KDHE releases public health warnings concerning blue-green algae in Kansas waters

Topeka – The Kansas Department of Health and Environment samples publicly accessible bodies of water for blue-green algae when the agency receives reports of potential algae blooms in Kansas lakes. Based on sampling results, KDHE reports on potentially harmful conditions.

Lakes under a Warning are not closed. Marinas, lakeside businesses and park camping facilities are open for business. If swim beaches are closed, it will be specifically noted. Drinking water and showers at parks are safe and not affected by algae blooms. Boating and fishing are safe on lakes under a Warning, but contact with the water should be avoided. It is safe to eat fish caught during a harmful blue-green algae outbreak, as long as the fish is rinsed with clean water; only the fillet portion is consumed and all other parts are discarded. Hands should also be washed with clean water after handling fish taken from an affected lake.

Kansans should be aware that blooms are unpredictable. They can develop rapidly and may float around the lake, requiring visitors to exercise their best judgment. If there is scum, a paint-like surface or the water is bright green, avoid contact and keep pets away. These are indications that a harmful bloom may be present. Pet owners should be aware that animals that swim in or drink water affected by a harmful algal bloom or eat dried algae along the shore may become seriously ill or die.

Public Health Warning: High levels of toxic blue-green algae have been detected. A Public Health Warning indicates that activities like boating and fishing may be safe; however, direct contact with water (i.e., wading, skiing and swimming) is strongly discouraged for people, pets and livestock.

Kansas public waters currently under a Warning status:

CHENEY LAKE, Kingman, Reno and Sedgwick Counties
MARION RESERVOIR, Marion County (Not Marion County Lake)
SEBELIUS RESERVOIR, Norton County

When a Warning is issued, KDHE recommends the following precautions be taken:

  • Lake water is not good to drink for pets or livestock
  • Lake water, regardless of blue-green algae status, should never be consumed by humans
  • Water contact should be avoided
  • Fish can be eaten as long as they are rinsed with clean water, consume only the fillet portion, and discard all other parts
  • Do not allow pets to eat dried algae
  • If lake water contacts skin, wash with clean water as soon as possible
  • Avoid areas of visible algae accumulation

KDHE will update these statements as conditions warrant.

Larks stay hot; sweep Liberal

LIBERAL, Kan. – The Hays Larks go 6-0 on their first road trip of the season after an 11-1 rout of Liberal Thursday night at Brent Gould Field. Austin O’Brien and Austin Bell both had three of Hays’ 14 hits. Bell and Jacob Boston drove in a run in the fourth to five the Larks the lead for good and finished with two RBIs as the Larks improve 12-1 overall and 8-1 in the Jayhawk League.

Hays scored two in the fourth then added single runs in the fifth and sixth then blew the game open with a six-run seventh inning.

Starter Alex Lopez (3-0) allowed one hit over six innings with three strikeouts and two walks for the win.

The Larks are back home this weekend for three games with the third place Bethany (Okla.) Bulls. Friday night is First Responders Night with free admission provided by Invenergy and the Platinum Group. Saturday is the annual McKids Day with free admission courtesy of McDonald’s. Sunday is Military Appreciation Night. The VFW, Golden Corral and Kiwanis Club are the buyout sponsors. All three games begin at 7 pm.

City Finance Director ‘not entirely unhappy’ with commercial insurance increase

The city of Hays is anticipating a five percent increase in its 2016/2017 commercial insurance premium. The current policy for liability and property insurance with BRIT Insurance expires July 1, 2016.

“We’re not entirely unhappy about it,” Hays Finance Director Kim Rupp told city commissioners during their Thursday night work session. “We’ve experienced about a five percent decrease over the past couple of years so this increase isn’t terrible.”

Christina Pyle with the city’s insurance broker, Arthur J. Gallagher & Co., explained how market factors resulted in just one quote–by BRIT.  Six other companies declined to bid primarily “due to the aggressive pricing BRIT is providing,” she said.

“The city has just had a couple of property claims and a couple of auto claims that have knocked the loss ratio up a little bit higher…and also with the market in this part of Kansas–with the wind and hail–(BRIT) did have to get a little bit of rate (increase) this year,” Pyle concluded.”

That increase is 4.9 percent or $9,197 more than the prior period.  Total cost is $196,220.

Pyle called it a “flat renewal” and also offered some better news.

“We were able to save pretty significant money on the cyber liability side.  We moved the coverage from AIG to a company called BCS Insurance.  It’s actually a program that Gallagher developed specifically for cyber liability.  It saved about $5,000 and is very good coverage,” Pyle said.

Vice-Mayor Shaun Musil was a little concerned there was just one bid.  “I think it’s unfortunate we didn’t have any bidders, but I guess maybe it’s good that we’re low enough that they can’t beat that.”  He encouraged Pyle to “keep an eye on it.  Having several bidders is always a good thing.”

Commissioners agreed to move forward with the recommendation to renew the BRIT insurance policy.  It will be considered at the June 23 regular commission meeting.

Commissioner Henry Schwaller was absent from Thursday’s work session.

Victor Martinez hits 3 homers as Tigers pound Royals

KANSAS CITY, Mo. (AP) – Victor Martinez matched a career-best with three home runs, the Tigers pounded six as a team and Detroit sailed to a 10-4 victory over the Kansas City Royals on Thursday night to open their four-game series.

Martinez hit a pair of solo shots and Nick Castellanos went deep before James McCann homered off Royals reliever Luke Hochevar (1-1) leading off the seventh to knot the game 4-all. Cabrera followed moments later with a two-run shot that gave the Tigers their first lead of the game.

Detroit added three more runs in the eighth before Martinez hit his third homer in the ninth. The veteran designated hitter’s other three-homer game came on July 16, 2004, at Seattle.

Justin Verlander (7-5) allowed four runs on eight hits over seven innings, continuing his mastery of the Royals at Kauffman Stadium. Verlander improved to 13-5 in 22 starts in the ballpark.

Kansas man dies after SUV overturns

fatalOTTAWA COUNTY- A Kansas man died in an accident just after 7p.m. on Thursday in Ottawa County.

The Kansas Highway Patrol reported a 1997 Chevy Blazer driven by Jerry L. Penn, 57, Minneapolis, was eastbound on Mulberry Road four miles northwest of Minneapolis.

The vehicle went left of center and the driver overcorrected.

The vehicle entered the south ditch, returned to the roadway and overturned.

Penn was transported to the hospital in Minneapolis where he died.

He was not wearing a seat belt, according to the KHP.

Education ruling has Kan. lawmakers pondering courts’ power

School funding smallTOPEKA, Kan. (AP) — Kansas legislators are considering proposals to curb the power of the courts as they grapple with a recent state Supreme Court ruling on education funding.

The state House and Senate judiciary committees were convening a joint meeting Friday to discuss proposed amendments to the state constitution to block the courts from threatening to close schools in education funding lawsuits. Lawmakers have two versions.

Republican Gov. Sam Brownback has called a special legislative session for next week to address the recent ruling that the state’s education funding system remains unfair to poor school districts.

The justices warned that schools might not reopen after June 30 unless lawmakers make additional changes.

If lawmakers approve an amendment by two-thirds majorities in both chambers, it would go to voters in the November election.

New tribute to fallen soldiers to be dedicated at Kan. war memorial

TOPEKA, Kan. (AP) — A new tribute to fallen soldiers will be honored at a war memorial in Topeka.

The Topeka Capital-Journal reports that a statue titled “Homage” will be dedicated Saturday morning at the Gage Park War Memorial. The statue depicts a soldier paying respect to a fallen comrade next to a rifle, helmet and boots on the ground.

Sculptor Jim Brothers created the statue. He’s known for the Eisenhower Statue in the U.S. Capitol’s Hall of Statues, the National D-Day Memorial in Virginia, the Korean War Memorial on the National Mall and a statue of Gen. Omar Bradley.

Other events in the area during the dedication include a USO show at the Gage Park Amphitheater and performances by Marshall’s Band, the Fairlawn Road Swing Band, the Topeka Police Department, and Pipe and Drum Corps.

Kansas man hospitalized after pickup, bicycle accident

EmergencyRENO COUNTY – A Kansas man was injured in an accident just after 1p.m. on Thursday in Reno County.

The Reno County Sheriff reported Royce Steinert, 47,  Hutchinson, was riding a bicycle in the13200 block of East G Avenue.

The passenger mirror of a 2002 Dodge truck driven by Raymond Stubby, 39, Burrton, struck Steinert on the back left shoulder.

The impact caused the bike to crash into the south ditch.

Raymond told deputies he had seen the red flashing taillight of Royce’s bike but thought it was further ahead of him, according to the sheriff’s department.

Burrton EMS transported Royce to Newton Hospital with non life-threatening injuries.

Police search for Kansas burglary suspects

GEARY COUNTY -Law enforcement authorities in Geary County are investigating a burglary at a business in Junction City.

Police are seeking suspects allegedly involved in the break-in at Performance Audio, 118 North Washington Street, according to a media release.

Stereo equipment was stolen in the early morning hours of June 11.

Police say the subject pictured and another man allegedly broke into the business.

Judge reiterates Kansas AG Kobach unable to prevent you from voting

4-7 vote signWICHITA, Kan. (AP) — A Kansas judge is standing by his earlier ruling that Secretary of State Kris Kobach has no legal right to bar people who register to vote using a federal form from voting in local and state elections.

This week, Shawnee County District Judge Franklin Theis rejected Kobach’s request to reconsider his January decision, which came after the executive director of the U.S. Election Assistance Commission required proof-of-citizenship on the national voter registration form in Kansas, Georgia and Alabama.

The court previously said the right to vote under Kansas law is not tied to the method of registration.

It is unclear what impact the ruling will have on Kobach’s instructions this week to allow thousands of people who register at motor vehicle offices without citizenship documents to vote only in federal races.

DES MOINES, Iowa (AP) — The attorney for a former lottery official accused of fixing jackpots has argued that his client’s conviction last year on fraud charges should be thrown out.

On Thursday, Eddie Tipton, appealed his July 2015 convictions related to fixing a 2010 Iowa Hot Lotto game.

The former Multi-State Lottery Association security director’s attorney told the Iowa Court of Appeals the evidence doesn’t support the convictions and Iowa’s statute of limitations law should have prohibited prosecution.

State prosecutors countered that they have plenty of evidence Tipton modified computers to pick numbers he later played to get a winning ticket.

Tipton is free on appeal but faces 10 years in prison if the conviction is upheld.

He faces a second Iowa trial on charges he fixed games in Colorado, Kansas, Oklahoma and Wisconsin.
