The economic development policy of the city of Hays has been updated to reflect changes in its business recruitment techniques.

City commissioners discussed the proposed changes during last week’s work session and voted unanimously Thursday night to adopt the revised document.

There are two notable changes to the policy in seeking economic development incentives from the city, one new inclusion–“Statement of Process” and one removal–“Big Box” requirements for retail applicants.

No longer are there requirements that any retail applicant must meet the criteria of 50,000 square feet, $10 million a year in retail sales, and employ 25 or more employees.

“I think 25 to 30 years ago the economic development goals were to go for some heavy-hitters–big employers–and so I think that’s where that language came from,” said Mayor Eber Phelps, “to set up incentives for somebody to guarantee 100, 200, 300, 400 employees.

“In recent years, I think we’re looking more at quality companies coming here with maybe 10 or 20 employees.  Those add a lot of benefit.

“Striking the language at the beginning of this policy on the square footage and $10 million (in annual revenue) opens up the possibilities where incentives are available to those (smaller businesses).”

Hays City Manager Toby Dougherty and Ellis County Coalition for Economic Development (ECCED) Executive Director Aaron White both told commissioners last week that there is a business planning to submit a “Community Improvement District” (CID) application if the “Big Box” requirements were removed.

Commissioner Henry Schwaller, who was absent during last week’s work session, said Thursday “the changes we’re making are the best we’ve made in a long time.  They make sense.  They give more power to the Coalition to assist us, which is why it was created.”

The addition of a “Statement of Process” was requested by the commission after rejecting plans for a travel plaza at the west intersection of Interstate 70 in Hays by Colby-based NWK Investments LLC.  It requires a review by White and a term sheet to be prepared before the commission will consider a proposal.

Schwaller also praised the added requirements in an applicant’s business plan to include more details as well as a cost/benefit analysis.

“The applicant should know the financial impact on both sides (Hays and the prospective business) and whether financial incentives are actually needed,” said Dougherty.

Vice-Mayor Shaun Musil liked the changes.  “I think it makes it more business friendly to be able to work with developers. Hopefully, it makes it easier to come to Hays.”

However, Musil said he still has a different goal–“not to give any benefits, but I don’t think that’s possible any more,” he acknowledged.

“I know we’ve all heard  that there’s people wanting to come out there by Walmart and Home Depot where we have infrastructure.  It sure would be nice to see somebody breaking ground out there and bring some new business to maybe get our sales tax revenues turned around, ” Musil said.

Eight of the past ten months sales tax collections for Hays have been down as compared to the same time period in 2015, according to Finance Director Kim Rupp.

Sales tax revenues are a major revenue stream for the city’s General Operating Fund,  a point that is emphasized more heavily in the new economic development policy.

Commissioners also redefined the TIF–Tax Increment Financing to make only property taxes eligible.  Sales taxes are no longer part of a TIF incentive.

Yankees surge past Royals for victory

NEW YORK (AP) – Chase Headley, Starlin Castro and Didi Gregorius hit early home runs and the New York Yankees beat Kansas City 7-3 Thursday night, sending the World Series champion Royals to their 12th loss in 16 games.

Kansas City dropped three of four at Yankee Stadium. Before the game, manager Ned Yost insisted he wasn’t worried about his team, saying “it’s a group that doesn’t panic.”

Nathan Eovaldi (3-2) worked around eight hits in five innings, and overcame getting struck on the leg by Lorenzo Cain’s hard one-hopper at the outset.

On Eovaldi’s last pitch, Salvador Perez nearly launched a go-ahead, three-run homer, but right fielder Carlos Beltran caught the ball at the top of the wall. Eovaldi wiped his brow as he walked off the mound while Perez put both hands on the top of his helmet.

HHS baseball splits with Garden City

HAYS, Kan. – Connor rule singled to right field and scored Drew Young with two down in the bottom of the seventh inning to lift the Hays High baseball team to a 2-1 win over Garden City in game two of their doubleheader Thursday at Hays High and fave the Indians a split in their regular season finale.

Brayden Delzeit’s sac fly in the bottom of the sixth scored Rule to tie the game 1-1. Palmer Hutchison allowed the one run on six hits and picks up the complete game victory.

Garden City exploded for five runs in the top of the seventh to rally for a 5-3 win in game one.

The Indians finish the regular season 12-8. They will play Buhler in their regional opener Tuesday at 4 pm in McPherson.

TMP-Marian baseball sweeps Colby

HYAS, Kan. – The TMP-Marian baseball team closed out their regular season on a three-game win streak after a pair of six inning run-rule wins over Colby Thursday at TMP-Marian.

The Monarchs score 14 runs on 16 hits and overcome four errors in a 14-4 win in game one. In game two they score 13 runs on 12 hits and overcome five errors for a 13-3 victory.

Ricky Hockett and Jared Vitztum both had three hits in the opener and Chase Werth drove in three and scored three times. Hockett went four innings on the mound allowing two runs on two hits with three strikeouts and two walks for the win.

Chase Werth homered and drove in three to lead TMP in game two. Ryan Ruder doubled and also drove in three. Ruder allowed three unearned runs on four hits with six strikeouts and no walks for the win.

The Monarchs finish the regular season winning eight of their last nine and take a 15-5 record into the regional tournament where they will play Scott City Monday at 5 pm in Larned.

HHS girls’ soccer blanks Salina Central on Senior Day

HAYS, Kan. – Senior Lieacha Cook scored in the first minute off a corner kick from Sydney Sulzman and that would prove to be all the Hays High girls’ soccer team would need as they beat Salina Central 2-0 on Senior Day at the Bickle-Schmidt Sports Complex.

Freshman Savannah Snyder scored off an assist from Sulzman in the 71st minute to round out the scoring.

The Hays High defense was solid again, holding the Mustangs to three shots.

The Indians improve to 9-5. They close out the regular season with a makeup game at Garden City Friday afternoon.

TMP-Marian girls’ soccer wins regular season finale

WICHITA, Kan. – The TMP-Marian girls’ soccer closed out their regular season with a 5-2 win at Wichita North. Bailey Hageman scored two goals while Aubrey Koeningsman, Kayla Vitztum, Halle Lang all scored one.

Ashley Ostrander played in goal for a majority of the match after an injury to Deonna Wellbrock and had three saves.

The Monarchs end the regular season 10-3-1 and await the regional pairings which come out Saturday.

Trego wins MCL golf title; TMP-Marian third

Hayden Rohr shot a 78 to finish second and help the TMP-Marian boys golf team to a third-place finish at the Mid-Continent League tournament Thursday. Trego wins the team title with a 327. Plainville was second with a 338 and the Monarchs third with a 345.

Trego’s Emmit Owens shot a 72 and won the individual title. The Golden Eagles Dion Reetz finished third with an 80 and Dalton Mai sixth with an 82. Plainville’s Tanner Copeland finished fourth after a round of 82 and Gunner Kerns seventh with an 83. Collin Werth finished 10 for TMP with an 84.

Norton boys, Ellis girls win MCL track title

PHILLIPSBURG, Kan. – The Norton boys and the Ellis girls took home the first place trophies from the Mid-Continent League Track and Field meet Thursday in Phillipsburg. The TMP-Marian girls were second, six points behind the Railers. The Monarch boys finished fourth.

Alexcia Deutscher of Ellis won three gold medals. She won the 100 and javelin and was on the winning 4×100 relay. Teammates Ashley Mattheyer (high jump, 4×100) and Abby Burton (triple jump, 4×100) had two golds.

Melissa Pfeifer led TMP-Marian, winning the 800 and 1600 meters. The Moanrchs also took first in the 4×100 relay.

TMP’s Andrew Hess won the 1600 and 3200 on the boys side.

Winners of this year’s Leora B. Stroup Awards for outstanding nursing graduates will be announced, and all 96 of this year’s nursing graduates will be honored beginning at 3:30 p.m. Friday, May 13, in the Beach/Schmidt Performing Arts Center at Fort Hays State University.

This year, 22 Bachelor of Science in Nursing graduates will be pinned; 29 Master of Science in Nursing graduates will be recognized; and 45 outreach graduates — registered nurses working in the field who completed BSN degrees at a distance — will also be recognized.

The three Stroup Awards recognize an outstanding student from each of the three categories: B.S., M.S. and the outreach program.

Cause of toddler’s death, found in Kansas field, still unclear

WICHITA, Kan. (AP) — A woman arrested in connection to the death of 2-year-old girl, whose body was found in a Wichita field, has been released from jail after a preliminary autopsy was unable to determine how the child died.

Wichita Deputy Police Chief Hassan Ramzah said that 25-year-old Tyerria Miles was released Thursday as the investigation continues. She had been arrested on suspicion of aggravated endangering of a child and possession of stolen property.

Ramzah said that Jhornee Bland had been in the care of Miles since May 4. Jhornee’s mother told 911 Sunday night that she couldn’t locate her child after she says she contacted Miles to check on her daughter.

Police say Miles told Jhornee’s mother that she had taken the girl to the apartment of an acquaintance of Jhornee’s mother. Police found the apartment vacant.

Jhornee’s body was found Monday.

Victim in fatal SW Kansas fire identified

fire fatalFORD COUNTY – The Kansas Fire Marshal’s office continues to investigate a fatal fire in Dodge City.

Just after 3 p.m. on Wednesday, fire crews responded to a report of a grass fire at residence in the 1100 Block of Avenue H, according to the Dodge City Fire Department.

They found a backyard shed was on fire.

After the blaze was extinguished, fire crews found the body of 71-year-old Xung Huynh. His body was sent to Kansas City for an autopsy, according to a media release from Dodge City Police.

 

1 hospitalized after 2-vehicle Rooks County crash

Screen Shot 2014-07-03 at 5.13.15 AMROOKS COUNTY – One person was injured in an accident just before 6:30p.m. on Thursday in Rooks County.

The Kansas Highway Patrol reported a 2002 Dodge Dakota driven by Joshua J. Swaney, 26, Loveland, CO., was east bound on Road H two miles north of U.S. 24 and failed to stop at the stop sign.

The pickup entered the highway and a 1999 Mercury Sable driven by Sandra Kay Beck, 45, Macon, IA., that was south bound on U.S. 183 struck the driver’s side of the pickup.

The pickup overturned in the east ditch.

Beck was transported to the hospital in Plainville. Swaney was not injured and not wearing a seat belt, according to the KH
