smuggling methamphetamine.

The Kansas City Star reports that prosecutors announced Wednesday that 60-year-old Jacqueline Doty, of Fort Scott, had entered a plea in the case.

Court documents say she was arrested in June 2014 after she was searched at the Lansing Correctional Facility and found to be carrying about 14 bags containing meth.

Prosecutors said the bags were hidden in a “girdle-type undergarment” Doty was wearing, with large bandages wrapped around her midsection to hide them. One of the bags held about 14 grams of meth.

Doty told investigators that she had brought drugs into the prison on multiple occasions.

KU Hospital Announces Plans To Expand Patient Tower

Anticipating strong patient demand, The University of Kansas Hospital plans to add four floors to the Cambridge North Patient Tower now under construction just northeast of the hospital complex in Kansas City, Kan.

The tower was originally conceived as a seven-story building with 92 beds and 12 operating rooms expected to be completed in 2017. In a statement, Bob Page, KU Hospital’s president and CEO, said that when the new floors are completed in 2018, one floor with 32 beds will be ready for immediate patient occupancy. The other three will be finished as future demand dictates.

building, which is at 39th and Cambridge streets. The hospital, however, said it will not up the ante on the $100 million it’s seeking in private philanthropic money to help foot the bill.

So far, it said, private donors have pledged more than $42 million.

The building will house two of the hospital’s fastest growing specialties, neurosciences and surgical oncology.

1 hospitalized after car collides with a semi in Logan County

KHPLOGAN COUNTY – One person was injured in an accident just after 4p.m. on Wednesday in Logan County.

The Kansas Highway Patrol reported a 2001 Dodge passenger car driven by Kenneth Michael Glass, 65, Bismarck, ND., was southbound on U.S.83 at U.S. 40.

The driver failed to yield the right of way at the stop sign and collided with the passenger side of semi that was westbound on U.S. 40

Glass was transported to Logan County Hospital.

The semi driver Boyd, James C. Boyd, 33, Jackson, MS., was not injured.

Glass was not wearing a seat belt, according to the KHP.

OSHA investigates man’s 33-foot fall at Kansas power plant

OSHALA CYGNE, Kan. (AP) — Federal officials are investigating after a worker fell 33 feet at an east-central Kansas power plant.

The U.S. Department of Labor said in a news release Wednesday that the worker was demolishing a filtration device called a precipitator when he fell Tuesday at KCP&L’s La Cygne Power Plant. The release said the man remains hospitalized. He works for Brandenburg Industrial Service Company of Chicago. No one from the company immediately returned a phone message from The Associated Press seeking comment.

The Occupational Safety and Health Administration will lead the investigation. Judy Freeman, of OSHA, says falls are one of the leading causes of workplace deaths and injuries. But she stressed that they are “very preventable” when workers have proper protective equipment and training.
